Can Malaysia escape the middle-income Trap ? a strategy for Penang
No full textHow can Penang upgrade and diversify its economy? This paper addresses this question using a number of methodologies that have been developed for assessing competitiveness and identifying the direction of future industrial evolution. The results show that although Penang was successful in attracting foreign direct investment to the electronics industry, this has not translated into a deepening of industrial capabilities or the nurturing of innovation capacity in Penang. No large Malaysian firms in Penang have taken the lead in innovation and there is little new entry by local firms, despite incentives provided by local and national governments are generous. Universiti Sains Malaysia, the principal university in Penang, is contributing through provision of skills, and it is beginning to multiply university industry linkages. However, the university’s research activities are too limited and too diffuse to significantly initiate innovation by local industry. Under the current circumstances, and given its relatively small size, Penang will have to try much harder to strengthen its competitive advantage in its most important industry -electronics- through actions that build research capital. It will also have to increase its efforts to develop the potential of other value-adding activities, such as medical services and tourism. No full textYu Takeuchi is serving for JAXA since 2007 and currently working as Associate Senior Administrator at Management and Integration Department of Human Spaceflight Technology Directorate. He is also working as Researcher at the Institute of Space Law of Keio University. He received LL.M. degree from the Institute of Air and Space Law of McGill University in 2015. His main interest is in international space law inter alia the legal aspects of space traffic management and sustainable space development. He is a member of the Air Law Institute of Japan, Japanese Society of International Law, and the International Institute of Space Law (IISL).

Intractability of Optimal Multi-Robot Path Planning on Planar Graphs
No full textWe study the computational complexity of optimally solving multi-robot path planning problems on planar graphs. For four common time- and distance-based objectives, we show that the associated path optimization problems for multiple robots are all NP-complete, even when the underlying graph is planar. Establishing the computational intractability of optimal multi-robot path planning problems on planar graphs has important practical implications. In particular, our result suggests the preferred approach toward solving such problems, when the number of robots is large, is to augment the planar environment to reduce the sharing of paths among robots traveling in opposite directions on those paths. Indeed, such efficiency boosting structures, such as highways and elevated intersections, are ubiquitous in robotics and transportation applications.Peer reviewe

Writing a Wikipedia Article on Cultural Competence in Health Care
No full textThis article describes how librarians created a Wikipedia article on cultural competence in health care to support the medical school’s curriculum. Wikipedia, often considered not as reliable as scholarly articles, continues to be popular. Rutgers librarians conducted a Wikipedia project to improve its content to benefit students. The importance of cultural competency in health care is widely recognized due to increasingly diverse patient populations. Medical schools integrate cultural competency in curricula to train students to be culturally competent. Therefore, this topic was chosen for the Wikipedia Project. It is hoped that health sciences librarians and educators will benefit from their experience
