WHAT IS TH€ AG SOCICTV?
Currently, we receive some provincial funds to benefit the community. Donations are usually made to Stars and Vulcan EMS, as well as school and a variety of other community projects.
There are 289 Ag. Societies in Alberta. Ag. Societies host agricultural events such as fairs, operate community facilities, and partner with other service groups, in our case, the Ag. Society was formed to meet the needs of, first the Racemeet, and then other organizations in terms of having a legal entity for ownership of facilities, insurance, etc. We are also a registered charity and can issue official tax receipts,.
The Fall Fair, Milo Community Hall, Milo Arena, Rural Initiatives and Canopener are all part of this
organization.
Any adult in the community can be a member of the Ag. Society.
To meet society's act reguirements, there is an annual fee of 1 to become a member. You are always welcome.

The regular meeting of the Village of Milo was held on September 20, 2004 at 7:00 p.m. at the Village Office.
Present were Mayor Vooys, Councilor Whaley, Councilor Phillips, Municipal Administrator Dorothy Way and Ron Marks.
The minutes of the meeting held on August 16, 2004 were read. Councilor Whaley moved the adoption of the minutes. CARRIED.
The minutes of the Special Meetings held on August 24, 2004 and September 2, 2004 were read. Councilor Phillips moved the adoption of these minute CARRIED.
Mayor Vooys has attended a FCSS meeting.
Moved by Councilor Phillips that the Village of Milo will not be sharing the Vulcan County's Enforcement Officer Position. CARRIED. The Municipal Administrator will send a letter to the Vulcan County on this matter.
Mr. Ron Marks attended the meeting because he requires a letter from the Village of Milo giving him permission to cross the Village water line in order for him to put a water line in for a new dugout. This letter will state that any damages to the Village line will be paid by him, and that the Village of Milo will be notified and that a member of Council will be on site when this work is done.
The debenture funds have been received, and the construction on the new water reservoir has begun.
Harold DeWitt has done the surveying and the easement forms for the CPR land. The easement forms have gone to the Vulcan County, but at this time we have not received the registered copies.
Mayor Vooys is to get a muffler for the truck, and to get transmission sealer for the steering pump.
Mrs. Colleen Deitz is working on a new village sign.
The Milo Municipal Library is looking at the possibility of purchasing land to build a new library on Center Street. They would like a basement for storage. This building would be approximately 30 by 50 feet.
The village will not gravel the alley behind 1st Street North. Mayor Vooys will look after buying new posts and snowfence for the Village.
A letter was received from Fortis Alberta on the Fortis Alberta DT Tariff Estimates. MOVED by Councilor Whaley that the franchise fee amount is to remain the same. CARRIED.
Moved by Mayor Vooys that the Village of Milo will not be a member of FCSS in 2005. CARRIED. The Municipal Administrator to send a letter to the FCSS informing them of this decision.VILLAGE OF MILO MINUTES CONTINUED:
The Village received development permits from Ken & Brigitte Moore and George Agnew.. The development permit for Ken & Brigitte is to replace the existing 10 x 14 foot deck, and the development permit for George Agnew is to erect a 11 x 20 foot canvas garage. The village Council approved these development permits.
Dorothy Way will be resigning from her position as Municipal Administrator. Notice has been put in the Vulcan Advocate and Milo Can Opener. Closing date for resumes will be October 7, 2004.
The next Council meeting of the Village of Milo was set for Monday, October 18, 2004 at 7.00 p.m. at the Village Office. The Organizational Meeting for the Village of Milo will also be held at this time.
The meeting adjourned at 8:35 p.m.
VILLAGE OF MILO
SPECIAL MEETING - OCTOBER 12, 2004
The special meeting of the Village of Milo was held on Tuesday, October 12, 2004 at 10:00 a.m. at the Village Office.
Present were Mayor Vooys, Councillor Phillips and the Municipal Administrator Dorothy Way.
The purpose of this meeting was to amend Bylaw #322, being the municipality's Land Use By-Law. By-Law #344 was presented to Council for reading. The Village of Milo Council wishes to redesignate land legally described as LOTS land 2, BLOCK 5, PLAN 7890 G.W. from Public - P to Residential - R as shown on the Land Use District Map in Schedule A. Mayor Vooys MOVED the first reading. CARRIED. The Notice of Public Hearing will now be put in the Vulcan Advocate for 2 weeks. The second and third reading on this By- Law will be done after the Notice of Public Hearing has been completed.
The meeting adjourned at 10:20 a m.

I don't want to panic anyone, but did you know that in just six short weeks we'll be into the Christmas school break?!! With Christmas just around the corner, we have already decided that December 9th will be the day we present our Christmas production so be sure to mark that date on your calendar. While I am on the topic of Christmas, this year the Milo School Staff and students will be participating in Operation Christmas Child. We will be packing shoeboxes with items suitable for children and then sending them to destinations in Central and South America where the hurricanes have been so devastating this fall. A sincere thank you to all who supported or are supporting us in this cause. Last Christmas item, I promise, the grade 1 and 2 class have been invited to sing at the Country Christmas Dinner on November 30th, so hopefully we will see you there!
On Thursday, October 21st, all of the Milo staff and students boarded four buses and enjoyed the day touring several important sites on the Siksika First Nation Reserve. Our first stop was the Siksika Resource Development Limited where we had a 30-minute tour. This building houses the offices of the oil, gas and environmental industries all of which are growing on the reserve. Next we met at the Band Office and enjoyed a tour of the Business Council Chambers. Third stop was the Arbour, a very interesting wooden structure where Pow Wows and other important ceremonial functions are housed. Then it was off to the Sports Plex for another tour. This is where we lunched also, and after lunch we were treated to stories from two elders who shared with us what it was like when they were children attending school. Last stop was the Okan ranch where in the past the Blackfoot people held their sun dances. We learned that "oki" means hello and that "Siksika*' means Blackfoot. We learned a little bit about the four colours on the Siksika logo. Blue represents the river (sometimes the sky), yellow the sun and green is the land. A sincere thank you to James Red Crow for organizing this event with the help of our tour guide Eulalia. A very big thank you to our bus drivers: Penny, Arvid, Wendy and Roxanne for getting us safely to our destinations and home again. Mrs. Patti Nicol-Pharo, our school counselor, was able to accompany us on our trip and she commented on what well behaved students we have at Milo School. She has been on many field trips and was very impressed with our well-mannered students.
Now on to the holiday that is second only to Christmas (from a child's perspective)—Halloween! On the afternoon of Thursday, October 28th, the Milo students and staff held their Halloween and costume parties in their respective classrooms. (Someone recently reminded me that it was this week last year that we had a “snow day" at Milo School courtesy of Mother Nature and the Halloween activities were all cancelled.) This year our afternoon activities included a costume parade, a tour through the haunted house, a craft activity and juice and snacks. We also had each grade vote for their favourite costume from among their peers. The grade 1 winner was Desperado Chett, and the grade 2 winner was the “homemade big can of Adrienne Raid'. A big thank you to Mealane for preparing and serving the food. The Dracula dip was a favourite! Thank you to the parents (Singer, Donna, 6-Nel and Neal) who came in to assist with make-up and costumes. Thanks also to 6-Nel for supplying the paper cups, napkins and plates with the Halloween motifs. Oh yes, and thank you Cynthia, Adrienne and Miriam who surprised and treated the 142 and the 344 rooms to giant cookies! Despite the full moon, I think the students managed to exercise enough self-control to contain their excitement to a “slow boil" so the afternoon was manageable and enjoyed by everyone.
We will begin to practice the first week of November for our part in the Remembrance Day Service on the 10th at the cenotaph. Hope to see you there.

USED OIL is used in the production of asphalt.
OIL FILTERS are shredded and heated to a molten state. Then reused as material for other metal products such as rebar, nails, and wire.
ALUMINUM CANS are compressed into bales. Shredders chop the bales into pieces, magnetic separators remove steel and iron scrap. Paint and coatings are removed by hot air, then the cans are turned into molten aluminum. From an empty can to a full new one in your hand takes six to eight weeks.
GLASS is used three ways. Glass beads are added to paint for marking highways.
Only clear glass can be used for this product. "GlassSand", the name for the processed mixture used for fibreglass insulation. This product uses all colors of glass. The third is new containers, which require all colors of glass.
MILK JUGS are the most versatile and valuable for plastic recycling. Some of the many products made from milk jugs are plastic pipe, drainage tile, flower pots, plastic lumber for decking and picnic tables, new detergent bottles, lubricating oil pails, toys, cases, and other formed plastic products.
OIL JUGS are made into new containers, plastic flower pots, plastic pipe, guardrails, fence posts, and plastic patio furniture.
PAINT is separated between latex and oil base in large drums, and used as industrial primer.
750 kilograms (1650 lbs.) of waste per person per year goes into Alberta's Landfills
YOU CAN MAKE A DIFFERENCE!
USED TIRES are actually quite versatile and more research is being done in regard to tractor and heavy equipment tires. Some of the products being made now are roofing tile, rubber stucco, interlocking bricks and flooring tile, rubber matting, crumb for playgrounds and athletic fields.
NEWSPAPERS become new newsprint, and molded food packaging such as egg trays and fruit packaging.
OFFICE PAPER is the most valuable. It's used in the manufacture of recycled printing and writing papers, and tissue products.
MIXED PAPER is an assortment of all paper found In households and offices. It is used In the production of molded egg and food trays, and also used in the production of some building materials.“No, Grandpa,” our 6 year old replied, “It was a bass.”

My thoughts... Reverend Fordow Crtfuvch
Once there was an old shoe cobbler who dreamt one Christmas Eve that Jesus
would come to visit him the next day. The dream was so real that he was
convinced it would come true.
So the next morning he got up and went out and cut green boughs and
decorated his little cobbler shop and got all ready for Jesus' visit. He was so
sure that Jesus was going to come that he just sat down and waited for
him.
The hours passed and Jesus didn't come. But an old man came. He came inside for a moment to get
warm out of the winter cold. As the cobbler talked with him he noticed the holes in the old man's shoes, so
he reached up on the shelf and got him a new pair of shoes. He made sure they fit and that his socks were
dry and sent him on his way.
Still he waited. But Jesus didn't come. An old woman came. A woman who hadn't had a decent meal in
two days. They sat and visited for a while, and then he prepared some food for her to eat. He gave her a
nourishing meal and sent her on her way.
Then he sat down to wait for Jesus. But Jesus still didn't come.
Then he heard a little boy crying in front .of his shop. He went out and talked to the boy and discovered
that the boy had become separated from his parents and didn't know howto get home. So the cobbler put
on his coat, took the boy by the hand and led him home.
When he came back-to his little shoe shop, it was almost dark and the streets were emptied of people. And
then in a moment of despair he seemed to hear a voice saying,” O shoe cobbler, lift up your heart. I kept my
word. Three times I knocked at your friendly door. Three times my shadow fell across your floor. I was the
man with bruised feet. I was the woman you gave to eat. I was the boy on the homeless street.”
Jesus had come. The cobbler just didn't realize it.
One of the many wonderful stories told around Christmas to make us think about the times when, perhaps,
Jesus has visited us - and I wonder what kind of reception he got Did we welcome him in, like the cobbler
did, or were we too busy, too caught up in the world to recognize that the Prince of Peace was here with us?
Make time for Jesus in your life. A good start would be to attend a church service Christmas Eve or
Christmas Day. He is the Reason for the Season after all.

Dear Residents & Ratepayers,
The Village of Arrowwood will have a general meeting in the Arrowwood
Community Hall on Thursday, December 8th at 7:30 PM. The Village of Milo will
have a general meeting in the Milo Community Hall on Monday, December 12th
at 7:00 PM. We will provide a brief overview of village business and welcome
public input on 2017 capital projects. While we realize that December can be a
busy month for many, we are hoping to get a good turnout for these meetings.
As a reminder, all unpaid 2016 property taxes will be considered in arrears
after December 31, 2016. While interest is incurred on current year taxes once
the tax payment deadline has passed, tax arrears continue to incur interest
penalty charges every three months.
The Village of Arrowwood is pushing ahead with a water treatment plant
upgrade, as well as a sanitary/sewer rehabilitation project. It was decided by the
village council that MPE Engineering should be hired to complete this work for
Arrowwood. The sanitary rehabilitation project in Milo is nearly complete and I
would like to thank MPE Engineering and Shawne Excavating and Trucking Ltd.
for their dedicated work. Both villages are looking at road and sidewalk projects
in 2017.
It is hard to believe that another year is almost past. I would like to thank
all village employees for the work they do to maintain Arrowwood and Milo. Their
dedicated work on general administration and regular operations of the water
treatment facilities is essential. We are fortunate to have such good individuals
working to provide services. Also, we can thank our village workers for hanging
holiday lights in anticipation of the Christmas season. Their efforts have kept both
municipalities looking neat and trim throughout the year.
On behalf of the Villages of Arrowwood and Milo I would like to wish
everyone a Merry Christmas, as well as a happy, safe and prosperous New Year.

5. COUNCILLOR REPORTS
a. Louis Myers:
- Has not attended any committee meetings since the last council meeting.
- Wondered if Administration had assisted the library with applying for an insurance claim
under their insurer, AMSC. The CAO responded that this was not necessary given that
the library's builder has taken full responsibility for all structural issues to date.
- Wondered if Administration could provide an update on the playground maintenance
works as directed by council in the last minutes. The CAO responded that Don Robbie
had sourced our some materials for this project which would cost approximately
$280.00 from UFA in Vulcan. It is thought that the Lions Club might be willing to
purchase the materials for the playground. To date Don still has some time that he can
give the village and remain within budget. Given the potential liability risk, as well as
the availability of good weather and Don's time, the CAO directed him to proceed with
the repairs.
- Wondering if Administration had updated its shared costs with Arrowwood. The CAO
explained that he was working on it this week.

Wondering if Administration had issued invoices for the new water and sewer services
given that Mr. Mingo had asked him about it. CAO had explained that these had been issued and that he had delayed issuing them given some of the other matters that were being ironed out with Shawne Excavating.

Attended a regional subdivision and development appeal board hearing over a Hutterite
Colony near Carmangay. Large turnout and well organized arguments.

Vulcan Business Development Society and Vulcan Tourism have hired a new manager to work with both societies.

Vulcan County McGregor Reservoir Area Structure Plan

CAO explained that the county is looking at updating the area structure plan that will
inform all land use decisions around the lake as well as define the village's urban fringe. The CAO attended the county's open house on the new Area Structure Plan on October 12th.

Email correspondence with Vulcan County administration, including a copy of the
proposed plan and comments provided by the village's municipal planner were distributed to council for their review.

The Cow and the Pig
A wealthy man was talking with a friend one day and lamented, "People don't seem to like me. They say I'm selfish and stingy. And yet, in my last will and testament, I have donated all that I own to charitable causes."
His friend replied, "Well, maybe the story of the cow and the pig has a lesson for you.
The pig came to the cow and complained, 'People always talk about your friendliness. I know you are friendly, you do give them milk. But they get much much more from me. '
They get ham and bacon and lard and they even cook my feet. And yet they do not say kind things about me. Why is that?'
The cow thought it over and said, 'Perhaps it is because I give while I am still alive.'
It is always a pleasure to receive a gift at any time, but it is even more pleasurable when you have the opportunity to thank the giver and say how much the gift means to you. The opportunity for giving is always there, but we say perhaps later would be better, and then, for whatever reason, later never comes. Me have so much in our lives to be thankful for, we have so much in our lives that we need to share. There are people in need throughout the world and even here in Vulcan County. Well, here we are at the end of another school year. June, as usual, has flown by. It was a month filled with field trips and exams. On Tuesday, June 3 the grades 1 to 6 students visited Heritage Park. The students enjoyed the displays, the rides and particularly the ice cream treat. After being back to regular classes for Wednesday, on Thursday the elementary students were off to the Elementary Track Meet held in Vulcan. When they returned to the school their chests were covered with ribbons. We were very proud of not only how well Milo students performed at the events, but also of how well they behaved throughout the day.MILO SCHOOL NEWS
The junior high students enjoyed adding to their phys. ed. experiences as they ventured to Lethbridge to swim and test their skills at archery. After some instruction, the students practiced their archery skills and ended the experience with balloons for their targets. In the end, the balloons all got popped by arrows and there were several bulls’ eyes made.MILO SCHOOL NEWS
During the last 3 weeks of school Grade 3,6 and 9 students wrote Provincial Achievement Tests. We are very proud of all of these students as we know they all did their best.

Wednesday, June 25th was the first of our celebrations of he end of the year. Students, young and old, enjoyed jouncing through an obstacle course. A big thank-you to he Milo School Council for sponsoring the event.

This is not only the last Can-Opener article I am writing for this year, but the last one I will be writing as the principal of Milo School. It has been a very great pleasure to have been the principal and a teacher in Milo School for the last two years. I am looking forward to retirement, but will definitely miss all of the students whom I have gotten to know so well. I have been very fortunate to work with a great staff. My job would have been far more difficult if it weren’t for my right hand person, Tammy Lahd. She knows the students, the parents and the community so well. Thanks to Lynn Burgess for all of the extra time and care she has put in and the rest of my team, Noami Sne- gove, who will be getting married this summer and moving to Edmonton, David Bragg, who has a full time teaching position in Arrowwood next year, Rebecca Holgate and Frances Thompson who have made my job easier. I would also like to thank the parents for all of the support they have provided their children and me over the past two years. As far as the community goes, I can't say enough. I tell everyone I meet that they will never find a more supportive community than Milo. It has been an amazing two years! I know Milo School will continue to flourish under the leadership of Jason Neville who will be the principal here next year. Many, many thanks for everything! Have a wonderful summer!

The regular meeting of the Village of Milo was held on Monday, April 21, 1997 at 7:00 p.m. in the Village
Office.
Present were Mayor Bath, Councillor Vooys, Councillor Gross, Municipal Administrator Colleen Deitz, Townman Mike Hingley and Harry Ziel from Delanoy Den Hoed Ziel.
The minutes of the meeting held on March 17, 1997 were read. Note was made that correction for the committees that Darlene Gross would sit on. She is not on Oldman River Intermunicipal but is on Milo & Distnct Fire Association. Mayor Bath moved the adoption of the corrected minutes. CARRIED.
Harry Ziel from Delanoy, Den Hoed, Ziel arrived at 7:00 p.m. and went over the Financial Return for the Village for 1996. Council was presented with the terms of engagement letter and a letter of comments as a result of this year's audit. Harry felt that Council had a successful year. He stated that the controls at the Village are operating very well with all disbursements being approved by Council and properly supported with invoices. Revenues are being properly recorded and the total of the receipts match amounts deposited.
The Municipal Administrator is to advertise'in the Can Opener, that the Financial Reports are completed and available for public viewing on April 29. Harry Ziel then presented Council with their audit fee for 1997 which would be 2,900.00 plus G.S.T., which is unchanged from 1996.
MOVED by Mayor Bath that Delanoy, Den Hoed, Ziel be appointed as auditors for the 1997 Financial year. CARRIED.
We received a quote for purchasing 100 Village Pins from Milo Promotions, the cost is 71,186 from Carmack Enterprises. Council discuss the problem that we are now having with regards to the entrance to the Village. It would appear that we were incorrectly advised that we only required 3/4 consent. Since there is not 100% consent for the transfer of this section of the road, to the County of Vulcan, we can not proceed with the original plans. Lee Maher is to be contacted, and advised of the changes, so that new drawings can be made, and submitted to the County for approval. This land is in the County of Vulcan boundaries, therefore it is technically up to the County of Vulcan to acquire and not the Village. We have discussed with the County of Vulcan about reducing the speed on Highway 542 the passes by Milo. If this intersection is changed to a proper T intersection, the speed limit will have to be reduced for safety reasons.
MOVED by Mayor Bath that we have a weekly rental charge for the summer R/V park of 60.00 per week. CARRIED.
By-law #315 was presented to Council for reading. The By-law authorizes the establishment of an Assessment Review Board.
Councillor Gross moved the first reading. CARRIED.
Councillor Vooys moved the second reading. CARRIED.
Mayor Bath moved the By-law be given a third and final reading at this meeting. CARRIED.
Councillor Vooys moved the third reading of By-law No. 315.
MOVED by Mayor Bath that there be a fee charged of 25.00 for any appeal made to the Assessment Review Board. CARRIED.
The Assessment Review Board will consist of the three Village Councillors. The hearing is set for May 7, 1997 at 7:00 p.m.
The next Council Meeting for the Village of Milo was set for May 19, 1997 at 7:00 p.m. in the Village Office.

Milo has once again raised the top amount per capita for the Terry Fox Run in Canada. Jo-Anne Wilson and Joanne Monner had the honor of hearing Betty Fox speak at a Terry Fox Run workshop in Calgary. She travels across the country and around the world for 5-7 months of the year telling Terry's story along the way. She should also be counted as one of Canada's heroines with her continued devotion to this very worthwhile cause. She stated that due to the fund raising campaign of the annual Terry Fox Run, Canada is now one of the top countries in the world for cancer research whereas when Terry was being treated, Canada was very near the bottom. The percentage of government money towards cancer research has not increased over this time. The reason they split off from the Canadian Cancer Society was because too much money was going towards administration. By forming the Terry Fox Foundation they have gone from spending 35% on administration down to 15%. The goal is to reduce this to 12% by the year 2000. Our annual run will be held on Thursday, Sept. 11th, 1997. Please keep this date in mind.

It Takes a Village
Many people have kindly donated hours - in some cases dozens of hours - creating the new Milo Garden Mural which will be installed in its new
home on the west side of Milo Green Foods in September.
The process began with a request from Joanne Monner, Milo Library Manager to have the Milo Art Society replace the existing mural, a 2017 community
project sponsored by the library and Alberta Culture Days. The existing mural is quite weathered.
It really has taken a village to create the mural:
• Milo Ag Society provided the funding for the materials.
• Pete Silbemagel supplied the lumber.
• Mike Collins designed and built the mural fence.
• The fence was primed, base coated and prepped for painting by Art Society members Alison Collins, Michele Tiegen, Joanne Monner,
Kathy Catt, Levona Dixon and Tracy Mozill.
• Mike Collins, Ian Godkin, Dean Folk, Mike Garant, Ron Gravelie and Loren Mozill moved the fence from Mike’s shop to Don's shop.
• Tracy Mozill has been project coordinator responsible for concept, grant request, product research, image research, acquiring materials and
reference images, communications (including social media) and scheduling.
• Reily Wilson sketched the initial line drawing.
• Derek Evernden created the digital image from Reily*s drawing.
• Kurt Nelson welded supports to hold the fence.
• The digital image was projected onto the fence to create the drawing which was done by Reily Wilson, Marilyn MacArthur, Alison Collins and
Tracy Mozill.
• The following ten people painted the flower garden mural: Alison Collins, Levona Dixon, Julia Hartigan, Susan Ivers, Jo-Ann Klem, Marilyn
MacArthur, Joanne Monner, Tracy Mozill, Kelly Nelson and Reily Wilson.
• Alison Collins and Levona Dixon applied the isolation coat.
• Don Robbie patiently put up with the group invading his shop over the summer.
As of this writing the varnish and installation remain to be done.
The mural will be unique in its use of mixed medium. In addition to the painting of a flower garden, it will also include stained glass creations designed,
constructed and donated by glass artist Michele Tiegen.
The actual artwork painted on the mural took about 280 hours, stained glass 50 hours and another 200+ hours for everything aside from the artwork.
It took a village to create the mural and we hope the village will enjoy it for many years to come.

Canadian political humor in print—where the heck is it?
As we are faced with an election, I tried to come up
with some good Canadian political satire - in print.
And failed - miserably. Sure, I can give you a
bunch of anti-Justin memes, or news columns, but
not much else (particularly regarding the NDP and
Greens) that stays out of the genuinely vicious
category. At any point in the day, week, or year,
there is an abundance of US based humor on a
wide variety of Congressmen, Senators, and White
House staff and residents. But Canada? Not so
much. So, I found and have put forth here an article
(from Vanity Fair, but don't hold that against it) on
why Canadian humor may be so special, and is
unknown as such in the United States.

Theories abound and conflict and contradict themselves:
Theory 1: There are actually funny Canadians
alive today, but all nine of them moved to the
U.S.A., and once they got here they renounced
their Canadian cultural heritage, the way Mick
Jagger renounced his English accent. Mike Myers
never makes Mountie jokes. Jim
Carrey declines to send up the toonie,
Canada’s hilarious two-dollar coin.
You have to scour Wikipedia to confirm
the Canadian-ness of Mort Sahl,
David Steinberg, Michael J. Fox,
Catherine O'Hara, Seth Rogen, the
late John Candy and Phil Hartman,
and that guy from that sitcom, you
know the one. America absorbed
Canadian comedians, or, Canadians
would say, Canadian comedians absorbed America.*
Lome Michaels, the Darth Vader of American
comedy, harvests all the comedic talent in his
native land as ruthlessly as Major League Baseball
loots the Dominican Republic of shortstops.
'The historic Canadian talent diaspora is actually pretty
funny in itself, e g., the guy who wrote the music for the
Canadian national anthem and then moved Stateside.
Theory 2: A distinctive Canadian humor style
never had a chance. The British and the Americans,
with their overwhelming cultural power, exhausted
all the possibilities of English-language
humor long before the messy agglomeration of
territories and provinces was confederated into a
sovereign entity called Canada, just after the U.S.
Civil War.** This left Canadian wits bereft of original
material and forced them back on the only
potential for risibility left: the condition of being
Canadian. Which, given the national psyche, inevitably
curdled into a pathetically self-deprecating
brand of humor, typified by the following:
Q: How do you get 26 Canadians out of a swimming
pool?
A: Yell, “Everybody out of the pool!"
"The Dominion of Canada was the original name, about
as mild a term for a nation as there is, and consciously
chosen instead of the more assertive Republic of Canada
or United States of Canada. And no fierce eagle or beast
of the wild for a mascot—just that chubby, industrious
forest rodent, the un-war-like beaver.
Theory 3: Canadians are, by history and temperament,
the opposite of aggressive, and so,
unsurprisingly, their humor is defensive; they beat
up on themselves before anybody else—i.e., Americans—
can do it.***
"'Not aggressive? I'll have you know that the Canadian
government secretly formulated “Defence Scheme Number
1," an invasion of the United States, in the early
1920s. From James Madison forward, American politicians
had so regularly blustered about making a grab for
Canadian territory that preparing a pre-emptive counterstrike,
should an American invasion ever be actually
imminent, seemed only prudent.
Theory 4: Canadians have inhaled such deep
drafts of Britishness (the Union Jack disappeared
from their flag only in 1965) that what there is of a
Canadian humor style hews largely to those twin
English enthusiasms, parody and satire. It has
been sneered that the American
idea of satire is a pie in the face;
Canadian tastes have always
been subtler, as befits a nation
that tuned in weekly for decades to
smart British comedy shows via
the Canadian Broadcasting Corporation,
a kind of junior BBC in the
best sense. Meanwhile, Americans
were doubling up over Milton Berle
and Red Skelton and that ilk.
Satire also suits the shy Canadian temperament:
you can savage your victim while masked in somebody

November is the month for remembering. 2014 is a special anniversary year. In August, 1914, the world plunged in to the 'war to end all wars'. As we are all too aware, from our experiences of the past 100 years, it was really the start to most of the major conflicts of the 20th century. We don't need to rehash history and try to place blame. None of that will bring honour to a generation of young men who were killed, maimed or wounded on the battlefields of Europe 1914 -1918.
In the carnage of the war, there are many examples of individual courage and compassion, countered by the inhumane ways devised to kill humanity. The use of mustard gas in warfare for the first time must rank as one of the most heinous of all time. 100,000 people died and 1,000,000 more were affected by the gassing. The gas did not restrict itself to soldiers, it killed anyone in its path. In the 4 year span of the war, the total casualties were 36 million (16 million died, 20 million wounded).
So why on earth would we want remember such a horrible event in the history of the world?
“Thosewho cannot remember the past are condemned to repeat That is why we must continue to remember, not only for Remembrance Day, when we pay tribute to those who, at the call of King & Country, laid down their lives for the peace and freedom that we enjoy today, but so that such a conflict may never again take place on earth ever again. "Only the dead have seen the end of war."2
For those millions of maimed and wounded that had to try to return to civilian life following the war's end, there was not even the inadequate assistance given to our present day veterans. Post traumatic stress disorder was not acknowledged, although shell shocked would have been the term used then. Soldiers bear the deepest wounds and scars of war."2 Anyone who took part in the fighting, in any capacity, and lived would have had emotion scars that would never heal. "War is hell. 4 And the Great War was possibly the most hellish of all wars.
That is why we must remember it, so that never again should humanity be subject to such carnage. "Lest we forget, Lest we forget."5

Fire Chief Byron Thompson and Vulcan County Fire Marshall Stuart Larson made a surprise visit to our school for Fire Prevention Week. They initiated the fire alarm and observed us as we made our way out of the school. The elementary students watched a video and talked with Byron and Stuart about the importance of smoke detectors.
Thanks to the Milo School Foundation we were able to have the Science in Motion program travel to our school. Our fantastic presenter Jen worked with the different grades doing hands on science experiments, we even had a mini-planetarium set up in the gym, the 7/8 class learned the science behind
roller coasters, the grade 9 students made a pickle glow and the 1/2/3 class made ice cream with liquid nitrogen.The Milo School Foundation also provided funding to have author David A. Poulsen bring his writing workshops to our school. The students really enjoyed the humorous way he shared his love for writing and the creative process.
The volleyball team practiced and played games and finished their season by hosting a one day volleyball tournament. The tournament was a huge success with teams from Arrowwood, Champion, Brant, and Carmangay schools competing. Thanks to Mealane Deitz for organizing the concession and to Leanne Bertschy for helping work the concession.
The junior high held elections for student council and we are happy to see such an enthusiastic group take on the leadership of our student body. The student union is now starting the Mom’s Pantry Fundraiser, students will be coming around with order forms or they are available on our website as well. Miloschool.ca
Our student council worked hard planning fun activities for our Halloween Celebration at the Milo School. Thanks to Barb and Ian Godkin for the donation of pumpkins for our students to carve into Jack-o’-lanterns.
We have already started preparations for our Remembrance Day Program which will be held in the Milo School gym on November 6 at 10:30, everyone is welcome.

Dear Residents & Ratepayers,
The contractor that was hired to complete the roadwork on 1st and 2nd Street West in Arrowwood will be returning within a matter of days to complete the project. We are hopeful that driveway access will be corrected back to a normal state of affairs, that proper grades and drainage swales will be installed before drainage becomes a significant issue. The Village of Arrowwood can appreciate the frustration that this delay has caused and it has tried to work with residents to accommodate all access concerns that required an immediate solution.
It appears that the Villages of Arrowwood and Milo have found a contractor to undertake some final infrastructure work for 2014. In Arrowwood, water and sewer services needs to be extended to the new Arrowwood Co-op development, along with some ditch grading and the installation of a new fire hydrant. In Milo, a water leak, a fire hydrant repair and some minor roadwork needs to be undertaken.
As mentioned last month, the workshop “Finding Agreement” was hosted by Arrowwood and Milo and considered by all who attended to be highly worthwhile. Although designed for municipal officials, it is available for other community groups and organizations. The facilitator, Barbara McNeil, works for the Alberta Energy Regulator but has a longstanding relationship with Alberta Municipal Affairs. She has over twenty years experience as a mediator across a wide range of issues, including senior trainer in the University of Calgary’s Conflict Resolution Program, with experience as a member of the Municipal Government Board and Federal Farm Debt Review Board. Arrowwood and Milo were happy to have participants from both villages, Vulcan County, Town of Vulcan, Village of Carmangay, and diverse range of community associations.
On October 2nd, the Village of Milo filed notice of appeal with Vulcan County and the Municipal Government Board (MGB) under section 690 of the Municipal Government Act. This appeal concerns a dispute with Vulcan County over a proposed residential subdivision development that it deems could have a detrimental impact on the village absent inter-municipal co-operation. As legislated, the MGB will open a hearing for this appeal within 60 days of notice being filed.

The regular meeting of the Village ot Milo was held on Monday, January 20, 1997 at 7.00 pm. in the Village Office.
Present were Mayor Bath. Councillor Vooys, Municipal Administrator Colleen DeiU and Ron Marks.
The minutes of the meeting held on December 11, 1996 were read. Mayor Bath moved the adoption of these minutes. CARRIED.
Received the final survey from Harold Dewitt on the entrance to the Village.
Councillor Umscheid has resigned from Council. Municipal Affairs has been contacted and we must hold a by election within 90 days. Municipal Administrator to proceed with the holdmg of a by election. Mayor Bath will replace Councillor Umscheid on the School Advisory Committee and the E-911 Committee, Councillor Vooys will replace Councillor Umscheid on the Milo & District Recreation Board and the Fire Department.
Bylaw #314 was presented to Council. The Bylaw is to establish the Electnc Distribution Agreement
with Trans Alta Utilities.
Mayor Bath moved first reading. CARRIED.
Council discussed and compared the cost of producing water and our charges with those of other Villages and Towns in the County.
MOVED by Mayor Bath that Village property owners (single dwellings and/or single businesses) wall be charged 20.00 per month for w'ater and 5.00 per month for garbage collection, with the following exceptions:
Hotel, Car Wash and Restaurant will be charged - 16.00 per month for sewer and 7.50 per month for water, 30.00 per month for water, 5.00 per month for garbage
Community Hall will be charged - 6.00 per month for sewer and 80.00 per month for water, 5.00 per month for garbage
Out of Village Residents will be metered with a flat charge of 11.00 per month for sewer. For the Water charge they will be allowed 7,500 gallons per month in the winter (October to March) and 12,000 gallons per month in the summer (April to September), any overage will be charged 284.55 for installation plus 10.35 per month. Council decided this was no feasible. Mike Hingley will be assigned a calling card instead.
Council discussed and planned the Village Maintenance Budget. MOVED by Mayor Bath that the Budget be approved. CARRIED.
Mayor Bath advised that she would be attendmg the AUMA conference in the fall. She will bE going with Bonnie Clark from Carmangay, and sharing costs.
The next Council Meeting for the Village of Milo was set for February 17, 1997 at 7:00 p.m. in the Village Office.
The meeting adjourned at 9:25 p.m.

A special meeting of the Village of Milo was held on Thursday, January 23, 1997 at 9:30 a.m. in the Village Office.
Present were Mayor Bath, Councillor Vooys, and Municipal Administrator Colleen Deitz.
Moved by Mayor Bath that a By-election be held on Monday, March 24, 1997, for the purpose of electing a Village of Milo Councillor position that is now vacant. Nomination day will be Monday Fe . 24, 1997, between the hours of 10:00 a.m.and 12:00 noon. CARRIED.
Moved by Councillor Vooys that Colleen Deitz, the Municipal Administrator, will be the Returning Officer. CARRIED.

These comments are the way I see things and are not necessarly County ot Vulcan Councillors postion
1 am sorry to report that our new road grader operator A1 Shaw has quit as ot March 1st.so we are looking for a replacement for him. As most of you know John Davidson our shop foreman has taken early retirement and a replacement for him should be in place by March 15th. I believe 3 other employees in the repair shop area will also be gone by June 30th.and not replaced. This is all part of the reorganizing of County staff that was started a year ago or so. We believe, by not having the school bus repair contract that our shop can run more efficiently. We had a fair bit of dicussion about the bus contact but we felt we were not in the commercial repair business. More about this later.
County Council approved the capital purchases that were budgeted for and bought under tender. They include one Western Star body job with gravel and sand box, one Western Star tractor and B train style gravel trailer. These are the first Western Star trucks the County has had. They are made in B.C. and were the lowest tender price. Also we purchased a cat grader. We have had very good service from our cat grader and we felt with the amount of roads each machine has had to to cover that reliablity was more important than the initial purchase price. After many years of service these high hour cat machines have been sold for many thousands of dollars more than our used Champions.Several other smaller items were also purchased under tender and all the
tender came in under our estimated budget price.
Most of the County Councillors are fairly knowledgeable about large equipment values and appreciate the reliablity and performance of the more expensive and better quality machines. So I think we have acquired a very reliable and efficient line of equipment over the years.Down time is very costly and our small inventory does not include any "spare" equipment we can call on.
I think a few comments about the school bus contract are in order. I don t think Wayne Davey the County Councillor who also sits on the Palliser school board and represents the part of the County east of Hwy. 23, was at the school board meeting when our letter of termination was delt with. There has always been a lot of Politics involved in the school boards and I think Politics are involved here now.If you throw the first stone carefully you can make the other guy look like the bad guy.
The County of Vulcan shop looked after the County busses because under the "county system" of government we were the same organization and now Palliser school division has no real gov't type of association with the County other than they opperate in our County as do other gov't bodys. We are under no obligation in my mind to do any work for them except under the contract we both had in place. We did not blind side them by terminating the contract and 1 feel 4-5 months notice is more than sufficient time for Palliser to make other arrangements.
NOTE: Tim Chambers of Armada has been hired as our replacement for A1 Shaw.He starts March 1. Tim has been working for the County as a gravel truck driver.The last month or so he has been operating a road grader in the Champion area.

HEEKO was golden brown, Tippy dark brown and cream. They were twin brother Pekinese dogs with two very different personalities.
My husband, Frank Sugden, and I had retired to Victoria, but we had returned to our former home town of Calgary to care for our friends' dogs while they went on a month-long holiday.
After his masters left, Cheeko went about his business, a happy extrovert, flying about the house and getting into all the mischief he could find. He was an adorable cut-up. His brother, equally adorable, moped about the house, spending most of his time sitting on a chair looking out the window. No amount of coaxing could cheer him. While Cheeko constantly leapt onto Frank's knee, cuddled up and made friends, Tippy stayed aloof and lonely. In a day or two, however, he joined Cheeko, and the three became loving companions.
One day, Tippy required some minor surgery. When we brought him home, he was still groggy from the anesthetic, so we placed him on a large cushion by I lie fireplace. The house was very large, with a winding staircase to the second floor, a long hall with

many rooms and, at the end, the dogs' toy room.
Cheeko was delighted to be reunited with his brother, but couldn't understand why Tippy would not respond to his playful pounces and nudges. We watched, fascinated, as he tried over and over again to rouse his brother. Bewildered, he finally sat down, pondering what to do next. Suddenly he leapt up, dashed up the stairs to their toy room, and bounded back down with a toy, which he dropped at Tippy's nose. Then he stood back and waited for Tippy to take
notice. No response, so up the stairs again and back down with another toy, which he pushed onto Tippy's nose. Still no response. Again and again he brought toys, until Tippy was completely surrounded. Finally Tippy stirred, and Cheeko was ecstatic, leaping about and barking happily.
My mother's unexpected illness made it necessary for me to fly back to Victoria, and so Frank was left alone with the two little dogs. We spoke daily. My mother recovered, but the day before 1 was to rejoin Frank, he died suddenly of congestive heart failure. He was 60 years old.
Good friends, unable to contact him that day, had driven over to the house. They found it locked, so they alerted the police. When the investigators entered, they were met by two hysterical little dogs. The dogs barked and snarled ferociously, trying to guard and protect their beloved friend from invaders. The police searched through the house and found Frank in his bedroom, lying in bed -— completely surrounded by toys.
(Sylvia Bell grew up in Buffalo, Alta., and moved to Calgary' at age 17. Frank Sugden died on March 6, 1973. Sylvia lives in Victoria, where she has remarried.)

In my line of work, Bible reading is a constant. Each year as I read and reread the Good Book, something new stands out or catches my attention. Recently I was reading the book of Haggai - not one of the major prophets of the Old Testament, but nevertheless, one which seems to speak to this age. See what you think:
"Now therefore thus says the Lord of Hosts: Consider how you have fared? You have sown much, and harvested little; you eat, but you never have enough; you drink, but you never have your fill; you clothe yourselves, but no one is warm; and you that earn wages earn wages to put them into a bag with holes.”
In the relevant words of that prophet of modern times, Dr. Phil,
“And how is that working for you?”
(You might take this a little more seriously if the preacher wasn't somewhere on a cruise ship at this very moment, so I guess I am not immune. Hopefully I do enough good in the community to take some time away and, without guilt, briefly live the good life.)
Modern society is all too consumed with 'me' and 'things' and 'pleasures'. I think what the prophet is saying is, that:
• Unless you are grounded in the larger reality of the world;
• Realize how very fortunate is your fate, that you have been blessed by God;
• That you work not just for yourself, but to ensure that the poor around you are fed, clothed, & maintained, and
• Live every day with honest regard for your fellow man,
... there is no hope that the Lord of Hosts will look kindly on your life.
He will indeed consider how you have fared on your earthly journey and decide whether you have done enough. When was it that I saw you hungry and fed you? Or thirsty and gave you drink? When did I see you as a stranger and took you in? Or naked and clothed you? When did I see you sick or in prison and visited you? Verily I say unto thee, inasmuch as thou hast done it unto one of the least of these my brethren, thou hast done it unto me.
The Holy Family were themselves refugees, fleeing into Egypt to escape from another evil ruler, King Herod, so I believe that He would sympathize with the plight of the millions of refugees fleeing a conflict not of their making, trying to find sanctuary and a new life. Consider how you have fared. Consider how you can, in turn, show your gratitude by supporting those whose need is great.

Principal Message: Skating, Literacy, and Exams!
January has now come on gone, with bitter cold days and some almost like summerl Along with it we have been busy with ice skating, studying and preparing for exams and having awesome literacy activities! February is KINDNESS month - help us to spread love and joy at school by talking about kindness at home in different ways.
Family Literacy Day was a hit on January 27th with guests from the fire department, the RCMP, the Vulcan Coalition of Early Childhood Development with Rainbow Literacy, community members and families. We had a fabulous visit with Tanya Elliott, an author from Brooks, Alberta. She is also a teacher, and spent time with the students inspiring them to use their imagination and pursue their dreams.
Exam week was the last week of January. It was a great way to see where our students are doing well and where they are struggling. Remember that there are many factors that limit or contribute to success in a test: level of confidence, anxiety and the amount of sleep and food eaten, all play a role in addition to the student’s knowledge of the subject. As well, some students may be struggling with reading, expression of ideas, processing information and attention
due to differences in their abilities and development. Everyone is on their own personal learning journey and it is our job (with you) to discover the various ways to realize everyone's potential. Tests are only one sample of many other aspects of student learning. In February information will be sent home to communicate with parents and guardians how the results were and areas requiring further growth for our school.
We are looking forward to a few things in February! Not only is there the week off February 15-19, but also on February 22 there is a special dance performance, SAFIRE, which focuses on a message about confidence, leadership and bullying from the Canadian School Presenters. And... on February 23 we are going SKIIING to Castle Mountain! Oh Yeah!
Finally in February there will be two surveys for you to complete. One will be for the school and the other is for the government, called the Accountability Pillar Survey. Completing both surveys is very important in order for us to learn your perspective about what we are doing well and what we could improve on. Please read below for more information.

Attached with this News Update is information about surveys for parents and students to complete. This will be printed and sent home for school parents.
There will be two surveys. One is for the school’s information, as an opportunity to get feedback from students and parents now. The other is the government survey from Alberta Education, which comes out every year, called The Accountability Pillar Survey. This survey is what we use to plan school goals by assessing our level of school
achievement and areas requiring improvement.
Please complete both surveys so that we can have information to help us grow further!
If you would like to come in to the school during the day to complete the surveys online, you are welcome to do so. Laptops will be available in the library for the survey to be completed. Simply come in and sign in to the office and visif the library laptops.

First “WE READ” session went very well. The students were engaged and enthusiastic - this is a time for teachers to meet and collaborate. Let us know if you would like to help read to kids!

Art classes start the second week of February on Thursdays with Vulcan Art Teacher Michael Shain, for the 3-5 and 6-9 classes.
The science lab and library have a bright and fresh coat of paint.
Free Family Movie Night was well attended with an audience ranging from pre-school to grandparents enjoying a good laugh at the antics of the Minions. Thank you for attending!
We are now working on developing a new school sign for above our front entrance!

Family Literacy Day!
Thank you to all that came out to share Family Literacy Day with us at the school. Special thanks goes to Tanya Elliott, the guest author who came to speak with all of the classes. She also did creative writing activities with the junior highs. Tanya’s book, The Secret Blanket is for sale online as well! Thank you to all that took part in organizing the event, participating, and to all of the community members from Milo and Vulcan who visited! The potluck lunch was fabulous as always and we especially enjoyed the delicious cake that was donated by the Milo Seed Cleaning Plant.

When most of us think of the first Thanksgiving, the image that comes to mind is that of American pilgrim fathers, Puritans, who had come to the New World from England in the 1600's. But the Canadian version is even older, dating back to the 1578 voyage of Martin Frobisher. The ship's chaplain celebrated Communion, the first in our corner of the world, and exhorted the crew to be thankful to God for their strange and miraculous deliverance. Samuel de Champlain from 1604 held huge feasts of thanks - remember the Order of Good Cheer? - sharing their bounty with the First Nation peoples. Thanksgiving days continued to be held irregularly after British North America was established. The Loyalists, coming to Canada after the American Revolution, brought American customs such as turkey & pumpkin pie. The first Thanksgiving Day after Confederation was observed on April 5th, 1872 to celebrate the recovery of the Prince of Wales (Edward VII) from a serious illness.
From 1879 onward , Thanksgiving Day has been observed every year, the date of celebration day being changeable until 1957, when it became the second Monday in October.

Many churches celebrate a Harvest Thanksgiving Festival, with decorations of cornucopias, pumpkins, corn, wheat sheaves and other garden produce. The glorious hymns of thanks to God are sung with gusto to signal that "all is safely gathered in ere the winters storms begin".
So I wish you a very Happy Thanksgiving Day here in beautiful southern Alberta. This year, we will be in La Belle Province for Thanksgiving. As it happens, we were there for Thanksgiving Day in 1973, a mere 40 years ago!!

1. What kinds of elector identification are valid for proving eligibility to vote?
• For an elected authority that does not prepare a list of electors, or where the person’s name does not appear on the list of electors, Section 53(l)(b)(i) establishes the general basic requirement for verification of the person’s identity and current residence. Under this basic requirement, the voter must produce (A) one piece of photo identification with name and address that is issued by a Canadian government (federal, provincial, local, or an agency thereof), or (B) one piece of identification authorized by the Chief Electoral Officer under the Election Act with name and address.
• Types of government-issued identification allowed under (A) must show the name, address and a photo of the elector and so examples of appropriate ID include:
o Operator/Driver’s license
o Government photo identification card (for non-drivers)
• Types of Chief Electoral Officer-approved identification allowed under (B) must show the name and address of the elector and so examples of appropriate ID include:
o Bank/Credit card statement or personal cheque o Correspondence issued by a school, college or university o Government cheque or cheque stub o Income/property tax assessment notice o Insurance policy or coverage card
o Letter from a public curator, public guardian or public trustee

Election Day is October 21, 2013. The Polling Station will be open from 10 AM until 8 PM at the Milo Community Hall. Please remember to bring photo id when you come to vote; this is now required. The Advance Poll will be October 9 in the evening.
There are four candidates in this election: Barry Monner, Robert Phillips, Scott Schroeder and Rafael Zea.
The Village is looking at potentially organizing an all candidates forum prior to the election as one was provided in 2010 for the last civic election. If there is interest in a forum being organize, please phone the Village Office and let us know.
On September 11th we had the Village General Meeting and I was pleased with the good turnout, as well as the questions that were asked of Council and Administration. For those who could not make the meeting, there are still copies of the meeting package in the Village Office providing an overview of the presentation, as well as a copy of the August financial summary and the Village’s 2013 budget.
As was mentioned at the General Meeting, if you are interested in lot consolidation prior to levying 2014 taxes based on the 2013 assessment, please inquire at the Village Office as soon as possible.
I must issue a correction to my explanation of the provincial grants at the General Meeting. I was of the understanding the MSI (Municipal Sustainability Initiative) funding was expiring as of 2016. Fortunately, I was mistaken, and now understand that MSI Capital will continue for the foreseeable future.
The Milo and District Recreation Board will be submitting its 2014 budget to Vulcan County right away. It has been an interesting year for the Recreation Board as it explores new avenues where it can make the Milo Community, as a whole, an attractive and inviting place to live.
The Village is presently in discussions with the Village of Arrowwood to share a Chief Administrative Officer. It appears that this is one way these Villages can establish a working co-operative structure whereby their administrative capacity is more viable and cost-effective over the long term. With provincial grant dollars for operations now stemming from regional co-operation projects, sharing a Chief Administrative Officer will be ideally suited for pursuing these funding opportunities.
With your August utility bills we gave notice that the Village would be charging a key deposit for all boxes. It has since been brought to our attention that this type of deposit can only be taken for convenience boxes where the customer has another primary mailing address.

1. “Your mom looks hot in a bathing suit.”
Few men have ventured in this uncharted territory and returned to tell about it. Don’t ever tell her someone else looks ‘hot’... especially her mom.
2. “Can you pay for this? I forgot my wallet...”
Don’t be a cheapskate! Women like men who are confident and financially stable. Asking a woman to foot the bill is shameful and something a real man never does.
3. “Yes, that does make you look fat.”
Even if she does look fat, you’re better off lying or pleading the 5th.
4. "You’re acting like your mother.”
Talk about killing yourself twice with one stone... Not only is this a slam on your woman, but it’s also taking a shot at her mother. This is territory you don’t want to be in.
6. “Do you love/like me?”
Statements like this are loaded with insecurity and are a HUGE turn off for women.
7. “Honey, what do you want to do/eat?”
Don’t ever ask a woman what she wants. This can be the most frustrating factor in relationships. Asking that deadly question of “what do you want to do tonight?” or “where do you want to eat?” leads to indecision and frustration. Just take control, be the man and make the plan.
8. “Is that what you’re going to wear?!”
If you’ve got issues with what she’s wearing, don’t insult her by bringing her taste or fashion sense into question. Simply tell her things that you do like.

9. “Pull my finger...”
Be a man, not a pig. Don’t make lewd or rude comments, not to mention belching or flatulence around your sweetheart. Even after years of dating or marriage, this stuff can be a major turn off.
10. “Maybe you should go on a diet...”
First off if you’re packing some extra cargo around yourself, you’re in no place to tell your woman that they need to cut back or lose weight. Keep making comments like these and you’re in the fast lane to the doghouse.
5. “My ex always/never/used to...” Don’t talk about the ex. Nobody cares, especially your wife or girlfriend.
11. “She’s hot!” (When you see an attractive woman walk past). If you really need an explanation for this... you’ve got bigger problems.

Dick Ellis updated Council on the Waste Incinerator Plant proposal that the Waste Commission is putting together. Funding from both the Federal & Provincial government will be the key in getting this vision to reality. Mr. Ellis also gave a report of the Waste Commission services in the County and in Milo.
The Village now has copies of the Milo Library Building Project’s gas, electrical and plumbing permits. A miscommunication between the Lethbridge and Calgary Municipal Affairs Offices resulted in the warning letters for compliance which were issued to the Village Office.
Council discussed the Community Support Declaration that the South Grow Regional Initiative has
sent out covering the next three year period. Council felt that this organization was a strong resource and economic opportunity for the Village and passed support of the declaration by unanimous resolution.
Council was advised that the County will be hiring a second Bylaw Enforcement Officer based on the committed support of the various municipalities for use of this official. Administrator Buchanan will advise as the recruitment process proceeds and a candidate is found.
Townsman Myers presented Council with a report of his activities in 2006, the projects lined up for 2007 and a budget, including capital requisitions, for 2007. Council expressed their thanks for the well prepared presentation and for the great job Mr. Myers has been doing. The Public works budget and requisitions will be reviewed and integrated as possible into the 2007 Expenses Budget and Mr. Myers will be advised at the next meeting of the status of his requests. Townsman Myers will inspect the Village sidewalks and prioritize a list of locations, size and extent of repairs required so that quotes for repairs/replacement can be gathered for the ICAP grant funds.
Council reviewed documents and drawings from Mr. Doug Walshaw which roughly outlined his
vision for a campground at the north end of the Village. After discussion, Council concluded that this location is better suited economically and aesthetically for residential development (per the ORRSC planning drawings) and that the development proposed by Mr. Walshaw was therefore not suitable for this location.
Administration will contact Mr. Walshaw with this decision and ask if he wants to consider a project of this nature on the south east end of the Village, and to provide Council with concept and drawings if he is interested.
Council reviewed and passed the Resolution from the Oldman River Regional Services Commission regarding the subdivision of a portion of the former CPR property into 6 lots.
Council was advised that Mr. Ron Marks has verbally notified the Office of his intention to excavate a dugout in close proximity to the Village of Milo water line which supplies raw water from Lake McGregor in NE 36-18-22-W4M. There is already another dugout in this section which infringes on the utility corridor (continued)...............as well as an oil well access road located directly over the water line and right of way which could cause problems in the future if a break should occur or maintenance is required. After discussion, Council decided the best way to protect the Village Water Line was to acknowledge Mr. Marks intention to dig the dugout and as the right of way holder, provide conditions from the Village for this excavation to safeguard against damages in this Utility Right of Way Corridor.
Obstruction of Road Council discussed the obstruction of the road allowance at Range
Road 220 which leads to the
Allowance Village Sewage Lagoon. The road is currently blocked by bales, and
requires vehicles to drive across private property to the east to get around this obstruction. Council directed Administration to advise the County in writing of this problem.

Administration advised Council that letters have been sent regarding the first steps of annexation and the potential municipal interest in a regional water line/system, with no responses to date.
Council reviewed the AMSC 2007 insurance premiums and coverage for the Village. Despite advising AMSC that with the exception of the Milo Fire Association and the Milo Library Board, Additional Named Insured on the Village policy would all be removed at the January 1, 2007 renewal, all their premiums and coverage still remain active. Administration will be contacting the AMSC representative to correct this situation.
Council declined any requirement for the presentation of identification prior to voting at the fall civic election and declined the issuing of any special ballots or advanced voting privileges for the fall civic election. Administration advised Council that ICAP has agreed to extend the deadline for the Village’s Sidewalk Repair/Replacement grant with the condition that a contractor is secured by March 31, 2007. Quotes from Contour Construction and Prairie Cadence Construction will be reviewed at the March 2007 meeting.
Council reviewed the Audi A6 Commercial and a portion of the accompanying documentary which was filmed in Milo last August.
Milo is featured very favourably in both the commercial and commentary on the making of the commercial.
A delegation from the Milo Library Board, comprised of President Betty Godkin, Chinook Arch Representative Linda Booth and Marilyn Nelson, joined the meeting at 7:30 p.m. Mrs. Godkin presented a quote from South West Steel to change the front of the new library building to a squared false front and read a statement asking the Council to reconsider their December 2006 condition amendment to the Library Development Permit 05-02-1. The Library Board is concerned that they do not have enough funds available (continued)to finish the new building’s basement, let alone change the front fagade of the building. The delegation stated that the fundraising and corporate donation opportunities within the community are exhausted and that the cost of meeting the Development Permit condition would jeopardize the entire building project. Council reviewed the South West Steel quote with the delegation and agreed to go In Camera at the end of the meeting to discuss the matter. After further discussion in camera, Deputy Mayor Phillips MOVED that the Village of Milo request the Milo Library Board obtain 3 independent quotes from reputable contractors regarding the cost of converting the front of the new library building to a false front and that based on these quotes, the Village may offer the Library Board a loan, over a period of at least 10 years, for an amount adequate to enable them to meet the false front condition on Development Permit 05-02-1. CARRIED. Administrator Deitz will advise the Library Board of the Council’s decision on Tuesday February 20, 2007.
Public Works The purchase of a new truck mounted blade with a portion of the
Municipal Sponsorship Program funding has greatly improved the snow removal operations and as the weather warms and the snow/ice thaws, the remaining slush will be cleared from the side streets.
Garbage Pick Up Complaint Administration reported that a communication error between a
resident, administration and the townsman regarding garbage pick up was resolved and the resident will have their garbage checked weekly. Councillor Edwards MOVED that the Village refund Ed and Georgina Ully 10.00 from their waste service billing for December 2006 and January 2007, the equivalent of the former garbage charges for a two month period, to compensate for garbage not being picked up during that time frame. CARRIED.
Water Treatment Plant Administration advised that both the chlorine and the isopac chemical
pumps are not working at capacity and the Operators feel that pump repair kits could address this problem. Council approve the purchase of pump repair kits to address this issue.
Development Permits Councillor Edwards MOVED that Application 07-02-1 by Richard and
Maria Berglof for Lot 11 Block 8 Plan 7610570 to place a 1200 square foot pre fabricated house and garage on their property be approved as presented. CARRIED. A decision on Application 07-02- 2 by Peter and Rochelle Marshall for Lot 2 Block 8 Plan 7610570 to move in a single level bungalow on their property was tabled pending further information from the applicant regarding the age and condition of the house and a revised plot plan which addresses the correct setbacks required for a proposed future detached garage at the rear of the property.

The Village of Milo has is taking applications for the STEP (summer temporary employment program) position available beginning May 15, 2007. Employment can commence later in June, but at a minimum, applicants will be required to work through July and August (8 weeks). This will be mainly an outdoors position. Applicant job duties will focus on cleaning, maintenance and upkeep of Village property, garbage collection and other duties as required.
Status as a "student" is not required to apply to this position. Minimum age requirement is 14 years and a valid driver's license is an asset. Wage: $10.00 / hour plus 4% vacation pay

Thanks! to everyone for their voluntary efforts at conserving and restricting their water use while our Water Treatment Plant was down for repairs. Although the fix took longer than originally anticipated, the leak in our processing tank was identified and repaired and the backwash pipes in the tank have all been replaced. The end result should be a system which runs at capacity much more efficiently and with very low turbidity levels in normal conditions.
What’s in YOUR garbage?
The Village would like to thank all our residents for their recent efforts to increase recycling from their regular garbage pickup. The recycling depot has been filling up very quickly! A quick reminder that food cans can easily be recycled by washing the can and removing the label. As an added bonus, charity contributions are made for each Campbells Soup label collected and submitted back to the company. Monica Monner
