Analisa Biaya Manfaat Penanganan Risiko Kapal Berbasis BCM Pada Perusahaan Pelayaran PT.X

Tingginya frekuensi pelayaran selaras dengan tingkat risiko atau kecelakaan kapal, salah satunya daerah merah atau redline tinggi tingkat 1 yaitu laut Jawa. Salah satu perusahaan pelayaran PT. X di Surabaya dengan alur pelayaran ke kota Pekanbaru, Morombo, Morowali, Marunda dan Pontianak yang melewati laut Jawa menjadikannya rawan akan ancaman risiko kapal. Metode yang digunakan dalam penelitian ini adalah penerapan Business Continuity Management (BCM) sebagai sistem manajemen risiko yang memungkinkan perusahaan untuk menghadapi risiko yang terjadi tanpa harus kehilangan irama bisnisnya. Proses tersebut dilakukan dengan analisa risiko dari beberapa jenis risiko pada perusahaan pelayaran dan dipilih 3 risiko terbesar yang mengancam PT. X untuk dilakukan penanganan risiko. Hasil penanganan risiko dilakukan analisa biaya manfaat dengan Benefit Cost Ratio (BCR). Sehingga dapat membantu para pemilik kapal dalam pengambilan keputusan pada penerapan penanganan risiko kapal dari segi biaya dan manfaat. Penelitian ini dilakukan dengan survey berupa wawancara dan kuesioner kepada direktur dan manajer operasional PT. X. Hasil kuesioner divalidasi oleh seorang Expert Marine untuk dilakukan analisa risiko. Dari hasil analisa risiko didapatkan 3 risiko terbesar yaitu tabrakan kapal, kapal kandas dan kurang ahlinya kru kapal. Kemudian didapatkan penanganan risiko berdasarkan 3 peringkat risiko terbesar yaitu pengalihan risiko kapal dan penggantian kru kapal dengan kru kapal ahli untuk dianalisa secara biaya dan manfaat. Setelah melakukan analisa perhitungan biaya penanganan risiko keseluruhan dan analisa perhitungan manfaat risiko keseluruhan, didapatkan hasil dari Benefit Cost Ratio (BCR) senilai 0.1269 untuk tanpa penanganan risiko dan 6,1373 untuk penanganan risiko. Artinya pilihan penanganan risiko kapal pada perusahaan pelayaran PT. X dapat dilakukan karena nilai BCR penanganan risiko lebih besar daripada tanpa penanganan risiko.

The high frequency of shipping is in line with the level of risk or ship accident, one of which is the red area or high level 1 redline, namely the Java Sea. One of the shipping companies, PT. X in Surabaya with shipping lanes to the cities of Pekanbaru, Morombo, Morowali, Marunda and Pontianak that pass through the Java sea making it vulnerable to ship risk threats. The method used in this study is the application of Business Continuity Management (BCM) as a risk management system that allows companies to deal with risks that occur without losing business rhythm. The process was carried out with a risk analysis of several types of risks in shipping companies and selected the 3 biggest risks that threatened PT. X to do risk management. The results of risk management are analyzed using cost benefit with Benefit Cost Ratio (BCR). So that it can help ship owners in making decisions on the application of risk management in terms of costs and benefits. Data is collected by interview and questionnaire to the director and operational manager of PT. X. The results of the questionnaire were validated by a Marine Expert for risk analysis. From the results of the risk analysis, it was found that the 3 biggest risks were ship collision, ship grounded and less expert crew. Then the risk management is obtained based on the 3 biggest risk ratings, namely risk transfer and replacement of the crew with expert crew for analysis of costs and benefits. After analyzing the calculation of the overall risk handling costs and analyzing the overall risk benefit calculation, the results obtained from the Benefit Cost Ratio (BCR) amounted to 0.1269 for without handling risks and 6.1373 for handling risks. This means that the choice of risk management for shipping companies PT. X can be done because the value of BCR risk management is greater than without risk management
Probability Scale of Vessel Risks on a Shipping Company

A sea transportation is a vessel owned by a shipowner or shipping company. The owners have responsibilities in the operation of vessels and its cargos. Shipowners barely understand the risks that follow them on the sailing such as PT X. This private company is one of shipping companies that has sailing route from Surabaya to west Indonesia. High level of vessel accidents in west Indonesia makes the Java Sea a risk-prone area by NTSC. This paper reports interview with PT X and validated by a marine expert to analyze risk factors in vessels. The method conducted was a survey to collect mean index data for probability risk analysis. It is identified that the highest probability of risk is caused by the lack of experiences from the crews, work accidents on the boat, high fuel cost and others. Hence, this report concludes that this examination of risk probability of ship events to a ship company shows types of risk that have the highest probability in order to be mitigated so that the loss will be able to be reduce
