Caso examines the key points of the constantly evolving topics involved, with a particular emphasis on Italy, and to them the author of the article adds her considerations, covering current systems for research evaluation, bibliometrics, open access, copyright and the role of academic libraries

La valutazione della ricerca in Olanda. Un’analisi comparativa con il sistema italiano
Full text linkThe article gives a general description of the framework for research assessment in The Netherlands, comparing it to the Italian system for research evaluation run by ANVUR. In The Netherlands research assessment is based on SEP (Standard Evaluation Protocol), a flexible and adaptable protocol, realized in collaboration by VSNU (Association of Universities in The Netherlands), NWO (The Netherlands Organisation for Scientific Research) and KNAW (The Royal Netherlands Academy of Arts and Science), and is conducted every six years. Bibliometric indicators are only one kind of indicator that SEP proposes and are complemented by quality indicators like description of the societal relevance, integrity of research, diversity of research. Also, special emphasis in Dutch academic system is given to open access, particularly increased after a steady statement in support of open access to publications expressed by Parliament in 2014
Le biblioteche per il Bene Comune: verso un nuovo Umanesimo
No full textNoam Chomsky nel suo discorso sul Bene Comune individua le biblioteche come uno degli esempi di strutture sociali importanti poiché rivolte a tutti e non soltanto alle classi benestanti e colte, in grado quindi di offrire un’opportunità per colmare i divari sociali e culturali. Nella società contemporanea, fondata sul modello del capitalismo sociale, le biblioteche sono tra le poche istituzioni che incarnano il concetto di Bene Comune. Le origini del concetto si collocano nell’antica Grecia - per Aristotele il bene comune era l’obiettivo della democrazia - poi per molti secoli il dibattito sul Bene Comune è stato marginalizzato. A partire dalla seconda metà del XX secolo il tema è tornato ad essere centrale nelle riflessioni rivolte a prefigurare un modello alternativo al capitalismo sociale imperante, i cui effetti in termini di diseguaglianze sono traslati, e a volte esasperati, nel mondo digitale. Tale modello alternativo è basato sulla cooperazione, sul rafforzamento delle relazioni all’interno di comunità solide, sulla capacità degli individui di costruire nuove regole per una società sostenibile e verso un nuovo Umanesimo che riporti al centro i valori umani fondamentali. Le biblioteche sono esse stesse beni comuni materiali in quanto servizio di pubblica utilità, ma sono anche custodi di un bene comune immateriale, la conoscenza, come accumulata nel corso della storia dell’umanità e depositata su supporti analogici e digitali. Per il tramite delle biblioteche, la comunità, senza alcuna forma di discriminazione, può accedere al patrimonio di conoscenza che gli è proprio, in quanto bene comune. La sfida per le biblioteche è oggi continuare a salvaguardare il bene comune della conoscenza, contribuendo a mantenere le comunità coese e solide, garantendo un accesso alla conoscenza aperto, inclusivo, sostenibile, in qualsiasi formato si presenti, e soprattutto contrastando le limitazioni al carattere pubblico della conoscenza che il digitale spesso introduce

Full text linkSince the introduction of research assessment systems at institutional level in the 1980s, the ongoing debate on the roles and functions of peer review and bibliometrics has been vivid and lively. In the first part of the article, the main lines over time of this debate are traced, and a reflection on the epistemic functions of peer review and citations is proposed. In Italy, the first research assessment exercise (VTR) was based on peer review only, while the following ones (VQR) were based on different methods for bibliometric disciplines and non-bibliometric disciplines, namely bibliometric indicators and peer review. Starting from a data analysis on Italian publications, and using as a sample data from M-STO/08 (Archival science, bibliography and library science) area, the essay shows some trends and changes in publication habits in HSS. Conclusions open a perspective on revitalization of peer review as a solid qualitative method for research assessment
