    M.E. Church exterior

    No full text
A monochrome postcard of the M.E. Church in Georgetown, Delaware. The church was made out of brick and had a tall tower on its corner. Writing on the right indicates that the author was having a good time. Mrs. P. H. Adkins of Milton, Delaware, received this postcard. A postmark on the back indicates that this postcard was mailed from Georgetown, Delaware. The postage stamp is a one-cent U.S. #300, Benjamin Franklin. The back of the postcard is labeled 75.00 and 0240

On using Directional Information for Parameter Space Decomposition in Ellipse Detection

    No full text
In this paper we use the parametric polar representation to extend the application of edge directional information from circle to ellipse extraction. As a result we obtain a mapping which decomposes the parameter space required for ellipse extraction into two independent sub-spaces and one final histogram accumulator. The mapping includes the tangent of the angle of the first and second directional derivatives. These tangents are computed by considering edge direction at two border points. We show that the use of gradient information for parameter space decomposition avoids the intensive point labelling imposed by geometric constraints used by other approaches

La fecondazione assistita dopo dieci anni di legge 40 : il punto di vista del costituzionalista

The Author of this paper adds the point of view of the constitutionalist to the debate on the Italian statute n.40/1994 on assisted reproduction illustrated by Flamigni and Mori in their work. The paper ends with a reflection on the recent decision n. 162/2014 issued by the Constitutional Court, which has declared the illegitimacy of the prohibition of heterologous reproduction

This essay aims to analize decision no. 84 of 2016 of the Italian Constitu-tional Court, on the matter of scientific research on embryos. In particular the essay dwells with the problematic acknowledgement of the embryo dignity. The Author considers this aspect in the context of the relation between sci-entific evolution and legislative discretionality, taking into account the other deci-sions of the Court on the matter of medically assisted procreation

Emissions Trading with Telecommuting Credits: Regulatory Background and Institutional Barriers

    No full text
The 1999 National Telecommuting and Air Quality Act created pilot programs in five metropolitan areas in the United States to examine whether a particular type of economic incentive, tradable emissions credits created from telecommuting, represents a viable strategy for reducing vehicle miles traveled and improving air quality (H.R. 2094, 2000). Under the ecommute program, companies could generate emissions credits by reducing the vehicle miles traveled (VMT) of their workforce through telework programs. They would then be able to sell the credits to firms that needed the reductions to comply with air quality regulations. This paper provides some context for evaluating whether such a trading scheme represents a feasible approach to reducing mobile source emissions and promoting telecommuting and reviews the limited experience with mobile source emission trading programs. From a regulatory perspective, the most substantial drawback to such a program is its questionable environmental integrity, which is a result of difficulties in establishing sufficiently rigorous quantification protocols to measure accurately the emission reductions from telecommuting. Perhaps more importantly, such a program is not likely to be cost-effective; the emissions reductions from a single telecommuter are extremely small, meaning that any trading program will have relatively high transaction costs to environmental benefits. A comparison of estimated emission reductions from the five pilot cities with historical and projected emission credit and allowance prices indicates that the yearly revenue per participant is likely to be well under $100, substantially below what firms participating in the program said would be an adequate incentive to induce a substantial increase in telecommuting. This discussion paper is the final paper in a series of four on telecommuting published in by RFF in December 2004. In discussion paper 04-42, Walls and Nelson analyze data from five pilot cities enrolled in the “ecommute” program. In 04-43 Safirova and Walls examine the 2002 Telework survey conducted in California and, in 04-44, these authors review the empirical literature on telecommuting with a focus on trip reduction impacts. The studies by RFF are part of a larger report on the ecommute program completed by the Global Environment and Technology Foundation (GETF) for the U.S. Environmental Protection Agency. More information about the overall project can be found on the ecommute/GETF website: http://www.ecommute.net/program/.telecommuting, emissions trading

Throughout an investigation of the most significant national and european case-law, the author chooses to focus on the connection among constitutional secularity, fundamentalism and individual rights protection within multicultural societies. The article starts with the dual concept of constitutional secularity, positive and negative, and goes on by addressing case-law’s approach to cultural offences and to the role and purpose of religious symbols in public spaces. Therefore, the article aims at highlighting the risks involved in the tolerance of any form of cultural defense when it comes to the protection of fundamental rights
