Verwundbarkeit der Umwelt gegenüber Hochwasserereignissen: eine Untersuchung auf kommunaler Ebene
No full textBedingt durch den globalen Klimawandel werden Hochwasserereignisse mit hoher Wahrscheinlichkeit intensiver und häufiger. In jüngster Zeit werden für einen gezielten Hochwasserschutz zunehmend Verwundbarkeitsanalysen durchgeführt. Meist steht dabei die Verwundbarkeit der Gesellschaft im Fokus. Diese Arbeit widmet sich der Verwundbarkeit der Umwelt gegenüber Hochwasserereignissen. Betrachtet wird ausschließlich die Verwundbarkeit gegenüber potenziellen Schadwirkungen aus ungesicherten Kontaminationsquellen. Es wird ein Verfahren vorgestellt, mit dem unter Anwendung der Systemtheorie diese Verwundbarkeit in urbanen Räumen ermittelt werden kann. Dieses wissenschaftlich hergeleitete Verfahren wird danach in einen Praxisleitfaden, der eine GIS-basierte Schritt für Schritt-Anleitung zur Bestimmung der Umweltverwundbarkeit darstellt, überführt. Da dieses Verfahren auf Daten basiert, die üblicherweise in den Kommunen vorliegen, ist eine Übertragbarkeit auf alle Kommunen gegeben.Due to global climate change, there is a high probability that flood events will become more acute and more frequent. In recent times, vulnerability analyses have increasingly been carried out for targeted flood protection. Generally, the vulnerability of society is the focus in such analyses. This study addresses the vulnerability of the environment to flood events. It exclusively examines vulnerability regarding potential harmful effects from insecure sources of contamination. A method is presented by which this vulnerability in urban spaces can be determined using system theory. This scientifically derived method then leads into practical guidelines that represent GIS-based, step-by-step instructions for calculating environmental vulnerability. Since this method is based on data that is generally available in municipalities, it is possible to apply it to all municipalities
