The silence of the administration is an institute of Administrative Law in which at the absence of a response from the public entity is assigned a meaning, usually dismissing the petition. The uruguayan and argentine administrative systems have important similarities and some differences in their regulation. In this paper, both systems are compared, pointing their differences and points in common.El silencio de la administración es un instituto del Derecho Administrativo en el que a la falta de respuesta del ente público se le asigna un significado, por lo general desestimatorio. Los sistemas administrativos uruguayo y argentino poseen importantes similitudes y algunas diferencias en su regulación. Commentary--Discussion of "Online Display Advertising: Targeting and Obtrusiveness" by Avi Goldfarb and Catherine Tucker
In "Online Display Advertising: Targeting and Obtrusiveness," Avi Goldfarb and Catherine Tucker present an empirical investigation and discussion of consumers' reactions to obtrusive and targeted Internet advertisements. They find, among other things, that obtrusive advertisements when combined with targeting tend to generate no greater effectiveness in consumer response than either method used alone. Perhaps one of the most interesting findings in their results involves the authors' focus on privacy salience and its connection to advertisement presentation. This brief discussion of their work (1) highlights the importance of further research in line with the well-crafted privacy preference inquiries of Goldfarb and Tucker's study and (2) complements the authors' discussion regarding possible public policy implications with a legal discussion elaborating on existing legal grounds for liability and restrictions on advertising consumers perceive as privacy invasive.law, policy, privacy

Modified limited-memory Broyden-Fletcher-Goldfarb-Shanno algorithm for unconstrained optimization problem
The use of the self-scaling Broyden-Fletcher-Goldfarb-Shanno (BFGS) method is very efficient for the resolution of large-scale optimization problems, in this paper, we present a new algorithm and modified the selfscaling BFGS algorithm. Also, based on noticeable non-monotone line search properties, we discovered and employed a new non-monotone idea. Thereafter first, an updated formula is exhorted to the convergent Hessian matrix and we have achieved the secant condition, second, we established the global convergence properties of the algorithm under some mild conditions and the objective function is not convexity hypothesis. A promising behavior is achieved and the numerical results are also reported of the new algorithm
Toward the development of user-centered neurointegrated lower limb prostheses
The last few years witnessed radical improvements in lower-limb prostheses. Researchers have presented innovative solutions to overcome the limits of the first generation of prostheses, refining specific aspects which could be implemented in future prostheses designs. Each aspect of lower-limb prostheses has been upgraded, but despite these advances, a number of deficiencies remain and the most capable limb prostheses fall far short of the capabilities of the healthy limb. This paper describes the current state of prosthesis technology; identifies a number of deficiencies across the spectrum of lower limb prosthetic components with respect to users' needs; and discusses research opportunities in design and control that would substantially improve functionality concerning each deficiency. In doing so, the authors present a roadmap of patients related issues that should be addressed in order to fulfill the vision of a next-generation, neurally-integrated, highly-functional lower limb prosthesis
