    Mr. Murray has 20 years of experience in the space industry, including the past 13 years with the FAA’s Office of Commercial Space Transportation where he currently manages the Space Transportation Development Division. The Division is responsible for environmental reviews and airspace integration activities that support the evaluations of commercial launch and re-entry licenses and permits, as well as the development of other future activities. He serves as the co-lead of an FAA Joint Space Operations Group that addresses issues associated with integrating commercial space launch and re-entry operations into the National Airspace System. Prior to joining AST, he was a flight controller and software engineer supporting the Space Shuttle program at United Space Alliance in Houston, Texas.     There has now been almost two decades of natural resource management by signatory states under the Murray-Darling Basin Agreement Despite significant public expense, the success of initiatives to improve the Basin’s environmental remains ambiguous. This confusion is partly due to poorly distinguished investment outcomes, a blurring of the transparency of public spending and a lack of accountability of decision makers. The aim of this study is to demonstrate that significant environmental improvements could have been achieved at a much lower cost if decisive action been taken early.     Modelling Water Trade in the Southern Murray-Darling Basin

    Released in November 2004, the paper uses TERM-Water, a bottoms-up regional CGE model of the Australian economy, to examine the regional effects of expanding trade of irrigation water in the southern Murray- Darling Basin. The study finds that water trading dampens the impact of water allocation cuts on gross regional product (GRP). The benefits of introducing trading within irrigation districts are greater than the further benefits of expanding trade to between these regions.
