Troubled waters: Egypt’s African policy from the Islamists to the military
The article analyses Egypt’s foreign policy towards Sub-Saharan African countries. In particular, it assesses how Egypt’s African policy has changed following the transition from the democratically-elected government led by the Muslim Brotherhood to the military regime that has ruled the country since the popular uprising against the Islamists on June 30 2013
From the Arab Spring to the Islamic State: Revolution in Times of Disillusion
Five years from the unexpected eruption of the so-called Arab Spring, the Middle East-North Africa region is living a period of intense turmoil, violence and social dislocation. Trying to go beyond the chronicle of events, we attempt to frame the uprisings that swept over the Arab world in a broad historical context. The mainstream narrative assumes that the “failure” of the Arab Spring is an irreversible fact. While it is indisputable that the ideals sought for by the revolutionaries of 2011 have not been realized, we contend that the trajectories taken by the post-revolutionary transitions must be analysed as dialectical open-ended processes involving the agency of protesters, the reaction of incumbent regimes and the structural conditions in which both acted. The Arab Spring and its aftermath require us to reconceptualise the idea of “transition” away from the post-Cold War teleology of democratization theory. The unipolar world of the 1990s has given way to a less clear-cut global context in which authoritarianism and democracy often overlap and may even seem to converge. Interpreting the Arab uprisings of 2011 as part of a wave of global protest driven by a strong disillusion toward democracy, therefore, is key to understand the course taken by events
Self-determination and interdependence in Sudan and the Horn of Africa
Political instability in the Horn of Africa region is often attributed to self-determination struggles threatening to alter the established post-colonial boundaries. This article suggests that self-determination should be seen as more than simply a synonym of secession. Territorial separation may be unavoidable when conflicts reach a point of no return, but it is just a step towards the fulfilment of popular aspirations for good governance and development, not an end in itself. Taking Sudan as a case study, the article shows how secession is more about managing interdependencies than achieving mutual isolation. Extending our outlook to the regional level, we contend that the management of interdependence is the key to defuse the current tension between fragmentation and unity in the Horn of Africa. Interdependencies can cause conflicts at the local and national level when they produce highly asymmetric power relations and when they are managed outside a regulated framework. Conversely, if entrusted to proper institutional mechanisms, interdependencies can help to overcome the centre-periphery imbalances that have characterized state-formation in the Horn of Africa and foster regional integration
"Nati in casa" (Collana "Teatro INcivile")
Liquefaction susceptibility of silty tailings under monotonic triaxial tests in nearly saturated conditions
Tailings are waste materials of mining operations, consisting of a mixture of clay, silt, sand with a high content of unrecoverable metals, process water, and chemical reagents. They are usually discharged as slurry into the storage area retained by dams or earth embankments. Poor knowledge of the hydro -mechanical behaviour of tailings has often resulted in a high rate of failures in which static liquefaction has been widely recognized as one of the major causes of dam collapse. Many studies have dealt with the static liquefaction of coarse soils in saturated conditions. This research provides an extension to the case of silty tailings in unsaturated conditions. The static liquefaction resistance was evaluated in terms of stress -strain behavior by means of monotonic triaxial tests. Its dependency on the preparation method, the volumetric water content, the void ratio, and the degree of saturation was studied and compared with literature data. The static liquefaction response was proved to be dependent mainly on the preparation technique and degree of saturation that, in turn, controls the excess of pore pressure whose leading role is investigated by means of the relationship between the -B Skempton parameter and the degree of saturation. A preliminary interpretation of the static liquefaction response of Stava tailings is also provided within the Critical State framework
