    The Features of the Domestic Political Development of Mauritania during the Reign of Mohammed Ould Abdel Aziz (2009–2019)

    This article is devoted to the study of domestic political development of Mauritania during the ten years President Mohammed Ould Abdel Aziz’s reign (2009–2019). The author focuses on the main challenges to the regime supported by the military junta, as well as on the key reasons for its preservation, despite the presence of sharp contradictions within the state. The army, entrenched in power structures, had to face such problems as terrorism from Al-Qaeda, the Arab spring, and the assassination attempt on the president. At the same time, the country’s authorities were able to address these problems through a tough fight against extremism. One cannot fail to note the introduction of the practice of expanding the circle of parties loyal to the president and the national dialogue with the opposition, which not only contributed to the legitimization of Abdel Aziz’s personality, but also continued his political activity. This occurred while most regimes in the Arab East either fell or were faced with lengthy civil wars. In addition, the author notes that the elections and referendum, as elements of democracy, have been used more than once by Abdel Aziz to advance his interests, despite protests and criticism from opposition parties. In fact, in 2017, the country’s leadership was able to rewrite the constitution for itself and subjugate the legislative and judicial branches of the government. It is worth stating that Abdel Aziz became the first head of state who, in the entire modern history of Mauritania, was able to ensure a peaceful transfer of power after the end of the second presidential term. This decision did not force citizens to experience another coup d’état and political instability. In general, the author comes to the conclusion that the rule of Abdel Aziz had two main features: the desire to retain all the levers of power and, if political instability is brewing, to initiate negotiations with the opposition. These contradictions were not resolved, and the pendulum constantly swung depending on the domestic political background in the country

    يُعنى هذا البحث بدراسة أثر اسم السورة القرآنية في فهم محاور السورة؛ فمعنى الاسم ينبه إلى المقاصد القرآنية، بما ينعكس على واقع الفرد المسلم، ومن ثمّ نهضة الأمة بأسرها، وتشكل أسماء السور دلالا ت وإشارات واضحة على المعاني القرآنية، وهذه الإشارات تعكس جانبًا من جوانب الإعجاز القرآني، وأسراره اللغوية والمعنوية، وتعد ترجمةً عن مقاصد السورة، فكل اسم يعتبر دليلًً على ما تحتويه السورة. يدرس البحث أسماء سور: الأنعام، والرعد، والبينة، وعلًقة هذه الأسماء بموضوعات السور الثلًث؛ ل لتأكيد على دور التسمية، وقد رُوعي في الاختيار التنوع بين السور المكية والمدنية، والتنوع بين طوال السور وقصارها، وذل ك لكشف النقاب عن معنى ودلالات التسمية، وهذه الدراسة ستتم من خلًل دراسة أصل الاسم اللغوي، وأثره على فهم دلالات السورة، ثم إبراز أهم موضوعات السورة، والوصول إلى عمود السورة ومقصدها العام، وأخيرًا تحليل الارتباط بين اسم السورة ومحاورها ، وإلقاء الضوء على أثر الاسم في فهم مغزى ودلالات السورة، وثبت بالاستقصاء والتحليل أن اسم السورة له دور كبير في لفت الأنظار إلى محاور السورة ومقاصدها، وإلى موضوعها الرئيس، وأن الاسم هو المركز والرمز، الذي تدور حوله موضوعات السورة، وأوصت الدراسة بالتوسع في دراسة أسماء سور القرآن الكريم، ومحاولة تفصيل دلالاتها للوصول إلى مقاصد الشارع.This research studies the effect of Quranic Surahs’ names in understanding their subjects. The name meaning draws attention to the Quranic purposes, which is reflected on the individual Muslim life, and then renaissance of the entire ummah. The names of the surahs constitute clear indications and references to the Quranic meaning. These indications reflect an aspect of the Quranic inimitability, and its linguistic and moral secrets, and is a translation of the purposes of the surah. Consequently, each name is considered as a sign of what the surah contains. The research discusses the names of the following three Surahs: Al-Anaam, Al-Rad, Al-Bayyina, and the relationship of these names to the topics of the three Surahs. The diversity between the Meccan and Medinan surahs, and between the long and short surahs was considered, to unveil the meaning and connotations of the name. The investigation and analysis prove that the Surah’s name has a great role in drawing attention to the purposes of the surah. The research recommended expanding the study of the names of the Quranic Surahs

    This thesis highlights the political thought of H.H. Sheikh Zayed Bin Sultan Al Nahyan, a man who made decisive contributions to the history of the twentieth century, and the various reflections of this political thought on the UAE, its people and the international community at large. In this regard, it explores and analyzes a multifaceted political thought that took its form in political practice in the establishment of the Federation, the management of crises and in the building of a prosperous enduring nation. Evaluating the factors that influenced the formation of the doctrinal matrix of Sheikh Zayed Bin Sultan Al Nahyan, this thesis traces the background from within which Sheikh Zayed’s leadership skills evolved and developed. From his early years onwards, Sheikh Zayed made a firm commitment to undertake the considerable task of building a fully fledged state out of a divided tribal background, improve the lives of citizens, and carve a place for the UAE in the international arena. This research project illustrates the implications and dimensions of Sheikh Zayed's political thinking process exemplified in his discursive statements and actions. It documents and analyzes the career achievements of Sheikh Zayed, a statesman acknowledged by contemporary and future generations to have had significant impact on the political direction and overall development of the UAE. This impact also demonstrates the potential of his contribution to the field of political thought. One of this study’s primary conclusions is that the accomplishments of Sheikh Zayed Bin Sultan Al-Nahyan during his rule have resulted primarily from his development of an integrated doctrine of governance that reflected his humanistic outlook. In this regard, at both the domestic and international levels, Sheikh Zayed’s political decisions and acts were undertaken with reference to this outlook

Copyright @ 2004 IEEEA method is presented for finding the optimum fixed LC compensator for power factor correction of nonlinear loads where both source voltage and load current harmonics are present. The LC combination is selected because pure capacitive capacitors alone would not sufficiently correct the power factor. Optimization minimizes the transmission loss, maximizes the power factor, and maximizes the efficiency. The performance of the obtained compensator is discussed by means of numerical examples

Copyright @ 2005 IEEEA method of applying power-factor (PF) correction capacitors is discussed based on net savings maximization according to Egyptian's Tariff. Test results from examples taken from existing publications are presented. The purpose of this application technique is to utilize existing electrical distribution equipment in the installation of very large values of PF correction capacitors. It is concluded that LC compensators can be installed, thus providing maximum benefits from penalty elimination, system losses reduction, release of system transformer capacity, and minimum switching transients. Paybacks of less than one year can be expected
