    By the end of the 19th century, public and scientific authorities had reported an explosion in juvenile delinquency worldwide. The phenomenon caused such a great alarm that it was described as the most urgent social issue. The study of juvenile offenders became the main laboratory for the definition of a new relationship between the state and families.
