ITS Academy: una scommessa vincente? L’istruzione terziaria professionalizzante in Italia e in Europa
Gli ITS (Istituti Tecnici Superiori), dal 2022 ribattezzati ITS Academy, nascono 15 anni fa per dare ai diplomati tecnici e professionali una formazione e prospettive di lavoro più qualificate e per aiutare l’economia italiana a crescere sul piano dell’innovazione. Gli ITS rappresentano il tentativo di rimediare all’assenza di un’istruzione terziaria professionalizzante nel nostro Paese, che in gran parte spiega perché il numero di laureati resti fra i più bassi d’Europa. Lo stesso PNRR ha investito risorse importanti per rafforzarli.
Questo Rapporto ricostruisce la faticosa evoluzione degli ITS dal 2007 a oggi e si interroga sulle loro prospettive, mettendone in luce i limiti – in termini di dimensione, diffusione e capacità di attrazione – attraverso un confronto con i modelli di istruzione terziaria professionalizzante in Francia, Germania, Spagna e Svizzera

The new Italian agency for the evaluation of the university system (ANVUR) : a need for governance or legitimacy?
After nearly 20 years of evaluation in Italian higher education, a new national agency for the evaluation of the university system (ANVUR) came into being in 2011. This article traces the history of evaluation in Italian universities, discussing the tasks assigned to the national evaluation bodies and their functions within the university system. In order to analyse the evolution of national evaluation systems the article discusses the contribution made by evaluation to the governance system mechanisms and the legitimacy requirements to which the universities are subject. Il percorso della valutazione e controllo nei ministeri italiani
The set of laws named after the minister Brunetta has modified control systems in Italian public administrations by paying particular attention to the question of performance. In addition to important innovations there are, however, continuities with the existing evaluation framework which had previously undergone several improvements. Making reference to Italian Ministries, this paper reconstructs the multifaceted and complex development of evaluation from 1993 on and examines the determinants of the effectiveness of evaluation and control systems. The analysis concludes that the factors that were an impediment to the development of evaluation in public administrations in the past do not appear to find a solution in the new legislatio
La valutazione nelle università europee
The evaluation of university activities is a much debated issue. The evaluation
mechanisms have played a central role in the reform processes involving European universities
and are pivotal in the internationalisation process of the university sector by promoting a
processes of mutual recognition among national university systems. This article describes the
supranational relevance of this trend and presents the milestones of the teaching and research
evaluation models in five countries (France, Germany, England, the Netherlands, Spain) by
highlighting the links between national evaluation exercises and the decision-making processes
within universities. The aims of this review are: to identify some evolutionary trends in the
evaluation processes carried out in the European universities; to establish a relationship between
national systems, autonomy of universities and internal evaluation mechanisms; and to
highlight the issues concerning the impact of evaluation mechanisms on academic behaviour
The difficult transition of the Italian university system : growth, underfunding and reforms
The evolution of Italian universities in terms of growth, economic sustainability and reforms can be interpreted in the light of the élite, mass and universal access categories defined by Martin Trow. The findings from this analysis show that although the number of enrolled students and funding problems propel the Italian university system towards the universal access stage, activities and functioning mechanisms are lagging far behind, since they are still involved in the transition from the élite to mass stage. Interpretation of the changes since 1980 on the basis of the New Public Management (NPM) paradigm and the notion of diversity allows identification of the reasons for this discrepancy as being mostly related to backwardness in terms of ideas and values rather than a lack of management techniques
