Accurate Delay Estimation for Multi-Sensor Passive Locating Systems Exploiting the Cross-Correlation between Signals Cross-Correlations
The availability of accurate estimates of the delay or time of arrival (TOA) of the incoming signals is of paramount importance for the position estimation in passive radars with multiple receivers. This correspondence aims at improving estimation of the delays by multiple detectors exploiting the cross-correlation between the cross-correlation estimates (say cross-cross-correlation) of the received signals. The resulting equation system is formulated as a least squares (LS) minimization problem, whose solution is efficiently found computing the pseudo-inverse of the model matrix. In fact, the cross-cross-correlation implicitly performs a filtering operation on the considered signal, approximating the generalized cross-correlator behavior, without using statistical information about the signal spectra. The proposed method is numerically validated in comparison with classic counterparts and theoretical bounds
Ruolo e funzioni della Commissione europea in tempi di permacrisi
The European Commission has always played a political role within the legal
framework outlined by the European treaties; it is, in fact, tasked with promoting the general interest of the Union. Over time, this role has gained increasing democratic legitimacy,
with a stronger connection to the outcomes of the European Parliament elections. That
said, this essay aims to highlight how even the technical enforcement powers assigned
to the European Commission are now increasingly targeted toward achieving political objectives. This is particularly evident in the attempt to mitigate the risks that various recent
crises pose to European democracy
SAR image registration in the presence of rotation and translation : a constrained least squares approach
This letter proposes a coregistration algorithm to compensate for possible inaccuracy of trajectory sensor during the SAR image acquisition process. Such a misalignment can be modeled as a pure displacement in range and azimuth directions and a rotation effect due to different angle of sight. The approach is formalized as a Constrained Least Squares (CLS) optimization problem enforcing a constraint of absence of a zooming effect between the two SAR images. Moreover, system equations can optionally be weighted according to local properties between the extracted patches within the quoted couple. Interestingly, the solution can be obtained in closed-form, therefore with a low computational cost. The results of the tests conducted on the 9.6GHz Gotcha SAR data demonstrate the capability of the strategy to proper register the imagery
Improving Delay Estimation in Underwater Acoustic Applications by the Additional Use of Cross-Cross-Correlation
Next generation space-terrestrial-ocean integrated mobile networks providing global internet access that extend to the undersea are based on heterogeneous networks. In underwater applications, a key role is played by the acoustic positioning. In particular, this task can be accomplished making use of multiple passive sensors that estimate the differential signal delays employed for positioning. This paper exploits a methodology aimed at improving delay estimation by means of cross-cross-correlation, i.e., the cross-correlation between all the multi-sensor cross-correlations. The resulting equation system is formulated as a least squares (LS) minimization problem, whose solution is efficiently found resorting to the pseudo-inverse technique, ensuring a fast execution of the algorithm, without using statistical information on random signal spectra. The performance of the devised method is numerically analyzed for an extensive range of operating parameters to demonstrate the validity of the proposed approach in comparison with classic counterparts and theoretical optimum bounds
Fighting Europarties' Democratic Backsliding: Arguments for a Multilevel Approach
According to art. 3, para. 1, point c) of Regulation (EU, Euratom) no. 1141/2014 on the statute and funding of European political parties and European political foundations, «[a political alliance that wishes to apply to register as a European political party] must observe, in particular in its programme and in its activities, the values on which the Union is founded, as expressed in art. 2 TEU (...)». For this reason, the same Regulation provides for an ad hoc verification procedure (art. 10, para. 3 and 4) that may end with the deregistration of a transnational political alliance which is deemed to violate EU's founding values. This article aims at understanding whether European political parties showing complicity with their "illiberal" member parties (such as EPP and ECR with regard to, respectively, Fidesz and PiS) can be targeted by means of the horizontal rule of law oversight mechanism. Although - at least at first reading - legislation currently in force seems to take a "unit" approach that leaves no room for assessment of national (member) parties' behaviour, at a closer look, the formulation of art. 3, para. 1, point c) of the 2014 Regulation does not seem to completely prevent a "multilevel" approach: in fact, by stating that Europarties must respect EU's founding values «in particular» in their programmes and activities, the provision allows the Authority for European political parties and European political foundations to: 1) assess transnational alliances' actions/omissions aimed at condoning or conniving members' activities that favour the erosion of liberal democracy at the national level; 2) consider such attitudes as evidence of an EU values breach. However, the above clearly suggests that the scope of art. 3, para. 1, point c) should be more clearly set out, in order to determine the relevance of the national party dimension when it comes to verifying transnational alliances' observance of art. 2 TEU
Mecenatismo urbano a Caldarola.
