The platypus in the mirror: political administration and everyday life
No full textThe work presented was developed in the Political Administration field, that defines
as the object of study the management of social relations for the achievement of
decente living conditions for the entire population. In that context, the comprehension
of the management of social relations that unfold in the everyday life was searched.
The purpose is to understand the non-deterministic bond between the Brazilian
Social Formation, represented by the platypus, and the forms of life that transform its
reflection in the mirror. Therefore, the popular culture’s arts of making must promote
an anthropological turn in the public policies. The poietic pragmatism was used as a
philosophical framework that guides the knowledge building, once it defends the
practical interaction between the subjects among themselves and with the world,
putting the sensitive action in the spotlight. The everyday life was studied based on
Certeau’s propositions (1994) on the ways of making of the common people, paying
attention to their creative and anti-disciplinary nature. Similarly, the concept of
carnivalization elaborated by Bakhtin (2010), as an everyday, festive and
revolutionary movement that it is, emerged as an indispensable element for the
analysis completeness. That analysis was made in the face of a fictional literary work,
A Dog’s Will by Ariano Suassuna. The literature is presented as an legitimate source
of research given its specificities, in accordance with the stated by Cândido (2004)
and Barthes (2007). The reached conclusion is that the everyday practices, as
tactics, got an important political aspect, as they aim to assert the possibilities of the
oppressed in the face of the oppressors, and as such they are initiatives of
emancipatory character that must be carefully observed throughout the entire public
policy cycle. Other practices of the everyday life collaborate to restore a deteriorated
sociability, taking forward values escape the ordinary individualistic prescription, and
in a similar way they must be considered as important inputs for the State’s thinking
and acting.O trabalho ora apresentado foi desenvolvido no campo da Administração Política,
que define como objeto próprio de estudo a gestão das relações sociais para o
alcance de condições dignas de vida para toda população. Nesse contexto, buscouse
compreender a gestão das relações sociais que se desenrolam no cotidiano. O
intuito é apreender a aproximação não determinista entre a Formação Social
brasileira, simbolizada pelo ornitorrinco, e as formas de vida que modificam sua
imagem no espelho. Em assim sendo, as artes de fazer da cultura popular devem
promover uma virada antropológica para as políticas públicas. O pragmatismo
poiético foi utilizado como corrente filosófica que orienta a construção do
conhecimento, pois assume a interação prática entre os sujeitos entre si e com o
mundo, pondo a ação sensível no centro das atenções. O cotidiano, por seu turno,
foi estudado tomando-se por base as proposições de Certeau (1994) sobre as
maneiras de fazer do homem comum, atentando para a natureza criativa e
antidisciplinar que possuem. De modo convergente, o conceito de carnavalização
elaborado por Bakhtin (2010), como movimento cotidiano festivo e revolucionário
que é, surgiu como elemento indispensável para completude da análise. Essa
análise foi empreendida diante de uma obra literária ficcional, O Auto da
Compadecida de Ariano Suassuna. A literatura é apresentada como fonte legítima
de pesquisa haja vista as suas forças e faces, em conformidade com o disposto por
Cândido (2004) e Barthes (2007). Concluiu-se que as práticas cotidianas, como
táticas, possuem um aspecto político importante, pois visam fazer valer as
possibilidades dos oprimidos diante dos opressores, e como tal são iniciativas de
caráter emancipatório que devem ser observadas com atenção em todo o ciclo das
políticas públicas. Outras práticas cotidianas colaboram para restaurar uma
sociabilidade deteriorada, levando adiante valores que fogem da prescrição
individualista corriqueira, e de modo semelhante devem ser consideradas como
insumos importantes para o pensar e agir do Estado
“Você é um visionário” : escrita da cidadania negra republicana na ficção de Lima Barreto
Get PDFTese (doutorado) — Universidade de Brasília, Faculdade de Direito, Programa de Pós-Graduação em Direito, 2025.Esta tese teve a intenção de mostrar os modos pelos quais Lima Barreto reimaginou o projeto
de República, recorrendo à história da literatura, do direito e à crítica literária para discutir
pontos sensíveis em relação à vida e obra do escritor. Para tanto, no primeiro capítulo discute
aspectos gerais da história da literatura e do direito, situando epistemologicamente os temas;
também foram delimitados os preceitos metodológicos, a fim de pavimentar o caminho das
discussões nos capítulos seguintes, com o auxílio da metodologia de Sousa (2021) e Silva
(2019). O segundo capítulo gravita em torno dos temas de Recordações do Escrivão Isaías
Caminha, romance que inicia o projeto modernista do autor. No terceiro capítulo, o interlúdio,
houve uma incursão da vida de Lima Barreto sob a perspectiva do negro drama (Sousa, 2024)
No capítulo final, temos a análise do romance Triste Fim de Policarpo Quaresma sob o prisma
temas como o bacharelismo, o militarismo e o autoritarismo estatal. Toda a tese examina a obra
de Lima Barreto sob o ponto de vista da escrevivência de Conceição Evaristo. A ideia de
Relação pensada por Glissant (2021) também é intrínseca à escrita deste trabalho, pois ajuda a
imaginar outros mundos encadeados, a exemplo do que Lima Barreto executou em seu projeto
literário, partilhando, também, uma preocupação estética e filosófica à semelhança do autor
carioca, conseguindo, ainda, expor a complementaridade dos diversos modos de pensar a
diáspora africana. A produção intelectual de Beatriz Nascimento soma-se também às maneiras
de pensar a crítica literária, auxiliando na construção teórica que investe na continuidade da
crítica literária negro-brasileira em relação às obras de Lima Barreto, contrariando a perspectiva
da crítica hegemônica que segue uma linha evolucionista; esta formulação em específico teve
o auxílio da produção de Fernanda Sousa (2024) e Jorge Augusto Silva (2024).Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) e Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq).This doctoral dissertation aimed to show the ways in which Lima Barreto reimagined the
Republic project, drawing on the history of literature, law, and literary criticism to discuss
sensitive issues related to the writer's life and work. To this end, the first chapter discusses
general aspects of the history of literature and law, situating the themes epistemologically;
methodological precepts were also defined in order to pave the way for discussions in the
following chapters, with the help of the methodology of Sousa (2021) and Silva (2019). The
second chapter revolves around the themes of Recordações do Escrivão Isaías Caminha, a novel
that marks the beginning of the author's modernist project. In the third chapter, the interlude,
there was an incursion into the life of Lima Barreto from the perspective of black drama (Sousa,
2024). In the final chapter, we have an analysis of the novel Triste Fim de Policarpo Quaresma
(The Sad End of Policarpo Quaresma) from the perspective of themes such as bachelorism,
militarism, and state authoritarianism. The entire thesis examines Lima Barreto's work from the
point of view of Conceição Evaristo's livingwriting. The idea of Relation conceived by Glissant
(2021) is also intrinsic to the writing of this work, as it helps to imagine other interconnected
worlds, as Lima Barreto did in his literary project, while also sharing an aesthetic and
philosophical concern similar to that of the Rio de Janeiro author, and furthermore managing
to expose the complementarity of the various ways of thinking about the African diaspora.
Beatriz Nascimento's intellectual output also contributes to ways of thinking about literary
criticism, helping to build a theory that invests in the continuity of Black Brazilian literary
criticism in relation to the works of Lima Barreto, countering the perspective of hegemonic
criticism that follows an evolutionary line; this specific formulation was aided by the work of

Local cultural identity in early childhood education: an analysis of the pedagogical practices at Amélia Lobo Kindergarten in the municipality of São Bento - MA
No full textLocal cultural identity is the heritage left by generations for new generations, so the
present work presents results on the maintenance and appreciation of local cultural
identity within the classroom through pedagogical practices. It aimed to investigate
how the articulation between pedagogical practices, historicity and local culture takes
place in terms of the issue of valuing local cultural manifestations, based on an
exploratory research, at the Jadim de Infancia Amelia Lobo in the municipality of São
Bento/MA. Based on perceptions about the city's reality in relation to the end of
cultural manifestations, an interest emerged in verifying how the school deals with
these issues and whether within the classroom there is an articulation between
programmatic content and local history. Therefore, in order to carry out this
qualitative study, a bibliographical survey was carried out in scientific texts on the
subject (using Google Scholar and the Scielo database as a source of consultation)
and a semi-open questionnaire was applied with teachers linked to the Kindergarten
Amélia Lobo. As a reference, authors such as: Mazzaro (2010); Gobbi (2010); Santos
(2011); Leite (2014) and among others which we found necessary as a contribution
to the development of the work. The research showed that despite the attempt to
articulate the contents established by the National Common Curricular Base and the
local history through pedagogical practices, the actions are still limited, considering
the lack of training for such a demand, which has repercussions on the lack of

dessa forma o presente trabalho apresenta resultados sobre a manutenção e
valorização da identidade cultural local dentro da sala de aula através das práticas
pedagógicas. Esse trabalho teve por objetivo investigar como se dá à articulação
entre as práticas pedagógicas, a historicidade e a cultura local no que tange a
questão da valorização das manifestações culturais local, a partir de uma pesquisa
de cunho exploratório, no Jardim de Infância Amélia Lobo no município de São
Bento/MA. A partir de percepções sobre a realidade do município com relação ao fim
das manifestações culturais, emergiu o interesse por verificar como a escola lida
com essas questões e se dentro da sala de aula existe uma articulação entre
conteúdo programático e histórica local. Diante disso, para realização deste estudo
qualitativo foi realizado levantamento bibliográfico em textos científicos sobre o tema
(tendo como fonte de consulta o Google Acadêmico e o banco de Dados da Scielo) e
aplicação de questionário semiaberto com docentes vinculados ao Jardim de
Infância Amélia Lobo. Como referência utilizou-se autores como: Mazzaro (2010);
Gobbi (2010); Santos (2011); Leite (2014) e dentre outros os quais achamos
necessário como contribuição para desenvolvimento do trabalho. A pesquisa
demonstrou que apesar da tentativa de articular os conteúdos estabelecidos pela
Base Nacional Comum Curricular e a história local através das práticas pedagógicas,
as ações ainda são limitadas, tendo em vista a falta de formação para tal demanda o
que repercute sobre a falta de valorização cultural e a ausência da identidade
cultural local dentro do âmbito escolar

Get PDFEsta dissertação tem por objetivo colaborar para a compreensão da realidade brasileira, haja vista as condições reais de vida da maioria da população, traduzidas pela precariedade da cidadania vivenciada no país. A pesquisa foi empreendida tomando-se por conceitos norteadores a Administração Política, que assume como objeto a gestão das relações sociais, e a Formação Social, que compreende a inter-relação sistêmica entre as dimensões que forjam a realidade. O conceito de Formação Social foi tomado em sua acepção marxista. Sendo assim, este estudo elegeu para observação três dimensões principais: Sociedade, Estado e Economia, derredor das quais estrutura a análise. A respeito de cada uma destas ordens foram elaboradas, inicialmente, considerações gerais, que delineiam o quadro referencial de análise. Em seguida, os elementos específicos da formação social brasileira foram abordados. Ao identificar seus principais conceitos e categorias constituintes, explicitando a interação que estabelecem, pretendeu-se alcançar o intuito expresso. Importante registrar a teoria psicanalítica, que foi utilizada como fundamento para a discussão sobre a conformação do sujeito e do registro simbólico. O campo onde se desenvolveu a pesquisa é a literatura; tratou-se, portanto, de uma pesquisa teórica. A conclusão indicou as características atinentes às três dimensões da formação social e elabora uma sugestão de modelo de análise. This Master’s thesis aims to contribute to a better understanding of Brazilian reality, considering the actual living conditions of the majority of the population, shown by the precariousness citizenship experienced in the country. This research was conducted by the guiding concepts of Political Administration, which takes as its object the management of social relations, and Social Formation, that comprises the systemic interrelationship between the dimensions that shape the reality. The concept of Social Formation is taken in its Marxist sense. Thereby, this study chose to observe three main dimensions: Society, State and Economy, from which the analysis is structured. Considering each one of these dimensions, general assumptions are initially presented, and outline the framework of analysis. Then, the specific elements of Brazilian Social Formation are disclosed. As the research identifies those important concepts and constituent categories, describing the interaction established between then, it corroborates to the intent of reaching the expressed purpose. It’s important to highlight the Psychoanalytic Theory, which is used as a basis for debating about the conformation of the subject and the symbolic record. This research was developed as a literature review; being, therefore, a theoretical research. O Sistema de segurança interna em Portugal: Contributos para uma estratégia nacional contraterrorista
No full textA questão da Segurança, incluindo os diversos fenómenos criminais a ela associados,
tem repercussões, directas ou indirectas, na vida em sociedade. A Segurança é, por
isso, tema obrigatório na agenda política de governos para os quais Liberdade e
Segurança são pilares indispensáveis à prossecução dos fins últimos do Estado e ao
primado dos direitos, liberdades e garantias dos cidadãos.
A presente investigação tem como ponto de partida a análise do Sistema de
Segurança Interna em Portugal, tendo em conta não apenas os seus fundamentos
teórico-conceptuais, mas igualmente o seu processo evolutivo e adaptativo, face às
transformações operadas, em especial nas últimas décadas, no Sistema Internacional.
Tendo em conta as reformulações estratégicas e operacionais no âmbito da
Segurança, em especial após 2001, e a emergência de um “novo paradigma”
securitário, particularmente no denominado Mundo Ocidental, julgamos oportuna e
fundamental uma análise prospectiva e abrangente do fenómeno terrorista
internacional, já que este pode constituir-se como uma das ameaças mais prementes
à segurança do Estado Português.
Quaisquer contributos, passados, presentes ou futuros, que permitam gizar e
implementar uma Estratégia Nacional Contraterrorista — que dependerá sempre do
seu enquadramento e articulação com o sistema de segurança interna e da sua
eficácia ao nível dos actores, estratégicos e operacionais, que o integram — poderão
constituir instrumentos de análise, quer da coordenação e interoperabilidade do
próprio sistema, quer deste com outros sistemas e subsistemas com os quais se
articula, de que são exemplo os sectores da Defesa, Protecção Civil e Socorro, Justiça
e Sistema Prisional.
Pretendemos, assim, demonstrar que a Estratégia Nacional Contraterrorista é um
documento estratégico, indispensável à prossecução dos objectivos prosseguidos pela
arquitectura do sistema de segurança interna, cuja profundidade e alcance é
transversal não apenas a este sistema mas também a outros com ele convergentes.
A Estratégia Nacional Contraterrorista traduz, e no que ao contraterrorismo diz
respeito, a estrutura, interoperabilidade e eficácia, táctica e operacional, a prosseguir por cada um e entre todos os actores que integram o Sistema de Segurança Interna
em Portugal.
No quadro de ameaças à Segurança, de alcance global e cariz multifacetado, o
terrorismo internacional — em particular o de matriz islamista relacionado com a al-
Qaeda e Movimentos Associados (AQMA) — e a criminalidade organizada
transnacional parecem constituir dois dos maiores desafios que, num futuro imediato,
se colocam à segurança do Estado e dos cidadãos.Homeland security, including a diversity of related criminal phenomena, has nowadays
direct and indirect repercussions on life in society; hence, the prominent place it
deserves in the political agendas of Governments which envision Freedom and
Security as fundamental pillars in the pursuit of States' ultimate goals and the primacy
of citizens' rights, liberties and guarantees.
Our dissertation will start by analyzing the theoretical and conceptual framework of the
Portuguese Homeland Security System, as well as the evolutionary and adaptive
process it has undergone to tackle the transformations affecting the International
System in the last decades.
Taking into account the strategic and operational changes which took place in the field
of Homeland Security, namely after 2001, and the rise of a "new securitarian
paradigm", particularly in the so-called Western World, a comprehensive prospective
analysis of the international terrorism phenomenon at large seems opportune and
crucial, as it might pose one of the foremost threats to the security of the Portuguese
State.
Any contributions, past, present or future, aimed at tailoring and implementing a
National Counterterrorism Strategy – which will always depend on its framework and
close articulation with the homeland security system, as well as on its actual feasibility
by the strategic and operational players belonging to the latter – will ultimately be
instrumental as tools for analyzing the coordination and interoperability of the system
itself and with other linked systems and subsystems, e.g. Defence, Civil Protection and
Disaster Relief, Justice and Prison System.
We will seek to demonstrate that the National Counterterrorism Strategy is a strategic
document indispensable to reach the goals enshrined in the architecture of the
homeland security system, whose transversal and cross-cutting relevance
encompasses the latter and all the other converging systems. This Strategy will first bring into being the structure, interoperability and tactical and
operational efficiency of each and every player belonging to the Portuguese Homeland
Security System.
In a context of multiple security threats of global reach displaying diffuse and
multifaceted patterns, international terrorism – particularly of Islamic matrix and related
to al-Qaeda and Associated Movements (AQAM) –, along with transnational organized
crime, might spell the biggest challenges to the State and citizens' security in the near
future

No full textEsta investigação consiste em avaliar, caracterizar, explorar e compreender o perfil do praticante de surf adaptado, onde iremos constatar que é uma modalidade desportiva grande crescimento na atualidade.
Em parceria com a Associação Portuguesa de Surf Adaptado (SURFaddict), mais propriamente com o apoio do Nuno Vitorino (Presidente/Fundador desta associação, de realçar que foi a pioneira a trabalhar nesta área em Portugal e na Europa), conseguimos de Norte a Sul do País, de Abril a Outubro, participar em inúmeros eventos de surf adaptado, onde tive a feliz experiencia de poder contribuir como voluntário, e onde em paralelo conseguimos realizar os questionários como método de estudo/recolha de informação, aos vários praticantes que tiveram contacto com a modalidade.
Como método de recolha de informação foi criado e utilizado nos respectivos eventos um Questionário com a finalidade de caracterizar o surf adaptado na atualidade, identificar perfil do praticante, saber a sua opinião referente a esta modalidade e também perceber o que se pode melhorar em prol do desenvolvimento desta modalidade adaptada desportiva.
Outro dos objectivos desta investigação, irá ser demonstrar que o surf adaptado é uma modalidade com cada vez mais praticantes em Portugal, onde podemos refletir que poderá ser visto como um modelo de negócio no futuro.The main goal of this study consists in evaluate, characterize, explore and comprehend the adapted surf as an adapted sport, which has been having more relevance nowadays as a sport modality in this contemporary times.
With the sponsor of SURFaddict, specifically with the support of Nuno Vitorino (President and Founder of this association, first of its kind in Portugal and Europe), from April to October, we achieve to participate in several events of Adapted Surf, where I had the happy experience of contribute as a volunteer, and where the questionnaire was applied, as a form or information collect, to the participants who were in contact with this sport modality.
For information collect, was created and applied on the events a questionnaire with the purpose of characterize the Adapted Surf nowadays, identify the practitioner and also to understand what can be improved towards the development of this sport adapted modality.
Secondly, this investigation will try to show that Adapted Surf is a modality has an increasing number of participants in Portugal, where it can be seen an increase of more sponsors and national visibility
