Nandi County Fiscal Strategy Paper 2025
The Nandi County Fiscal Strategy Paper (CFSP 2025) is prepared as provided under section 117 of the PFM Act, 2012. The Paper sets out the County Government priority Programmes to be implemented during the FY 2025/2026 and over the Medium-Term Expenditure Framework (MTEF) period. Preparation of this document has been done through a collaborative effort and therefore reflects the needs of the people of Nandi County. The Paper has been aligned to key National and County policy documents which include and not limited to; the Kenya Vision 2030, MTP IV 2023-2027, the Bottom-Up Economic Transformation Agenda (BETA), Nandi County Integrated Development Plan (CIDP 2023 -2027) and the County Annual Development Plan (CADP 2025/2026). Over the medium term period, the County Government has continued to record positive economic development as a result of improved health and sanitation services to the people, improved infrastructure and wealth creation initiatives, revitalized agricultural sector and the significant investments in other sectors including Health, Education, Transport infrastructure, Sports, and Trade. Nandi County Approved Budget Estimates 2025/2026
The Public Finance Management Act (PFMA), 2012 mandates that the County Executive Committee Member (CECM) for Finance and Economic Planning prepares and submits the County’s Budget Estimates for the following financial year to the County Assembly at least two months before the start of the new fiscal period. Section 12 of the Second Schedule of the Act outlines the process for developing and presenting annual county budgets for legislative review and approval. The formulation of the FY 2025/2026 Budget Estimates has been undertaken in strict adherence to all applicable laws, policy frameworks and incorporates inputs, proposals and resolutions from various planning and budgeting instruments. This budget cycle represents a continuation of the county’s development journey as outlined in the third-generation County Integrated Development Plan (CIDP 2023–2027) which forms the backbone of planning and budgeting in the Medium Term. The FY 2025/2026–2027/2028 Medium-Term Expenditure Framework Budget places strong emphasis on seamless completion and operationalization of key County flagship projects across different sectors, ensuring that the residents of Nandi benefit directly from enhanced service delivery. In line with the National Bottom-Up Economic Transformation Agenda (BETA) for economic transformation; the FY 2025/2026 budget estimates and the Medium Term focuses on channelling resources towards implementation, completion and operationalization of Community programmes and projects as identified by the residents of Nandi. This aligns with the Nandi County Equitable Development Act, 2023 which aims at promoting inclusive growth and equitable development across all the County thirty wards. The FY 2025/2026 Budget strategically directs resources toward programs and interventions designed to foster economic vitality and prosperity within the county. Specifically, the budget emphasizes investment in areas that improve accessibility through infrastructure development and environmental conservation; enhanced investment in healthcare, early childhood development; job creation and improved service delivery. Despite the prevailing fiscal challenges, including steady increase in anticipated revenues both locally and nationally, the County Government remains steadfast in its commitment to prudent financial management. Prudent expenditure ceiling methodology has been adopted to enforce fiscal responsibility, alongside initiatives aimed at enhancing local revenue mobilization. The County Government remains dedicated to ensuring responsible use of public resource in accordance with Section 104 of the PFMA to optimize service delivery
Nandi County Annual development Plan 2026/2027
The Public Finance Management Act (PFMA), 2012 section 126 outlines the county planning framework which provides for the preparation of various plans among them the Annual Development Plans (ADPs). The ADP provides the basis for implementing the County Integrated Development Plan (CIDP) and guiding resource allocation to priority programmes and projects. The ADP process disaggregates the CIDP priorities into short-term one-year targets. The ADP also provides means for linking the County development priorities to the Kenya Vision 2030 and its MTP IV and the Bottom-Up Economic Transformation Agenda (BETA).
The ADP for FY 2026/2027 was developed through a collaborative and inclusive process involving all stakeholders including the public, organized groups, professionals, development partners and investors. Public participation forums were held across all the County thirty wards, ensuring that the contributions of all stakeholders were reflected in the plan. This consultative approach allowed for the identification of key programs and priorities that directly address the county's most pressing challenges and opportunities while ensuring that ongoing programs and projects are prioritized to achieve the set goals. Preparation process of the 2026/2027 Annual Development Plan complied with the Nandi County Equitable Development Act, 2023. The outcome of this consultative process include the prioritization of ward level projects amounting to Ksh. 1.205 billion for all the County thirty Wards according to the allocation formula contained in the Nandi County Equitable Development Act, 2023. In addition, County level priority programs and
projects that have high impact on socio economic transformation of the county amounting Ksh 2.771 billing were also identified. County transformative projects amounting g Ksh 1.416 billion will be funded
through the remaining 50% of total development allocation from equitable share and County Own Source Revenue while funding for the prioritized projects amounting to Ksh. 1.355 Million will be funded through the National Government and Development Partners. This policy document focuses on prioritizing high-impact transformative programs, sectoral interventions and grass-root priority projects designed to enhance the well-being of Nandi County citizens. It highlights the County Government's dedication to improving healthcare by upgrading health infrastructure and increasing access to quality services. The plan also emphasizes, expanding and maintaining road networks; quality ECDE & VTC education; ensuring access to clean and safe water to all residents through connectivity and boosting agricultural productivity. Additionally, the plan stresses the importance of promoting agribusiness & value chain; promoting gender equity & inclusivity and creating a favourable environment for trade and sustainable economic growth. Moreover, the ADP aims at the integration of National, Regional, and International Development Frameworks. Nandi County Annual Development Plan 2025/2026
The County Annual Development Plan (CADP) for FY 2025/2026 implements the third year of the five years development programs, policies, strategies and projects prioritized under the 2023-2027 County Integrated Development Plan (CIDP III). The ADP sets out development priorities, classified into programs and sub-programmes in all the sectors of the county. As such the process of preparing the ADP for FY 2025/2026 ensured that objectives of each of the sectors are accommodated for the purpose of deliberate focus on the desired development outcomes by 2027. Nandi County Budget Review and Outlook Paper 2024
The Nandi County Budget Review and Outlook Paper (CBROP) 2024 reviews budget implementation for FY 2023/2024 as well as projecting the broad outlook for County’s development agenda for FY 2025/2026. The CBROP provides a reflection of fiscal framework for chatting a strong basis for fiscal discipline and public funds accountability. The CBROP reminds us the need for maintaining an ideal balance between government receipts and expenditures. The CBROP presents the fiscal outcome for the most previous Financial Year and how these outcomes affect financial objectives set out in that year’s County Fiscal Strategy Paper (CFSP). Fiscal discipline will seek to ensure that the county’s development entities are able work towards improving the residents’ livelihoods by instituting mechanisms that enhances financial efficiency, effectiveness and economy. The county is committed to maintain the trend of economic growth and development as desired by the residents. The 2024 Nandi County Budget Review and Outlook Paper (CBROP), has been prepared in accordance with section 118 of the Public Financial Management Act, 2012 presents the actual fiscal performance of the FY 2023/2024 as it makes comparisons to the budget appropriations for the same year as well as the updated economic and financial outlook to set out the broad fiscal parameters for preparation of the next budget. The County is committed to enhancing participatory planning and budgeting. This increases communities’ participation in development and programme/project ownership. The County will also improve on communicating budget allocation and performance to communities. I call upon all to adhere to the schedule of activities and timelines as outlined in the Budget circular to enable finalization and appropriation of the FY 2025/2026 budget
Nandi County Integrated Development Plan 2013-2017
The Nandi County Integrated Development Plan (NCIDP) was prepared by the County
Government of Nandi led by the Governor as required by section 102 of the County
Governments’ Act. The NCIDP is a product of broad-based consultation among diverse
stakeholders beginning with national and county government officers, the corporate sector,
professional bodies, farmers groups, and cultural group, athletes and women groups. Notably,
Consultations were held with elected leaders led by the Governor of Nandi County and
including the Senator, The Women Representative and the members of the National
Assembly. The County Assembly beginning with the Speaker and Members was also
consulted. All the views, programmes and projects in this CIDP emanated from the people of
Nandi County.
In preparing this document the secretariat made reference to District Development Plans
(DDPs) for 2008-2012 plan periods, for Nandi South, Nandi East, Tindiret, Nandi Central
and Nandi North Districts. From 2013, it is anticipated that each Constituency will become a
district and a sub County. These DDPs were initially prepared with invaluable inputs from
various development stakeholders in the respective Sub-Counties. The secretariat also
borrowed from the findings of the 2009 Population and Housing Census and from relevant
publications and other sources. Subsequently, the secretariat analysed and organised the data
resulting to this document. In doing so the secretariat was cognizance of the fact that the
profile would form a basis on which Nandi County Government would undertake
development strategies

Nandi County Annual Development Plan 2015/2016
Article 220(2) of the Constitution of Kenya and section 126 of Public Finance Management (PFM) Act 2012 provides for the preparation of development plans by the County Governments. The purpose of the Annual Development Plan (ADP) is to provide strategic priorities for the year that reflect the county government’s priorities and plans. In addition, it describes how the county government is responding to changes in the financial and economic environment; and lists programmes to be delivered within the period. The 20152016 ADP will be instrumental for the actualization of the desired aspirations contained in the County Integrated Development Plan (CIDP) and our affirmations to the national ideals espoused in the Vision 2030 and MTP II. This will be done through a wider intervention mechanism in partnership with all stakeholders including the private sector. It is our belief that this will lead to the realization of a prosperous and attractive county as envisioned in our CIDP. To realize the envisaged benefits from the Plan, critical leadership will be a key ingredient to inculcate ownership and responsibility toward the actual implementation of planned programmes and projects, as well as the collective will for participation by the Nandi County residents. County Development planning remains a key tenet in the planning process in the county, especially at this time when we are having growing resource availability at devolved level. The need to engage and consult the public in all planning processes requires a strategy for participatory planning to be cascaded to the subcounty and ward level so that communities and stakeholders will be more actively involved in the entire planning process; from initiation, selection, implementation, monitoring, evaluation and feedback
