FINANCING COMMUNITY FACILITIES: A CASE STUDY OF THE PARKS AND RECREATIONAL GENERAL OBLIGATION BOND MEASURE OF SAN JOSE, CALIFORNIA
This study of the City of San Jose’s Parks and Recreation General Obligation (GO) Bond Measure seeks to identify the politics-, management-, and planning-related lessons learned by the City as it developed its community facilities using the GO bonds proceeds. The study finds that these lessons include: be conservative in what you promise the residents; be prepared for changes in economic environment by identifying supplementary funding sources should the primary source not yield adequate funds; make sure that the jurisdiction is organizationally capable of handling the increased workload; and prepare detailed project plans prior to the bond issuance.Community Infrastructure and Services; Municipal Bonds; Public Finance

The dynamics of national innovation systems: a panel cointegration analysis of the coevolution between innovative capability and absorptive capacity
This paper puts forward the idea that the dynamics of national innovation systems is driven by the coevolution of two main dimensions: innovative capability and absorptive capacity. The empirical analysis employs a broad set of indicators measuring national innovative capabilities and absorptive capacity for a panel of 98 countries in the period 1980-2008, and makes use of panel cointegration analysis to investigate long-run relationships and coevolution patterns among these variables. The results indicate that the dynamics of national systems of innovation is driven by the coevolution of three innovative capability variables (technological output, scientific output, innovative input), on the one hand, and three absorptive capacity factors (income per capita, infrastructures and international trade), on the other.national systems of innovation; innovative capability; absorptive capacity; economic growth and development; coevolution; panel cointegration analysis
Degradación de naranja de metilo con foto-Fenton asistido con ciclodextrinas
Introducción: la βCD ha mostrado su capacidad de formar complejos de inclusión con numerosos compuestos orgánicos y se ha demostrado que permite la degradación por Fenton y FF ya que aumenta la solubilidad de los contaminantes. Resultados y Conclusiones: se aplicó la técnica de foto-Fenton para degradar Naranja de Metilo (NM) como contaminante modelo, asistiendo el tratamiento con β-Ciclodextrina (βCD) y Succinil-β-Ciclodextrina (SβCD). Con ensayos preliminares se obtuvo alta eficiencia de degradación de NM asistiendo el tratamiento con las CDs mencionadas, siendo mejor cuando se usó SβCD, lo cual se debió a la mayor solubilidad de este compuesto en agua, teniendo en cuenta su estructura química.Fil: Fuentes Medina, Leandro Luis. Vitamin B1 as a Scavenger of Reactive Oxygen Species Photogenerated by Vitamin B2
Kinetics and mechanism of photoprocesses generated by visible light-irradiation of the system riboflavin (Rf, vitamin B2) plus Thiamine (Th) and Thiamine pyrophosphate (ThDP), representing vitamin B1, was studied in pH 7 water. A weak dark complex vitamin B2-vitamin B1, with a mean value of 4 ± 0.4 m-1 is formed. An intricate mechanism of competitive reactions operates upon photoirradiation, being the light only absorbed by Rf. Th and ThDP quench excited singlet and triplet states of Rf, with rate constants in the order of 109 and 106m-1s-1, respectively. With Vitamin B1 in a concentration similar to that of dissolved molecular oxygen in water, the quenching of triplet excited Rf by the latter is highly predominant, resulting in the generation of O2( 1Δg). Superoxide radical anion was not detected under work conditions. A relatively slow O2(1Δ g)-mediated photodegradation of Th and ThDP was observed. Nevertheless, Th and especially ThDP behave as efficient physical deactivators of O2(1Δg). The thiazol structure in vitamin B1 appears as a good scavenger of this reactive oxygen species. This characteristic, that presents at vitamin B1 as a potential photoprotector of biological entities against O2(1Δg) attack, was been experimentally confirmed employing the protein lisozime as a photo-oxidizable target.Fil: Natera, Jose Eduardo. Maxillary lateral incisor agenesis and its relationship to overall tooth size
Statement of problem: Agenesis of the maxillary lateral incisor is linked to differences in overall tooth size. Thus, the mesio-distal space required for final esthetic restoration in patients with missing one of both maxillary lateral incisors may be smaller.
Purpose. The purpose of this study is to determine if a tooth size discrepancy exists in orthodontic patients with agenesis of the maxillary lateral incisor(s).
Material and methods. Forty sets of dental casts from white orthodontic patients (19 male and 21 female) mean age 15.9 years were collected. All casts had agenesis of one or both maxillary lateral incisors. The teeth were measured with a digital caliper at their greatest mesio-distal width and then compared to a control group matched for ethnicity, age and sex. S One-way repeated measures ANOVA (α=.05) was used for statistical analysis.
Results. Males in the test group had significantly smaller maxillary posterior teeth when compared to males in the control group, with differences ranging from 0.28-0.78mm. Females showed significantly smaller maxillary anterior teeth, with differences ranging from 0.22-0.42mm. The remaining maxillary lateral incisor was also significantly smaller (1.27mm difference) in the male and female unilateral agenesis test groups indicating higher incidence of ‘peg’ laterals when compared to the control group.
Conclusions. Agenesis of one or both maxillary lateral incisors is associated with a tooth size discrepancy.
