The European Union peacebuilding approach: governance and practices of the instrument of stability

This report comments on EU peacebuilding practices in the light of different strands of the liberal peacebuilding paradigm. Due to the fact that there is no comprehensive and complete EU strategy on peacebuilding, Michal Natorski focuses on the practices pursued using the Instrument for Stability (IfS). He analyzes governance practices during the implementation of the IfS and, assesses qualitatively the use of its different tools. Finally he tries to draw conclusions from his findings for the prospective orientation of the European External Action Service, especially in regard to its peacebuilding and conflict prevention policy

This paper analyzes Polish and Spanish proposals relative to the EU’s Southern and Eastern Dimensions. Furthermore, plausible explanations are forwarded regarding the resemblances between Spain’s and Poland’s policies towards neighbourhood: the national interests considerations based on the constructivist approach; policy entrepreneurship in the context of institutional conditions of the European Foreign Policy and the process of lessons drawing in the framework of the European Foreign Policy policy-making process

The EU and crisis in Ukraine: policy continuity in times of disorder?

    No full text
peer reviewedThis chapter examines the dominant continuity of the EU’s transformative policy in Ukraine during the crisis in Ukraine. Natorski scrutinizes how the Euromaidan revolution, the annexation of Crimea and the war in Donbass affected the dynamics of EU policy reproduction since 2013 and explains the EU-Ukraine-Russia discussions on the potential trade consequences of the Deep and Comprehensive Free Trade Area. The dynamics of the continuity of the EU policy towards Ukraine and the altered role of Russia are explained in terms of the discursive representations of the crisis in Ukraine by the EU. The chapter concludes that the policy reproduction and change depend on what actors make of the crisis and to what extent crisis representation can be mediated coherently through the background discursive schemes

Crisis and Politicisation: The Framing and Re-framing of Europe’s Permanent Crisis

    No full text
This book elucidates the link between the politics of a now seemingly permanent crisis in Europe and the politicisation of European integration. Looking at the epistemic dimension of crises, it suggests that the way in which a crisis is framed and contested determines its potential impact on the level of politicisation of European integration.Europe is more challenged and contested today than it has even been, facing crisis of an almost existential kind. Yet, political crises are manufactured and narrated, so Europe has the possibility to intervene and ‘bring about her recovery’, instead of letting these crises prove terminal. This book explores the political process in and through which certain events come to be framed as constitutive of a moment that requires a decisive intervention. It shows that crises require a double framing: a situation needs to be identified as one of crisis in the first place and, subsequently, the nature and character of the crisis need to be specified. By examining a wide range of policy areas, the book demonstrates that framing of crises, i.e., identifying one situation both as a crisis and a crisis of a particular kind, contributes to the politicisation (or depoliticisation) of the process of European integration. The chapters in this book were originally published as special issue of Journal of European Integration
