    God’s Ultimate Purpose to His People: To be blessed and to be a blessing

    When God called Abraham in Genesis chapter 12:1-3, He blessed Abraham with a promise. The promise of God is fulfilled and as he departs from the land. From this passage, the promise has spiritual aspect and temporal blessing, particularly the latter. God says, “I will bless you.” It is an assurance of the Creator to His creation and through him, the nations will be blessed. In the context of the local church in Tondano, Indonesia, there are causes that hinder the development of God’s mission such as the false assumption of what mission is, the lack of responsibility in doing the mission, challenges that come from inside and outside, lack of faith, and many others. If they know what the mission of God is as what is written in the Bible, they will realize that they are the people of mission, people who are chosen for a blessing because the mission of God is to bless his creation. As God selected Abraham as His messenger through whom to communicate the light to the world, he had no doubt and had confidence that the source of blessing was leading him.     Negotiated settlements and peace referendums

    Institutional innovations in conflict management have received considerable academic attention in the past decades. Yet few studies have considered the design of referendums in peace processes and the role of popular mandates in catalysing negotiated settlements. Drawing evidence from divided societies, particularly the contrasting cases of South Africa and Cyprus, the article points to the importance of ratification sequence and early mandate referendums. Specifically, it demonstrates how mandate referendums focusing initially on domestic constituencies enable leaders to pre‐empt ethnic outbidding challenges while concluding a peace agreement. An early ratification process could safeguard the peace process from unavoidable reversals in public opinion, increase flexibility as to the timing of critical decisions and maximise the credibility of leaders aiming for a negotiated settlement. The study of mandate referendums has important implications for broader research on international mediations since it suggests mechanisms by which political actors could ensure the ratification of significant treaties in global or regional politics

    Abstract: Background: The prefrontal cortex is an area of the brain in the frontal lobe of both cerebral hemispheres that is responsible for decision making, behavior and emotional control (Miller and Cohen, 2001). Exposure to Lead has been linked to neurotoxicity leading to diverse neurological disorders. There are increasing literatures showing medicinal use of Curcuma longa (turmeric), especially in neurological disorders. Aim: This study aims at exploring the ameliorative potency of the aqueous root extract of Curcuma longa (ARECL) on the histology of the prefrontal cortex following lead-acetate induced neurotoxicity. Methodology: Thirty (30) non-pregnant adult female wistar rats (150-200g) were divided into 6 groups of 5 rats each. Group A received only normal saline. Group B received 30mg/kg of lead acetate daily. Each of Groups C-E was all exposed to simultaneous administration of 30mg/kg of lead acetate and 100mg/kg, 300mg/kg and 500mg/kg of ARECL respectively daily. Group F received simultaneous administration of 30mg/kg of lead acetate and 100mg/kg of Vitamin E daily. All administrations were oral and the experiment lasted 24 days. The animals were sacrificed 24 hours after their last treatment via ketamin (100mg/ml) as anaesthesia. The brain was carefully harvested, washed in normal saline and fixed for 24 hours after which the prefrontal cortex was further harvested, fixed accordingly and processed for routine H&E staining. Results: Group B administered with only 30mg/kg of lead-acetate displayed pathologies such as vacuolated cytoplasm, widespread tissue edema and loss of neurons. Similar characteristics were noticed in animal groups C-D. Animal groups E-F displayed the normal histoarchitecture of the prefrontal cortex with no pathologies. Conclusion: The Aqueous root extract of Curcuma longa has ameliorative potency in the management of lead-induced neurotoxicity.     Oil and Challenges of Trade Policy Making In Sudan in a Globalizing Arena

    Abstract The purpose of this study is to examine the potential impact of oil revenues on the economy of Sudan and the challenges facing the Government in policy making, particularly trade policy and allocation of oil revenues for long-run development and diversification of the production and export structure of the economy. The exploitation of oil resources has been accompanied by impressive liberalization of the economy by the Government of Sudan. Since then the country has been integrating into the world economy rapidly based on oil revenues. Yet, little has been achieved so far in integrating various sectors of the domestic economy despite relatively rapid GDP growth based on oil revenues. Rapid economic growth and diversification of the economy are among the main objectives of the Government. Therefore, the challenge facing the Government is to design and implement a long-term development strategy in order to build up a solid industrial and agricultural sector for sustainable development and expansion of non-oil exports. In such a strategy the design, and implementation, of trade and industrial policies and the way oil revenues are allocated, takes, inter alia, importance. Developing a conceptual framework of analysis, the author will argue that while export of petroleum provides financial resources for the acceleration of investment and growth, prospects for sustained growth and diversification will be still limited by some physical and institutional bottlenecks which can not be easily overcome by ample oil revenues. Trade in oil itself may have some detrimental socio-economic effects, including the attitude and policies of the Government, on the prospects for development and diversification of the economy in the long-run. Therefore, the Government policies, particularly trade policies, and the way oil revenues are allocated may not be necessarily conducive to long-run development and diversification of production and export structure. Proposing an alternative long-run trade and industrial policy for the country, the author will also outline the practical problems of its implementation under current international trade rules. ---------- *The author is a development economist with D.Phil from Oxford Univsity.     "The Ownership Society: Social Security Is Only the Beginning"

Papadimitriou, President: As his new term begins, President Bush has been trying to focus his domestic agenda on what he calls the Òownership society,Ó a sweeping vision of an America in which more citizens would hold significant assets and be free to make their own choices about providing for their health care and retirement, and educating their children. L. Randall Wray, who has written for the Levy Institute on many topics, evaluates the premises and logic of this program in this new public policy brief. Wray points out that much of the history of the Western world since the advent of liberalism has been marked by a gradual rise in the power of those who lack property. Some of the milestones in this progression include universal suffrage, regulation of business, and progressive taxation. BushÕs ownership society proposals, according to Wray, would result in a partial reversal of the progress of the last 250 years. The reason is that, while BushÕs plans would undoubtedly increase the choices and power of those who have property, they would fail to democratize ownership. Many gains to the wealthy would come at the expense of the poor, the sick, and the elderly. Consider, for example, the condition of the nationÕs private pension system. Increasingly, firms are switching from defined-benefit to definedcontribution plans. This development would seem on its surface to favor the establishment of a new class of stockholders, empowered and holding a larger stake in the system. But, as Wray demonstrates, retirement accounts and other assets just do not add up to a substantial amount for most Americans. This means that most citizens have much to lose indeed from attacks on Social Security and the erosion of the traditional pension system. Much as the safety net for the poor has largely vanished since the Reagan years, the bread-and-butter benefits and rights of the middle class are now threatened by the ownership-society agenda. To many, the claim made by Republicans that all should take responsibility for their wellbeing rings true. But it is important to keep in mind the real alternative to public benefits for the middle class: a society in which success would depend largely upon luck, inheritances, or charity. A society that forces individuals to read their future in their Microsoft Money files inevitably creates a class of nonowners who are insecure and lack independent means. Ironically, this runs up against the aims of those who sincerely hope for a world in which more have the opportunity to become rich: moving upward often brings some setbacks along the way, which might be fatal in a world of reduced bankruptcy protection, disability and medical benefits, and educational aid.
