    Defalcation of European Union Budget in the Romanian Criminal Law

    One of the goals for Romania, after the 1st January 2007, was to protect the financial interests of the European Union to fight against fraud, corruption and other illegal activities. In order to achieve this target, the legal framework has been completed by the Law no. 161/2003 which introduced the article no. 182 in the text of the Law no. 78/2000 regarding prevention, discovery and punishing the corruption acts. The author analyses this new article and he develops the two constitutive elements (actus reus, mens rea), the objective and subjective aspects of the analyzed crime, the ways, the legal punishments applicable to this crime.fraud, financial interests, spending, incomes, actus reus, mens rea, legal punishments.

    Im Rahmen der Dissertation "Zonierungsmodelle als Baustein Alpiner Raumordnung: Entwicklung planungsunterstützender multikriterieller GIS-Methoden im Hinblick auf eine potenzielle Weiterentwicklung des Bayerischen Alpenplans" an der Julius-Maximilians-Universität Würzburg wurde vom Verfasser ein Planning Support System (PSS) für die überörtliche Raumordnung im Bayerischen Alpenraum entwickelt. Das PSS hat zum Ziel, eine mögliche Weiterentwicklung des Bayerischen Alpenplans durch eine umfassende Berücksichtung fachlicher Kriterien in verschiedenen Themenbereichen zu unterstützen.Die Dissertation wurde durch die Förderung einer Promotionsstelle bei der Akademie für Raumentwicklung in der Leibniz-Gemeinschaft (ARL) ermöglicht

    Formation of spinful dark excitons in Hubbard systems with magnetic superstructures

    The possibility to form excitons in photoilluminated correlated materials is central from fundamental and application oriented perspectives. In this paper we show how the interplay of electron-electron interactions and a magnetic superstructure leads to the formation of a peculiar spinful dark exciton, which can be detected in ARPES-type experiments and optical measurements. We study this by using matrix product states (MPS) to compute the time evolution of single-particle spectral functions and of the optical conductivity following an electron-hole excitation in a class of one-dimensional correlated band-insulators, simulated by Hubbard models with on-site interactions and alternating local magnetic fields. An excitation in only one specific spin direction leads to an additional band in the gap region of the spectral function only in the spin direction unaffected by the excitation and to an additional peak in the optical conductivity. As both is formed only after the excitation, this is interpreted as a dark exciton, which shows only in one spin direction. Recombination of the excitation happens on much longer time scales than the ones amenable to MPS. We discuss implications for experimental studies in correlated insulator systems

    In-gap band formation in a periodically driven charge density wave insulator

    Abstract Modern time-resolved spectroscopy experiments on quantum materials raise the question, how strong electron-electron interactions, in combination with periodic driving, form unconventional transient states. Here we show using numerically exact methods that in a driven strongly interacting charge-density-wave insulator a band-like resonance in the gap region is formed. We associate this feature to the so-called Villain mode in quantum-magnetic materials, which originates in moving domain walls induced by the interaction. We do not obtain the in-gap band when driving a non-interacting charge density wave model. In contrast, it appears in the interacting system also in equilibrium at intermediate temperatures and in the short-time evolution of the system after a quantum quench to the lowest-order high-frequency effective Floquet Hamiltonian. Our findings connect the phenomenology of a periodically driven strongly correlated system and its quench dynamics to the finite-temperature dynamical response of quantum-magnetic materials and will be insightful for future investigations of strongly correlated materials in pump-probe setups

    Legal and Financial Problems of International Joint Custody of Children

    The aim of this article is to analyze very interesting and currently up-to-date area of children living in international joint custody from the legal and financial point of view. This covers the situation when custody of a child is awarded to both parents living in different states of the European Union (or also other states). The number of marriages contracted between Czech nationals and foreign nationals and also between nationals from two different states (not necessarily inside European Union) increases every year while free movement of people is a real practice today. Because these international marriages are becoming more common they bring new problems that must be solved by contemporary law. This regulation needs to result from the knowledge of the children psychology that is affecting family law the most but also has its practical aspects in the area of taxation and payment issues that will be analyzed deeply as well.juridical problems, financial problems, international joint custody, family.

    Molecular beam epitaxy of 2H-TaS 2 few-layers on GaN(0001)

    Abstract 2H-TaS 2 few layers have been grown epitaxially onto GaN(0001). A high substrate growth temperature of 825  ∘ C induces best structural properties of the overlayer, as revealed by in-situ electron diffraction (RHEED and LEED). The 2D-overlayer grows unstrained right after deposition of a monolayer. However, evidence of pits at the interface is provided by scanning transmission electron microscopy, most probably due to GaN thermal decomposition at the high growth temperature. In-situ x-ray photoemission spectroscopy shows core level shifts that are consistently related to electron transfer from the n-GaN(0001) to the 2H-TaS 2 epitaxial layer as well as the formation of a high concentration of nitrogen vacancies close to the interface. Further, no chemical reaction at the interface between the substrate and the grown TaS 2 overlayer is deduced from x-ray photoemission spectroscopy, which corroborates the possibility of integration of 2D 2H-TaS 2 with an important 3D semiconducting material like GaN

    The Catalogue of “Constantin Ciubuc” Trichoptera (Insecta) Collection of “Grigore Antipa” National Museum of Natural History

    Abstract The catalogue of “Constantin Ciubuc” trichopteran collection includes a total of 188 species, 178,878 specimens, (68,966 ♂♂ and 110,937 ♀♀) belonging to 19 families of the Order Trichoptera, Class Insecta. Imago insects were caught by the author and different collaborators, or friends, within the period 1986–2015 (Tab. 5). Last material was collected in the summer of 2016, in the Bucegi Natural Park and Natura 2000 site (ROSCI0013 - Bucegi) (Tab. 6). A percentage of less than 0.1% of the samples contained in the collection are insects from “Adriana Murgoci” collection, collected by Petre Iuncu in the period 1953–1954, offered to the author for preservation in 1985 (Tab. 5). Almost all samples were captured by light traps (white, black, blue), using mercury vapor lamps and / or incandescent light lamps and preserved in tubes, hermetically sealed, in ethyl alcohol. All information regarding the number of specimens, species, author, sex, habitat, sampling places, methods, number, the person who made the capture, climatic conditions during the collection, the date of collection, the geographical coordinates of sampling points, and other information are included in the database (Tabs 5 and 6). Some information on the Romanian endemic species, of the Balkans and of south-eastern Europe are given, as well as the taxonomic index, index of localities, sampling methodology, distribution map of the sampling places in Romania. The large number of species, specimens, vast area, sampling, information contained in the database (Tabs 5, 6) make the collection a scientific reference document for freshwater invertebrate fauna of Romania. It is the single complete trichopteran collection, with specimens collected from Romanian territory.</jats:p
