    Per un nuovo modello di supporto alla promozione all'estero delle PMI

    L'articolo propone una revisione del modello di supporto all'internazionalizzazione delle PMI italiane finora adottato. Nella prima parte dell'articolo viene messa in evidenza la rilevanza strategica delle scelte di internazionalizzazione per le imprese minori, definendo la sequenza delle decisioni di strategia internazionale e sottolineando le criticità del processo decisionale. Viene poi affrontato l'approccio tradizionalmente utilizzato per le politiche di promozione all'internazionalizzazione, evidenziando i limiti dell’impostazione neoclassica e le criticità della dimensione d’impresa. Infine, dopo aver distinto fra soggetti e strumenti coinvolti nelle politiche di supporto, nella distinzione fra livello centrale e livello locale, vengono fornite le coordinate per un nuovo modello adottabile, che tenga conto dei seguenti aspetti: competenze, alleanze e territori al di là delle razionalità individuali; dimensioni d’impresa e fabbisogni che cambiano, con l’esigenza di un piano locale di intervento più vicino all’esigenza di supporto operativo; relazione fra strumenti di supporto promozionale e livello territoriale di erogazione del servizio; Stato e mercato nei servizi di promozione per l’internazionalizzazione; importanza di un approccio di squadra per la promozione dell’internazionalizzazione delle PMI

    ESA (European Space Agency) scientific missions like GAIA (Global Astrometric Interferometer for Astrophysics) and LISA (Laser Interferometer Space Antenna) require laser interferometry as driving technology. A frequency-stable light radiation is employed as a dimensional standard for very accurate (below 10pm) distance measurements. The wavelength of the light radiation, emitted by a monolithic laser source, must be stabilized against a frequency standard, which should be provided by a Fabry-Pérot cavity which is dimensionally stable better than one part over 1012. A cavity of this kind, although made by a thermally stable material, must be thermally stabilized better than 0.1 mK. Moreover, construction must absolutely guarantee the only cause of deformation to be thermo-elastic, in order to make decisive and effective thermal control. The paper presents thermal design of the cavity as well as the digital control guaranteeing thermal stability. Simulated results are encouraging. Cavity construction is under way

    The paper briefly illustrates the Embedded Model Control (EMC) methodology, a model/observer based design procedure addressed to industrial engineers and technicians capable of plant modelling. Mathematics is reduced to a minimum. Eigenvalue tuning is suggested to be achieved through simulator as a plant surrogate, as it will provide designer with great sensitivity and security. Sophisticated algorithms of modern control might be employed at least for comparison or start-up. Tuning objective is just to reach required performance and to assess margin, not to optimize.
