Role and Functions of Folklore and Mythological Elements in the Work of M. A. Sabir
The folklore and mythological traditions in the works of the outstanding poet-satirist of the late XIX — early XX centuries M. A. Sabir are considered in the article. It is noted that modern Sabirovology unites scientists from Azerbaijan, Russia and other countries who turn to the study of the poet’s works. The results of the analysis of a number of poetic works of Sabir, in which the author uses folklore and mythological elements as a technique that enhances the satirical sound of his texts are presented in the article. The author believes that Sabir, thanks to the inclusion of representatives of the demonic world (hortdan, damdabadzha, djinn, djann, Baba Yaga) among the characters, emphasizes the power of influence on people of belief in otherworldly forces, thus ridiculing inertness of thinking, unwillingness to develop, to keep up with progress. It is shown that Sabir creates realistic negative social types: money-grubbing, ignorant, etc. Special attention is paid to small folklore and mythological genres (curse, blessing, omen), which emphasize a person’s faith in the magical power of the word. Fables et contes en sabir : avatars, réussites, échecs d'un genre paradoxal
Maghreb, from the end of the 19th century, saw the birth of a cultural production deeply rooted in its historical-geographical context. This production is characterised by a style and sometimes by contents that are essentially comic and mostly illustrate the colonial world of French Pieds-Noirs.
It is sometimes written in Pataouète, the Patois of the Algerian French, or in colourful variants of it; sometimes its language is a kind of creative and literary unilateral sabir, supposed to be the language of the colonial Other, which is mainly Arabic.
This idiom is very different from French but derives from it and it is, in essence, a French badly understood and badly spoken by less-educated Arabic-speakers in their interactions with French-speakers.

Author Rizwaan Sabir, as a then-MA student at Nottingham University, became known as one-half of the “Nottingham Two” following his arrest along with Hicham Yezza in May 2008. They were detained for six days without charge on suspicion of terrorism for the possession of a document titled the Al Qaeda Training Manual, which was freely available on the internet and from bookstores. Sabir had downloaded it from a US government website for use as primary source material in his proposed PhD research on armed Muslim groups. Vnořenými výroky se rozumí ty výroky, které Pavel používá tak, jak je převzal od svých adresátů, a to jak z písemného nebo ústního pramene, použité doslova nebo citované volně. Ve starověké literatuře takové výroky nebývaly formálně uváděny, což má za následek, že moderní překladatelé a čtenáři často stěží dokáží určit, kde autor začíná citovat a kde zase vstupuje do textu sám. Tyto výroky jsou pak v práci kategorizovány jako původní Pavlovy nebo jako výroky jednoho ze dvou výrazných postojů, které v Korintě existovaly o pokrmech obětovaných modlám. Abstract During the history of mankind imperialism basically was in the forms of politics and economy. But due to the information revolution media emerged as the central mean and cause of domination not only for politics and economy but culture as well. During the twentieth century media emerged as the forth and central pillar of the society in the world and as usual again dominated by the western countries and was centralized at the few hands of transnational media groups especially USA. Media imperialism emerged from the west and it created entirely new phenomenal dominance of media to control, mange and change the culture of developing countries of the world. Azerbaycan Türkleri, tarih boyunca oldukça uzun bir süre bağımsızlıkları için mücadele vermişler, pek çok sıkıntı ile karşılaşmışlardır. Doğal olarak da Azerbaycan edebiyatı, yaşanan bu sıkıntılardan büyük ölçüde etkilenmiştir. Azerbaycan’ın şair ve yazarları, yaşanan olayları edebî eserlerine yansıtarak, gelecek kuşakların millî şuur sahibi olmalarında önemli bir rol üstlenmişlerdir. Azerbaycan edebiyatında, bu sahada çalışanlar arasında, Sabir Rüstemhanlı önemli bir yer tutar. Yazar, Azerbaycan Türklerinin millî bilinç kazanması sürecinde gerek sanat ve kültür gerekse siyasi alanda önemli çalışmalar ortaya koymuştur. Rüstemhanlı’nın “Ömür Kitabı” adlı eseri, onun millî duygu ve düşüncelerini özetleyen en önemli çalışmaları arasında yer alır. Naturally, Azerbaijani literature was greatly affected by these problems. The poets and writers of Azerbaijan have played important roles in the fact that future generations have national consciousness by reflecting the events on their literary works.
In the literature of Azerbaijan, among those who work in this field, Rüstemhanlı's works have become more prominent. In the process of gaining national consciousness of Azerbaijani Turks, the author has made important works both in art and culture and in political fields.
Rüstemhanlı's “Ömür Kitabı” is one of the most important works that summarizes his national feelings and thoughts. With this novel work, the author instilled national and spiritual feelings to his people, young generations, and became an important source of inspiration for the struggle for independence.
When we examine the works of rüstemhanlı, we encounter many elements of Turkish history, culture and literature. Rüstemhanlı, who often introduces himself as a poet, is a multi-faceted writer who has put forth important works in the field of prose. His novels are inspired by historical events. Therefore, the heroes in these works are mostly historical figures. Most of these heroes are nationalist, proud of Turkishness, educated and self-developed characters, who have worked and fought for the Turkish nation. Before writing his novels, the novels of the author, who tried to do extensive research about the time period and heroes that will be the subject of the novel, have a principled origin in history. In his novels, Rüstemhanlı gave a significant place to the traditions, customs and moral values of the Turks.
In our study, we have investigated the life, art and literary personality of Sabir Rustemhanlı, one of the leading figures of Azerbaijani literature, and examined the National ideas in his novels
Gender and Public Spending on Education in Pakistan: A Case Study of Disaggregated Benefit Incidence
It is generally believed that education is one of the basic rights of every human being, irrespective of sex, age, creed, religion, etc. Moreover, the target of universal primary education cannot be achieved without female access to educational opportunities, which contains several external benefits. In addition, access to educational opportunities assumes prime importance for empowerment of women. However, inequalities in access to education between males and females can be found in many countries across the world including Pakistan. According to conventional wisdom, a combination of cultural, social, and economic factors are responsible for placing young girls and women at a serious disadvantage vis-a-vis access to school and the prospect of completing their education. This disadvantage can be altered through public policies including gender sensitive public spending on education. The above assertion about the role of public policy is based on the theory of public finance1, which demonstrates that public expenditure on education can affect the population in a number of ways, which has significant gender dimensions. For example, government spending on primary education is likely to generate more income for women than spending on universities, for the simple reason that there are relatively more women primary school teachers than women university lecturers. Moreover, these expenditures provide subsidized educational services, which is a form of “in kind transfers”. These “in-kind transfers” improve the current well-being of the recipients, and enhance their longer-run income-earning potential. They can be considered as both current and capital transfers to the recipients, and therefore can be termed as the “benefit incidence” of public spending. The main concern of this paper is to assess the gender dimension of the benefitincidence”. The tudy has two basic objectives. First and foremost, it aims to investigate which income group actually benefits from the government’s subsidized.
Özbek edibi Sabir Abdulla’nın "Mevlana Mukimiy" adlı eseri: gramer (ikilemeler), transkripsiyon ve aktarma
Özbek edibi Sabir Abdulla’nın Mevlana Mukimiy’i (eserde Mukimiy, Muhammed Eminhoca adıyla da geçmektedir) konu alarak yazmış olduğu biyografik ve tarihî roman olarak da değerlendirilebilecek eserini Türkiye Türkçesine kazandırmaya çalıştık. Tezimizin amacı; Türkiye ile Özbekistan arasında oluşmasına çalışılan kültür birliğine katkıda bulunmak ve Özbekistan’da önemli bir yere sahip olan şair Mukimiy’in Türkiye’de de tanınmasına yardımcı olmaktı. Sabir Abdulla ve Mukimiy hakkında ayrıntılı bilgi veren kaynağa rastlayamadık. Mukimiy ile ilgili olarak da Sabir Abdulla’nın eserinden yola çıkarak kendi ifadelerimizi de ekledik. Orijinal eser üzerinde yapılan çalışmamızı üç ana bölüm üzerine kurduk. İlk olarak Kiril alfabesi ile yazılmış orijinal eseri Latin alfabesine çevirdik. Daha sonra eserin orijinal şekline olabildiğince bağlı kalınarak ve yazarın cümleleri korunmaya çalışılarak eseri Özbek Türkçesinden Türkiye Türkçesine aktardık. Aktarma esnasında Osmanlıca, Farsça, Özbekçe, Türkçe sözlüklerden ve Özbekçe deyimler ve atasözleri sözlüğünden sıkça faydalandık. Son olarak ise eser üzerinde bir gramer çalışması yaptık. Eserde geçen bütün ikilemeleri (dizin yapmadan) tespit edip tasnif ettik. Çalışmamızın neticesinde Hokand’da 19. yüzyılda yaşamış olan meşhur Özbek şairi Mukimiy’i, onun hayatını ve sanatını Türkiye’deki edebiyat kamuoyuna tanıtmaya çalıştık. İki ülke arasındaki ilişkileri geliştirme çabalarına, kültürel birlik ve beraberliği sağlama çalışmalarına bir katkıda bulunmaya çalıştık.We tried to bring in the piece in which Uzbek man of letters SabirAbdulla wrote about Mevlana Mukimiy (also named as Mukimiy, Muhammed Eminhoca in the piece) as a subject and which can also be interpreted as a biographical and histörical novel to Turkish language in Turkey. The aim of my thesis is to contribute to the cultural unity which is tried to occur between Turkey and Uzbekistan, and to help the poet Mukimiy having an important place in Uzbekistan be known in Turkey as well. We couldn't come across a source giving detailed information about SabirAbdulla and Mukimiy. We added some expressions of our own about Mukimiy based on the piece by SabirAbdulla. We set the work which was studied on original piece onto three main sections. Firstly, we translated the original piece written in the Cyrillic alphabet into the Latin alphabet. Afterwards, we transferred the piece from Uzbek Turkish to Turkish language in Turkey by adhering to the original form of the piece as much as possible and trying to maintain the wording of the author. During the transfer, we constantly made use of Ottoman language, Persian, Uzbek, Turkish dictionaries and a dictionary of Uzbek idioms and proverbs. And finally, we made a grammar study on the piece. We identified (without making directöry) all the reiteratives in the piece and classified them. As a result of the study, we tried to introduce the famous Uzbek poet Mukimi who lived in Netherlands in the 19th century, his life and art to the literary society in Turkey.
