    Public spending and Scottish devolution : crowding out, or crowding in?

    There has been a developing debate about the performance of the Scottish economy under devolution and the effect of the expansion of the public sector on Scottish growth. Several commentators have expressed concern that the size of the public sector in Scotland is now a drag on growth, while others take a more sanguine view. This debate is well summarised in Marsh and Zuleeg (2006). However, this is a debate in which the evidence is often not well marshalled and there is often more heat than light generated. There is a suspicion that arguments about the effect and role of the public sector often derive more from the ultimate values and political preferences of proponents than from hard analysis and evidence

    A Cellular Automata Simulation of the 1990s Russian Housing Privatization Decision

    The study uses a computational approach to study the phenomenon of housing privatization in Russia in the 1990s. As part of the housing reform flats in multi-family buildings were offered to their residents free of payment. Nevertheless rapid mass housing privatization did not take place. While this outcome admits a number of explanations this analysis emphasizes the fact that the environment in which the decision-making households were operating had a high degree of uncertainty and imposed a high information-processing requirement on the decision-makers. Using the bounded rationality paradigm, the study builds a case for a cellular automata simulation of household decision-making in the context of housing privatization reforms in Russia in the 1990s.     This number of journal is devoted to the 11th annual International Scientific Conference “Regional Identity: the Paradigm of Public Welfare of the Baltic Sea Region” dedicated this year to the 25th anniversary of Klaipeda University. The Conference was in Klaipeda University (Lithuania) on the 24th–25th of September 2015. The main purpose of the conference is to promote the actualization of social science research, revealing social sciences’ impact on regions.     Досліджено адаптаційну здатність, стан і продуктивність підвидів сосни жовтої у географічних культурах. Проведено порівняння інтенсивності росту, селекційної структури та стану кліматипів. Встановлено, що підвид Pinus ponderosa subsp. ponderosa (Duglas ex Lawson) характеризується значним переважанням за висотою, кращою селекційною структурою та станом порівняно з іншими підвидами в умовах Харківщини. Виявлено що за сукупністю показників збереженості, продуктивності якісної структури та стану переважають такі походження цього підвиду: 819 (Darbi, M), 865 (Bend, OR) та 866 (Okanogan, W).The adaptability, condition and productivity of subspecies in provenance tests are carried out. The comparative analysis of growth intensity, selection structure and condition was presented. The subspecies of Pinus ponderosa sub species ponderosa (Douglas ex Lawson) was determined from the other predominance in height, better selection structure and condition in Kharkiv region. The aggregate estimation of preservation, productivity, quality and condition are dominated of the origin of these tree subspecies 819 (Darbi, M), 865 (Bend, OR) and 866 (Okanogan, W).Исследованы адаптивная способность, состояние и производительность подвидов сосны желтой в географических культурах. Проведено сравнение интенсивности роста, селекционной структуры и состояния климатипов. Установлено, что подвид Pinus ponderosa subsp. ponderosa (Duglas ex Lawson) характеризуется значительным преобладанием по высоте, лучше селекционной структурой и состоянием в сравнении с другими подвидами в условиях Харьковщины. Выявлено, что по совокупности показателей сохранности, производительности, качественной структуры и состояния преобладают такие происхождения этого подвида: 819 (Darbi, M), 865 (Bend, OR) и 866 (Okanogan, W)

    Effect of high-voltage power lines electromagnetic field on growth and development of green bean (Phaseolus vulgaris L.)

    Relevance. High voltage electric power transmission lines (HVEPTL) cover a fairly large area of agricultural land all over the world. Investigations of electromagnetic field effect on growth and development of plants are held in various countries. The reaction of individual plant species and even varieties to the electromagnetic field manifests itself in different ways. The network of HVEPTL is growing steadily in our region as well. Nevertheless, information about the effect of the electromagnetic field on bean plants is rather scares. The aim of the present work was to evaluate HVEPTL effect on the growth and development of vegetable beans, depending on the intensity of the electromagnetic field.Material and Methods. The work was achieved on green beans Phaseolus vulgaris L. (Sakfit, Pagoda, MBZ 556, Arishka cvs) grown in conditions of different electromagnetic field values under HVEPTL. Biometrical parameters, plant productivity, yield, dry matter, photosynthetic pigments content, ascorbic acid, total antioxidant activity and total phenolics were determined.Results. In the ranges of electric field values from (5-10) to (400-440) B/m and magnetic field from 0 to 0.53 μT a beneficial effect of electromagnetic field on accumulation of leaves photosynthetic pigments (15-65% increase of chlorophyll а and 6-52% increase of chlorophyll b), polyphenol content (increase up to 17%), antioxidant activity (1-15% increase), and dry matter content (2,5-11% increase) and beans ascorbic acid levels (12-28% increase) were registered. Accordingy, increased plants growth, development and productivity were demonstrated. Peculiarities of beans plants grown under HVEPTL included decrease leaves carotene levels at electric field level of 60-100 B/m (70 m form HVEPTL), and lack of correlation between chlorophyll and carotene in leaves and total antioxidant activity and phenolics content at the stage of technical ripening

    The article considers adjectival neologisms of V. Tokareva, through which the author verbalizes her attitude and aesthetic views. The paper presents a typology of such neologisms considering the ways of word formation and derivation formants. It is noted that the predominantly words, created according to productive word-formation models have clear meaning shown in their structure. The authors note that prefixes sub-, super- and suffixes -ovat-, -sk-, n- are the most productive ones. Among active prepositional formants are super-, semi-. The specific feature of V. Tokareva’s prose is the use of grammar forms. The article also identifies and analyzes structural, semantic, and functional features of neologisms. Special attention is drawn to the subjects and objects of reality receiving non-standard definitions
