Marketing constraints on rice exports from Viet Nam
The paper describes the spectacular growth of rice exports from Viet Nam during the period 1989 to 1997. From a situation of food shortages, the country is now the second largest rice exporter after Thailand. Export projections indicate that there is potential for further export growth in all but the most pessimistic scenarios. This potential is constrained, however, by the relatively underdeveloped marketing system. A few large state enterprises have access to capital and export licenses, but private traders and millers are generally small and medium enterprises with limited credit and no legal access to world markets. Recent policy changes to promote internal trade liberalization and competition between central and provincial state enterprises are encouraging, but need to be extended to allow private traders to export.Rice Viet Nam ,Export marketing ,trade liberalization ,

This recording and transcript form part of a collection of oral history interviews conducted by the Vietnamese American Heritage Foundation and donated to the Chao Center for Asian Studies at Rice University. This collection includes video recordings of interviews with Vietnamese Americans native to or living in Texas. This interview forms part of the national 500 Oral Histories Project conducted by the Vietnamese American Heritage Foundation.Nguyễn Văn Nam was born in 1934 in Saigon where he also grew up. Nam's childhood consisted of images of war, during which was World War II. He grew up amidst the war between France and Japan and the rise of Viet Minh; Nam remembers constant bombing. In 1945, Nam attended school at Petrus Ky. An unforgettable memory ws the day Nam witness an older student being arrested by a French police officer or military official. Nam remembers hearing gunshots after the student was escorted out of the school. The French officers later lied and told family and friends that the student died in prison. According to Nam, the student was murdered due to his involvement in the Viet Minh campaign against the French. Nam later transferred schools to Vietnam Hậu Đường. Nam is the 5th child out of 9 children; he is the oldest male. Having grown up in the period of French domination, Nam is fluent in French. His mother was a stay-at-home mother, and his father was a "thư gia". His family raised horses, cattle, and other animals. Nam enjoys music; he was featured on Paris By Night 88 through his acquaintance withVietnamese songwriter Lam Phương and author Nguyễn Ngọc Ngạn. When Vietnam was divided into North and South, Nam was 20 years old and was training at the Thu Duc officer training school. Because he went to Thu Duc, Nam was only able to obtain his Tu Tài 1. Nam also attended military training at Fort Benning for one year, and he later returned for additional specialized military training for only a select few. While serving, Nam was injured twice. He recalls waking up in the Pleiku Hospital in 1961 after being injured. When he was not active on the battlefield, Nam worked for a military radio station; he was also involved in government affairs and politics under the presidency of President Diem. During his time in the military, Nam came into contact with several followers of the Viet Cong, who told him that the reson they decided to join Viet Cong was because they believed that the US wanted to dminate Vietnam. Nam believes thhat the South lost not due to lack of military ability but due t political and governmental reasons ; had the US funded South Vietnam with adequate weapons, Nam believes the South could have won.On April 30 (Fall of Saigon), Nam was stationed on base with Suu Doan 22. Nam says the moment when the Republic of Vietnam flag was lowered and removed was one that he could never forget and was his saddest memory. From Saigon, he left to the Philipines and then to Guam before seeking permanent residence in the United States. He came to San Antonio, Texas for 3 years with his mother. He attended school for a year before working at Exxon. From a car wash employee, Nam was promoted to assistant manager at the Exxon station. He then bought a different gas station in Houston in addition to buying used cars to repair and sell. Nam later sold the gas station and joined the fishing business. Though Nam was very successful in this business, he was met with many obstacles, one of which was a lawsuit regarding the KKK and their acts of racism. Nam is actively involved in the campaign for democracy for Vietnam, being a founder for the "Cộng Đồng Người Việt Quốc Gia Dân Chu" (Democratic Vietnamese Community)

Real GDP growth accelerated to 8 percent in 2025, supported by strong exports and higher public investment. Exports reached record levels, led by high-tech and electronics shipments to the US. However, with booming intermediate trade lifting overall imports to record highs, net exports have begun to drag on overall growth in
contrast to previous years. Rising FDI inflows and public investment disbursements boosted manufacturing and construction activity. Although generally resilient, consumer spending on durable goods has slowed amid cautious sentiment related to a weak housing sector. Inflation is below target, helped by lower global energy
prices. Despite rapid credit growth, financial conditions have tightened at the margin amid persistent exchange rate pressures and slow deposit growth that pushed banks to mobilize longer-term funding, including via bond issuance. Viet Nam has embarked on a major reform push, the first since the Doi Moi wave in the mid-1980s. In
addition to significant institutional consolidation and merging of provinces, several major public finance, tax and business environment reforms have been enacted in the past year with momentum expected to hold through 2026. Rice markets, agricultural growth, and policy options in Viet Nam
Viet Nam has undergone a profound transformation in recent years and, as a result of a series of macroeconomic and institutional reforms since 1986, it has made substantial progress toward becoming a market economy. As this transition continues, Viet Nam faces the challenge of formulating and implementing a growth strategy which is both economically and politically feasible. Critical to this growth strategy is the role of agriculture and, within agriculture, the development of an efficient rice marketing system. The emergence of Viet Nam as a major rice exporter has raised a number of important policy questions. First, will the country be able to continue its impressive growth? Second, how far has Viet Nam moved along the path toward a market economy? Third, what is the role of the government in the development of a rice market economy? Finally, what is the best way to promote food security? The paper addresses these issues and report the results of a study conducted by IFPRI for the Asian Development Bank in collaboration with the Ministry of Agriculture and Rural Development of the Government of Viet Nam. The Open Society and Its Enemies within US: Causes of Close-mindedness among Digitalized, Networked Publics and their Social Consequences
The author identifies new social problems related to problematic public behaviors in a digitalized, networked society. These are flaming, pubic unrest in CMC, and conspiratorial thinking. Digital communication environment can foster our “closed-mindedness,” regardless of whether we are right or wrong, almost always develops publics and counterpublics, results in antagonistic cultures, extreme groups and group polarization, increase social conflicts and impose social costs to resolve problems and issues. Using the situational theory of problem solving, the author shows theoretical models to understand how those new problems arise, specifically, how the stronger conviction or closed-mindedness is developed and linked with situational perception, motivation, referent criterion, and communicative actions
The construction of Karen Karnak: The multi-author-function
This thesis is situated within the comparatively recent developments of Web 2.0 and the emergence of interactive WikiMedia, and explores the mode of authorship within a Read/Write culture compared to that of a Read/Only tradition. The hypothesis of this study is that the role of the audience has become merged with the author, and as such, represents new functions and attributes, distinct from a more conventional concept of authorship, in which the roles of audience and author are more separate. Read/Write and participatory culture, as defined by this study, is focused on collaboration, and includes the influences of D.I.Y. culture, Open-Source practices and the production of text by multiple authors. Multi-authorship presents a re-thinking of several concepts which support the notion of the individual author, since the focus of multi-authorship is not on attribution and ownership of a finished text, but on the continued malleability of a text. Modes of multi-authorship, demonstrated in the use of the pseudonyms Alan Smithee and Karen Eliot, represent declarative authors whose names signify multiple origins, whilst concurrently indicating a distinct body of work. The function of these names form an important context to this study, since primary research involves the construction of an experimental mode of multi-authorship utilising WikiMedia technology and the interaction of thirty nine participants, who are invited to create a body of work under the collective pseudonym Karen Karnak. The data generated by this experiment is analysed using aspects of Michel Foucault's author-function to identify and determine power structures inherent in the WikiMedia context. The interplay of power structures, including concepts such as identity, ownership and the body of work, affect the resulting mode of authorship and contribute to the construction of Karen Karnak, suggesting further areas of research into the emerging multi-author
Social accounting matrices for Vietnam 1996 and 1997
This paper documents the construction of social accounting matrices (SAMs) for Vietnam for 1996 and 1997. The data sources used to construct the SAMs include national accounts statistics, government budget data, the official 1996 input-output table, the 19 97/98 Vietnam Living Standards Survey (VLSS), and COMTRADE trade data. The agri- food sectors are particularly well represented in the SAMs: the resulting VIETSAM includes 97 producing sectors with eight agricultural sectors, two agricultural service sector s and 13 food processing industries. In terms of institutional detail, the SAMs include five factors of production (three types of labor distinguished by skill level, one type of capital and one type of land), six household types (distinguished by rural/urban, agricultural/non-agricultural, wage/self-employed), and one account each for enterprises, government, investment/savings and rest-of-world. The rest-of-world account is a purely non-trade-related account that keeps track of financial transfers between Vietnamese institutions and the rest of the world. This is because the innovative feature of this SAM is that is takes detailed account of Vietnam's foreign trade flows. Imports and exports of goods and services are distinguished by trading partner – more specifically, 94 partner countries are identified.
