    Il contributo appare articolato in due nuclei. Il primo ricostruisce criticamente l’incidenza dei mutamenti della concezione di pubblica amministrazione e della natura della responsabilità amministrativa sul sindacato della Corte dei conti in ordine all’osservanza delle norme di condotta ed, in specie, di quelle da cui derivano gli obblighi di efficacia, efficienza ed economicità. Il secondo, invece, contiene alcune riflessioni in ordine alla specificazione del contenuto dei predetti obblighi: non tipizzato dalle norme di legge, ma riservato alla discrezionalità della pubblica amministrazione sindacabile dalla Corte dei conti nei limiti della ragionevolezza e logicità concretizzate sulla base degli standard ricavati dalle scienze dell’amministrazione il cui apporto appare essenziale per la costruzione di una pubblica amministrazione al servizio del cittadino

    Typicality of the response by quantum pure states Barbara Fresch, Giorgio J. Moro Dipartimento di Science Chimiche, Università di Padova, via Marzolo 1, 35131 Padova, Italy Mainly because of the objective of realizing quantum computers, in recent years an intense research activity has been developed about the statistical and dynamical properties of quantum pure states, that is of quantum systems without entanglement with the environment. In such a framework several fundamental issues have been risen, concerning for instance the description of equilibrium properties [1-4]. Indeed, in opposition to standard microcanonical quantum description, one has to take into account that different quantum pure states, with well defined sets of populations for the Hamiltonian eigenstates [5], are compatible with a given macrostate. We have proposed the Random Pure State Ensemble (RPSE) as the self-consistent statistical ensemble of quantum pure states, which is able to generate a macroscopic description in agreement with thermodynamics [6,7]. More recently we have analyzed the predictions of RPSE statistics in presence of an external time dependent field, in order to test its capability of supplying the correct framework for the study of dynamical properties [8]. Several important features emerge from the simulations of spin systems, like the relaxation after a quench. It is shown that typicality of equilibrium states is generalized to the response, so that the dynamical properties become independent of the particular realization of the quantum pure state. [1] J.     Econometric models wishing to estimate relevant parameters for agricultural policy analysis are increasingly relying on unbalanced panels of farm-level data. Since in the agricultural economics literature such models have often been estimated through simplified approaches, in this paper we try to verify whether the adoption of more sophisticated panel data techniques may impact the estimation results. For this reason, the policy model by Moro and Sckokai (1999) has been reestimated using techniques recently developed in the econometric literature. The preliminary results show a strong impact on the estimations. This seems to suggest that the adoption of proper panel-data techniques is likely to be very important in order to obtain reliable estimates of some key policy parameters.Agricultural policy, Panel data, Systems of equations, Agricultural and Food Policy,
