Get PDFEste texto analisa o desempenho das finanças públicas do Rio Grande do Sul durante o ano de 2016, no qual foram encaminhadas várias medidas para aumentar as receitas e racionalizar os gastos. Ocorreram muitas articulações do Executivo com o setor empresarial, com a Assembleia Legislativa e com o Governo Federal. A economia gaúcha, que não vem crescendo desde 2014, foi muito pressionada pela situação das finanças públicas. O Imposto Sobre Operações Relativas à Circulação de Mercadorias e Sobre Prestações de Serviços de Transporte Interestadual, Intermunicipal e de Comunicação (ICMS) teve um pequeno aumento de 0,3% em 2016, em relação ao ano anterior, mas a receita pública foi muito ajudada por uma série de medidas. Pelo lado do gasto, muitas negociações que reduziram as estimativas iniciais de um enorme déficit público de mais de R 741 mil. There were many articulations of the Executive with the private sector, the Legislative Assembly and the Federal Government. The economy of Rio Grande do Sul, which has not grown since 2014, has been greatly pressured by the situation of the public finances. The state value-added tax on the circulation of goods, interstate and intercity transportation and communication services (ICMS) had a small increase of 0.3% in 2016, when compared to the previous year, but the public revenue was greatly helped by a series of measures. On the expenditure side, many negotiations had to be made, such as debt renegotiation, which reduced the initial estimates of a huge public deficit of more than R741,000. problems, but for enduring solution it is uigent an effort to recover their own capacity

Este texto analisa o desempenho das finanças públicas do Rio Grande do Sul durante o ano de 2013, quando foram encaminhadas várias medi-das para aumentar as receitas e racionalizar os gastos. Conclui-se que, mesmo que essas medidas tenham sido importantes, o ano foi muito difícil. Apesar do bom desempenho do Imposto sobre Circulação de Mercadorias e Serviços (ICMS), os gastos aumentaram muito, e as contas fecharam com um déficit bem expressivo.

The performance of the public finances of Rio Grande do Sul during 2013
Abstract
This paper analyzes the performance of the public finances of Rio Grande do Sul during the year 2013, which were sent several measures to increase revenues and rationalize expenditures. It was concluded that even if these measures were important, the year was very difficult. Despite the fact that the ICMS had had a good performace, the spending increased, and balance closed with a very expressive deficit of R$ 1,4 billion.
