This article is distributed under the terms of the Creative Commons Attribution License, which permits unrestricted use and redistribution provided that the original author and source are credited.When the nucleolus disassembles during open mitosis, many nucleolar proteins and RNAs associate with chromosomes, establishing a perichromosomal compartment coating the chromosome periphery. At present nothing is known about the function of this poorly characterised compartment. In this study, we report that the nucleolar protein Ki-67 is required for the assembly of the perichromosomal compartment in human cells. Ki-67 is a cell-cycle regulated protein phosphatase 1-binding protein that is involved in phospho-regulation of the nucleolar protein B23/nucleophosmin. Following siRNA depletion of Ki-67, NIFK, B23, nucleolin, and four novel chromosome periphery proteins all fail to associate with the periphery of human chromosomes. Correlative light and electron microscopy (CLEM) images suggest a near-complete loss of the entire perichromosomal compartment. Mitotic chromosome condensation and intrinsic structure appear normal in the absence of the perichromosomal compartment but significant differences in nucleolar reassembly and nuclear organisation are observed in post-mitotic cells

No full textThis project consists of a qualitative study of the WWII correspondence of Captain Brad Marsh from the collection of letters donated by his daughter on April 26, 2013. I draw from the narrative theory and works of Wayne Booth to examine Marsh’s construction of self as an implied author by examining how he presents his experiences and portrays his emotions. I also examine how Marsh constructs his implied self by paying attention to details such as the information he shares with Lynn and how he presents it. I explore the nature of the implied author and reader in the correspondence and also how the relationship between the implied writer and reader influences the understanding of an unintended audience

No full textThe research presented in this thesis rests on the premise that the administrative and legal systems of France have a critical bearing on the way that decisions on applications for permissions to build are taken, and the nature of the
decisions themselves. In the knowledge that the French system of law offered a legalistic, regulatory franiework for planning policy and policy implementation, four
specific questions are posed: firstly about the relationship of plans to development control decisions; secondly about the effects of the system on applicants; thirdly about the possibilities for third parties to be involved in, and seek redress from, development control decisions and fourthly about the effects of the decentralisation of development control powers that has taken place since 1983. These questions are then located within a broader discussion of discretion, accountability and the management of uncertainty. The theoretical discussion of the first chapter paves the way for a more detailed presentation of the nature and origins of French local administration and French planning law and procedure which in turn lead to a case study of the 55 communes of the Urban Community of Lyon and eight studies of development control applications which are explored through an examination of the case file documents and interviews with participants. Two sets of conclusions are drawn from the study. The first set concerns the
effects of a legalised system on the making and implementation of planning policy. The first conclusion is that the legalistic approach of the French planning system
appears to create serious difficulties for finding an appropriate expression for policy. In part the problem is shown to be as much a question of ethos as of what is really
possible under the law, amid some examples of practice in Lyon show how flexibility is still possible even within a legalised system. The second conclusion is that once the
rules are departed from, the system offers no alternative means of testing policy in its specific application, although the use of non-statutory consultation meetings in Lyon has gone some way to meeting the problem. The third is that the pattern of zoning and regulations does not appear to help the maintenance of a planning strategy. The fourth is that a legalised system does not promote certainty for either administrators or applicants. The fifth is that a legalised system does not permit third parties to participate in the decision-making and ensures that objections are seen mainly as being about property values.
The second set of conclusions has to do with the question of the power to decide and the accountability of decision-makers. The first is that the legalised system, while offering potential for agency discretion, nevertheless appears to favour officer discretion which on the evidence of the case studies is rife. While offering mayors the possibility of tactical power, it appears to reduce the accountability for decisions taken. Moreover, the control of the legality of decisions is dependent equally upon the discretion of the prefect. The second is that the pattern of crossregulation within the French system of local government has ensured the continuity of dependencies between the principal actors in the planning system. The final
conclusion is that decentralisation has had relatively little effect on the balance of power. In the Lyon conurbation, COURLY would appear to be the principal
beneficiary of the new powers, which would suggest that more power will be concentrated in future at the local level, but that the power will not be any more susceptible to control by the electorate

A new redundant binary Booth encoding for fast 2^n-bit multiplier design
No full textThe use of redundant binary (RB) arithmetic in the
design of high-speed digital multipliers is beneficial due to its high
modularity and carry-free addition. To reduce the number of partial
products, a high-radix-modified Booth encoding algorithm is
desired. However, its use is hampered by the complexity of generating
the hard multiples and the overheads resulting from negative
multiples and normal binary (NB) to RB number conversion. This
paper proposes a new RB Booth encoding scheme to circumvent
these problems. The idea is to polarize two adjacent Booth encoded
digits to directly form an RB partial product to avoid the hard multiple
of high-radix Booth encoding without incurring any correction
vector. The proposed method leads to lower encoding and decoding
complexity than the recently proposed RB Booth encoder.
Synthesis results using Artisan TSMC 0.18- m standard-cell library
show that the RB multipliers designed with our proposed
Booth encoding algorithm exhibit on average 14% higher speed
and 17% less energy-delay product than the existing multiplication
algorithms for a gamut of power-of-two word lengths from 8

No full textThis thesis is situated within the comparatively recent developments of Web 2.0 and the emergence of interactive WikiMedia, and explores the mode of authorship within a Read/Write culture compared to that of a Read/Only tradition. The hypothesis of this study is that the role of the audience has become merged with the author, and as such, represents new functions and attributes, distinct from a more conventional concept of authorship, in which the roles of audience and author are more separate. Read/Write and participatory culture, as defined by this study, is focused on collaboration, and includes the influences of D.I.Y. culture, Open-Source practices and the production of text by multiple authors. Multi-authorship presents a re-thinking of several concepts which support the notion of the individual author, since the focus of multi-authorship is not on attribution and ownership of a finished text, but on the continued malleability of a text. Modes of multi-authorship, demonstrated in the use of the pseudonyms Alan Smithee and Karen Eliot, represent declarative authors whose names signify multiple origins, whilst concurrently indicating a distinct body of work. The function of these names form an important context to this study, since primary research involves the construction of an experimental mode of multi-authorship utilising WikiMedia technology and the interaction of thirty nine participants, who are invited to create a body of work under the collective pseudonym Karen Karnak. The data generated by this experiment is analysed using aspects of Michel Foucault's author-function to identify and determine power structures inherent in the WikiMedia context. The interplay of power structures, including concepts such as identity, ownership and the body of work, affect the resulting mode of authorship and contribute to the construction of Karen Karnak, suggesting further areas of research into the emerging multi-author

No full textWhile researching my dissertation topic, “Edwin Booth: Theatre Manager,” I happened upon a previously unpublished letter written by Booth to a Jno. M. Leavitt. In this letter, Booth gives a contemporary and perhaps surprising evaluation of Dion Boucicault's playwriting, he articulates a set of guidelines for playwrights, and his comments on playwriting indicate a theory of play production which actually guided Booth's own work as actor-manager of Booth's Theatre from 1869 to 1873.</jats:p
Hyperfine splitting of [Al VI] 3.66 mu m and the Al isotopic ratio in NGC 6302
No full textThe core of planetary nebula NGC 6302 is filled with high-excitation photoionized gas at low expansion velocities. It represents a unique astrophysical situation in which to search for hyperfine structure (HFS) in coronal emission lines from highly ionized species. HFS is otherwise blended by thermal or velocity broadening. Spectra containing [Al vr] 3.66 mu m P-3(2) <- P-3(1), obtained with Phoenix on Gemini South at resolving powers of up to 75000, resolve the line into five hyperfine components separated by 20-60 km s(-1) as a result of the coupling of the I = 5/2 nuclear spin of Al-27 with the total electronic angular momentum J. The isotope Al-26 has a different nuclear spin of I = 5, and a different HFS, which allows us to place a 3 sigma upper limit on the Al-26/Al-27 abundance ratio of 1/33. We measure the HFS magnetic dipole coupling constants for [Al vr], and provide the first estimates of the electric quadrupole HFS coupling constants obtained through astronomical observations of an atomic transition
