Was the Mandal Commission Right? Living Standard Differences between Backward Classes and Other Social Groups in India
Affirmative action has been at the heart of public policies towards the socially disadvantaged in India. Compensatory discrimination policies which have been adopted for the Scheduled Castes (SC) and Scheduled Tribes (ST) since independence were recommended for Other Backward Classes (OBC) by the Mandal Commission established by the Indian government in 1979. We examine why OBC have lower living standards, as measured by per capita household consumption expenditures, relative to the mainstream population, and whether these reasons are similar to those observed for SC and ST. We find that while the causes of the living standard gap for the OBC are broadly similar to those for the SC and ST, the role of educational attainment in explaining the gap is higher in imporatnce for the OBC.

Resipientundersøkelse MAREN, Mandal, 2013
Det er gjennomført en resipientundersøkelse i forbindelse med sigevannsutslipp fra Brennevinsmyra avfallsanlegg i Mandal kommune, som slippes ut på 25 m dyp i Strømsvika. Undersøkelsen viste generelt tilfredsstillende forhold i resipienten. Den økologiske tilstanden på hardbunn og bløtbunn i nærområdet til utslippet var god og viste ikke tegn til påvirkning fra utslippet. Prøvetakingen av vannmasser var svært begrenset, men ga ikke indikasjoner på at sigevannet medførte forhøyede næringssaltkonsentrasjoner eller redusert oksygeninnhold. Miljøgiftinnholdet i bunnsedimentene viste lave verdier av metaller (klasse I og II) men høye verdier av organiske miljøgifter (Klasse III og IV). Det var manglende samsvar mellom innholdet av organiske miljøgifter i sedimentene og hvilke stoffer som måles i sigevannet fra deponiet (i internkontroller). Dette indikerer at det også kan være andre, og ikke nødvendigvis aktive, kilder av betydning. Denne konklusjonen støttes av det lave innholdet av miljøgifter i skjell og snegl

Årsliste 1999Undersøkelser av hydrografi (temperatur, saltholdighet og oksygen), bløtbunnsfauna, hardbunnsorganismer i strandsonen og termotolerante koliforme bakterier (TKB) ble foretatt i skjærgården utenfor Tregde, Mandal kommune, sommeren og høsten 1999. Undersøkelsen viste god vannutskiftning ved nytt utslippspunkt for avløpsvann og ingen tegn til gjennomslag av avløpsvann til overflaten. Tangvegetasjonen på grunt vann hadde mange arter og høyt artsmangfold, men det var enkelte tegn til overflod av næringssalter. I bunnområdene ved utslippet var bløtbunnsfaunaen preget av forurensningstolerant fauna med noe nedsatt artsmangfold, og sedimentene hadde høyt organisk innhold. Resultatene representerer tilstanden før igangsetting av utslippet, og viser at området er sårbart for økte tilførslerMandal kommun
The maternal immune system during pregnancy and its influence on fetal development
The maternal immune system plays a critical role in the establishment, maintenance, and completion of a healthy pregnancy. However, the specific mechanisms utilized to achieve these goals are not well understood. Various cells and molecules of the immune system are key players in the development and function of the placenta and the fetus. Effector cells of the immune system act to promote and yet limit placental development. The T helper 1 (Th1)/T helper 2 (Th2) immune shift during pregnancy is well established. A fine balance between proinflammatory and anti-inflammatory influences is required. We herein review the evidence regarding maternal tolerance of fetal tissues and the underlying cell-mediated immune and humoral (hormones and cytokines) mechanisms. We also note the many unanswered questions in our understanding of these mechanisms. In addition, we summarize the clinical manifestations of an altered maternal immune system during pregnancy related to susceptibility to common viral, bacterial, and parasitic infections, as well as to autoimmune diseases.Peer reviewe
Software for Implementing the Sequential Elimination of Level Combinations Algorithm
Genetic algorithms (GAs) are a popular technology to search for an optimum in a large search space. Using new concepts of forbidden array and weighted mutation, Mandal, Wu, and Johnson (2006) used elements of GAs to introduce a new global optimization technique called sequential elimination of level combinations (SELC), that efficiently finds optimums. A SAS macro, and MATLAB and R functions are developed to implement the SELC algorithm.

RADARSAT-2 Quad-pol SAR data preprocessing workflow in SNAP
RADARSAT-2 images are acquired in SLC format. The full-polarimetric images are multi-looked (in the range and azimuth) to generate the coherency matrix T. At first calibration is performed with a complex format output option. Then the 3x3 coherency matrix T is generated, following multi-looking and polarimetric speckle filtering. Finally, the despeckled product is terrain corrected and exported in a PolSARpro format (.bin and .hrd files). This product is further utilized to form the Generalized Radar Vegetation Index (GRVI). The .xml file includes the XML codes for the preprocessing workflow and to be performed in SNAP
