Wood has always been an important natural resource that has been extensively and diversely exploited. Despite its organic nature, the artifacts and traces of woodwork and fires made in the distant past can be found in archaeological contexts. Such finds are witnesses to the technological skills and capabilities of people in the past and reflections of the past natural environment. This thesis explores the potential of anatomical analysis methods for the study of wooden finds discovered during archaeological excavations and presents four different studies focusing on different types of archaeological contexts and finds. The first of them is devoted to the Sub-Neolithic, Neolithic and Bronze Age artefacts found in the ancient sites of Šventoji, studied by the author since 2014. The second one is devoted to wood charcoal collected during the archaeological investigations of the Neolithic sites in the Curonian Spit. The third is dedicated to the wood of fishing structures dating from the Mesolithic to the modern period found in the Žeimena River. The fourth is dedicated to wooden dugout boats found in various places in Lithuania, mostly during underwater explorations, the oldest of which dates back to the Neolithic period and the youngest to the modern period. The methods used in this work are based on the analysis of anatomical microscopic features of wood: species identification, the determination of the harvesting season and the roundwood age and diameter analysis which is applied for the first time in the study of the wooden finds found in Lithuania. The work also introduces the discipline of Anthracology, which has not yet found a place in Lithuanian science

In the field of comparative administrative law scientists pay increasingly more attention to the applicability of contracts as this phenomenon is rapidly evolving. The approaches to the contracts made by public administrative subjects differ depending on the country; however, in continental law such contracts are commonly divided into private contracts and administrative (public) contracts. The author of this article discusses such questions as to what legal tradition the Lithuanian law can be ascribed and whether the institute of administrative contract can be successfully applied in the Lithuanian legal system. The author pays special attention to the fact that the administrative law of Lithuania lags behind other countries as research into the contract as a form of the legal practice of administrative subjects is insufficient and rather fragmentary. The following conclusion is made: in the administrative law of Lithuania there is no tradition to recognize the contract as an institute of administrative law, though a tendency to acknowledge the existence of the administrative contract de facto in the doctrine and jurisprudence is observable. According to the author, the existence of the administrative contract in Lithuania is more likely to be only a presumption based on fragmentary examples of the identification of the contracts in comparative law with the contracts in the Lithuanian law. However, the common theory of administrative contract has not yet been formed. The author claims that the practice of determining the legal origin of contracts made by administrative subjects based only on several casuistical examples of comparative law cannot methodologically be justified. The completion of the reform of civil law in Lithuania has led to the formation of the currently existing concept of administrative contracts. Therefore, the legal origin of contracts made by administrative subjects can be determined only by analyzing them in relation with the common tradition of private contract law in Lithuania. The experience of comparative law could be used to specify and characterize the criteria which determine the administrative (legal public) origin of the contract. Nevertheless, all the criteria drawn from comparative law have to be analyzed in relation to the common tradition of contract law in Lithuania. This would allow to form the tools for the determination of the kind of the system of administrative contracts that is being built in Lithuania.

Reikšminiai žodžiai: Vygandas Juodagalvis; Užnemunė; Akmens amžius; Bronzos amžius; Vygandas Juodagalvis; Užnemunė; Stone age; Bronze ageThe review discusses the monograph “Užnemunės priešistorė” [The Prehistory of Užnemunė] by Vygandas Juodagalvis. The theme of the monograph is easy to understand – the author mainly focused on the prehistory of Užnemunė, yet also touched upon other issues. The reviewer notes that Juodagalvis certainly did not surpass Rimantienė either in the number of sites excavated or artefacts found; however, it is now clear that he has made a large contribution to Lithuanian archaeology. Positively evaluating the archaeological explorations of Juodagalvis, the reviewer provides critical remarks regarding the monograph. The reviewer expects that the thoughts expressed in the review will help the readers to understand which issues are very disputable rather than proven truth and namely Juodagalvis’ book and the critique expressed in this review will push Lithuanian archaeology towards the truth. The reviewer notes several doubtful statements expressed in the monograph, debates with the author of the monograph giving his arguments and basing them on the material of previous investigations and publications. The review pays considerable attention to the issues of Lithuanian Mesolithic chronology and periodization

Straipsnyje analizuojamos pagrindinės administracinės teisės kaitos kryptys, kaip sutarties instituto pritaikymą šioje teisės šakoje skatinantys veiksniai Reikšminiai žodžiai: Administracinis aktas; Administracinė sutartis; Administracinės teisės funkcijos; Sutartis; Teisinio reguliavimo technika; Administrative act; Administrative contract; Contract; Functions of administrative law; Legal regulation techniqueThe phenomenon of a contract and the application of the contract-based technique of legal regulation in administrative law manifested itself differently in the legal systems of different countries. One of the most pronounced forms of this manifestation is the formation of the institute of administrative contract. In the present article, the author analyses the conditionality of the application of a contract in administrative law by evaluating this phenomenon in relation to the content changes in the administrative law itself, i.e. by treating it as a factor determining the changes and, at the same time, as an indicator reflecting the changes. The environment in which the classical administrative law formed determined the fact that for a long time the peculiarities of the nature of administrative legal regulation were represented by an institute of an ex-parte administrational act. Historically, the phenomenon of the penetration of the elements of private law into administrative law during the nineteenth and the twentieth centuries, which finally transformed into the formation of the institute of administrative contract, is to be considered as an indicator of the approximation between public and private legal regulation techniques. An intense development of the issues under the regulation of administrative law determines a demand to find new ways of the application of the possibilities of legal regulation techniques. Legislators, considering the quality requirements of legal regulation, establish certain zones of mixed legal regime, as the issues under the regulation of administrative and civil law are often intertwined. Such a situation has a direct influence on the formation of the institute of administrative contract, in which the peculiarities of administrative and civil legal regulation are combined. The formation of the institute of administrative contract is closely related to the change in the content of the functions of administrative law. Due to an increased extent of the functions of administrative legal regulation, for this branch of law, a legal regime technique allowing a flexible reaction to the changing regulation requirements was necessary. As a response to such a necessity, the institute of administrative contract, which preconditioned the strengthening of the regulatory powers of administrative law, formed. The increase in the extent of the functions of administrative legal regulation influences the development of another function, namely, the function of social compromise as well. Public administration, acting as a mediator between the private interest and the society or the state, must ensure a harmonious coexistence of public and private interests. A contract and the forms of public administration activity based on it provide conditions for an inclusion of persons interested in legal decisions into the process of public management and, thus, for a more secure balance between different interests. In the opinion of the author, the abovementioned issues are the key factors affecting the formation of the institute of administrative contract in the Lithuanian legal syste

The Lithuanian coast, owing to the richness of the lagoonal ecosystems was an exceptional location; at Nida and Šventoji distinctive Neolithisation trajectories with an important contributions by Globular Amphora culture immigrants and a mixed economy can be observed

The formation of thin film of Bismuth-zirconium oxide and its properties’ research Project.

    No full text
In the final project of Master, after the analysis of the scientific literature, the thin layer of bismuth-zirconium oxide was formed on different surfaces by the reactive magnetron sputtering method and the physical properties of the resulting layers were studied. The study found that the thin layers of bismuth-zirconium oxide formed using and not using argon gas exhibit the following mechanical and optical properties: 1) The layers are good for light transmission in the visible light spectrum but don’t transmit the light in the ultraviolet wavelength range. The use of argon gas during layer formation reduces optical permeability. 2) The large band gap (~ 3.74 eV) results in the fact that low energy light wavelengths pass through the material freely, while high energy waves are absorbed. The use of argon gas during layer formation does not affect the absorption coefficient of the layer. 3) The layers are extremely hard, with hardness about 289 HV which is almost equal to Titanium hardness (Titanium 300 HV). The use of argon gas during layer formation increases the hardness of the layer. 4) The material is very elastic, greatly improving the elasticity of the steel. The use of argon gas during the formation of the layer significantly increases the elasticity of the formed layer. By regarding the morphology of the thin layer of bismuth-zirconium oxide, the different surfaces are covered with high quality layers, without major defects. The use of argon gas during formation of a layer, determines the formation of layer’s components into clusters. The author of the master's final thesis thanks the prof. dr. Robert Zabell, Head of the Institute of Solid State Physics at the University of Latvia, for helping measure the Berkovič hardness of the formed bismuth-zirconium oxide thin film and Lithuanian Energy Institute for its assistance in the scanning electron microscopy study and Vickers hardness measurements. Also, to project supervisor Doc. dr. Aleksandrui Iljinui for assistance and problem-solving consultations
