    Criminal Responsibility: Older but No Wiser

    This paper is a rejoinder to an article entitled ‘Will Australia Raise the Minimum Age of Criminal Responsibility?’ and an editorial entitled ‘A New Architecture for Youth Justice’ both published in the Criminal Law Journal in 2019 and 2022 respectively, in which Professor Thomas Crofts and editor Phillip Boulten endorsed previous calls for an increase in the minimum age of criminal responsibility (MACR) in Australia to a minimum of 12 years of age and preferably 14 years of age. By contrast, the author supports the retention of doli incapax for children aged between 10 and 13 years of age to address the small number of children who represent a threat to public safety, and argues that the neuroscience relied upon by proponents of raising the MACR is dated. The author supports the Queensland Government’s position that simply raising the MACR does not address the complex societal factors underlying offending by children. Any solution to child offending requires a recognition that without improved social justice for the most disadvantaged sections of society, raising the MACR is both pointless and dangerous

    Wiser: A semantic approach for expert finding in academia based on entity linking

    We present Wiser, a new semantic search engine for expert finding in academia. Our system is unsupervised and it jointly combines classical language modeling techniques, based on text evidences, with the Wikipedia Knowledge Graph, via entity linking. Wiser indexes each academic author through a novel profiling technique which models her expertise with a small, labeled and weighted graph drawn from Wikipedia. Nodes in this graph are the Wikipedia entities mentioned in the author’s publications, whereas the weighted edges express the semantic relatedness among these entities computed via textual and graph-based relatedness functions. Every node is also labeled with a relevance score which models the pertinence of the corresponding entity to author’s expertise, and is computed by means of a proper random-walk calculation over that graph; and with a latent vector representation which is learned via entity and other kinds of structural embeddings derived from Wikipedia. At query time, experts are retrieved by combining classic document-centric approaches, which exploit the occurrences of query terms in the author’s documents, with a novel set of profile-centric scoring strategies, which compute the semantic relatedness between the author’s expertise and the query topic via the above graph-based profiles. The effectiveness of our system is established over a large-scale experimental test on a standard dataset for this task. We show that Wiser achieves better performance than all the other competitors, thus proving the effectiveness of modeling author’s profile via our “semantic” graph of entities. Finally, we comment on the use of Wiser for indexing and profiling the whole research community within the University of Pisa, and its application to technology transfer in our University

    Criteria for the Optimal Design of a Social Security Retirement System

    This paper discusses a series of selection points in the design and financing of social security retirement systems. For each criterion, the paper lists and discusses advantages and disadvantages of the options available. The selection points include (1) Funded versus PAYGO; (2) Minimum benefits, Demogrant or Welfare; (3) Progressive versus Regressive; (4) Voluntary versus Mandatory; (5) Individual Accounts versus Commingling of Risk (6) Public versus Private sourcing; (7) Automatic Balancing Mechanisms; (8) System Risk Diversification.     Correlates of technology-assisted adolescent dating violence and abuse

However, little is known about the potential risk factors for TAADVA victimisation/perpetration or whether they are similar to those identified for offline Adolescent Dating Violence and Abuse (ADVA). This paper therefore examines the potential correlates of TAADVA victimisation only and perpetration-victimisation (vs. not involved). Findings are reported based on 277 12-18 year old British adolescents who had dated in the last year and completed a series of questionnaires. Findings highlight that correlates associated with ADVA are also related to TAADVA (e.g. past ADVA and having friends with experience of dating violence), however avoidant attachment insecurity was related to male TAADVA, which has not been identified before. Differences were found in some significant correlates for males and females. The findings highlight implications for addressing TAADVA and ADVA through education and awareness about healthy relationships, while considering factors that are associated with TAADVA involvement in prevention and intervention efforts.Published onlin

    Developing the Design Storytelling Impact-Approach Framework

    We propose that designers tell stories, whether this is in the production of artefacts such as sketches, renderings prototypes and multimedia presentations, or verbally when discussing their ideas with one another and their clients. We suggest that when designers work with an organisation at the conceptual stage of a project process, this storytelling can lead to certain impacts on the people in those organisations, such as increasing their capacity to critique design concepts. This in turn has certain ramifications with regard to the organisational strategy. In order to explore relationships between approaches to design storytelling and their impacts on employees of an organisation we developed the „Design Storytelling Impact-Approach Framework‟. Factors incorporated in the framework are identified from relevant bodies of literature and then applied to a case study in order to develop it further.     Synaptotagmin restores kinetic properties of a syntaxin-associated N-type voltage sensitive calcium channel

    AbstractThe voltage sensitive N-type calcium channel interacts functionally and biochemically with synaptotagmin (p65). N-type channel interaction with p65 is demonstrated in the Xenopus oocyte expression system, where p65 alters the steady state voltage inactivation of the N-channel, and fully restores the syntaxin-modified current amplitude and inactivation kinetics in a calcium dependent manner. In agreement with the functional results, GST-p65 fusion protein binds to a cytosolic region, amino acids 710–1090 of the N-type channel (N-loop710–1090). The results of the combined approach provide a functional and biochemical basis for proposing that p65 interaction with the N-type channel brings p65 into a close association with a syntaxin-coupled channel. In turn, calcium entry through the liberated channel initiates fusion of the primed vesicles with the cell membrane at a short distance from the site of calcium entry.©1997 Federation of European Biochemical Societies
