    The mean suspended sediment concentration profile of silty sediments under wave-dominant conditions

    Suspended sediment concentration (SSC) is one of the fundamental topics in sediment study. The parameterization of the SSC profile of silty sediments is still under-researched. This study focuses on the mean SSC profile for silty sediments under non-breaking wave-dominant conditions. First, inspired by a 1DV model, different types of the distribution of mean eddy viscosity were proposed, i.e., a toe-type distribution over flat bed and a constant-toe type distribution over rippled bed. Then, the time-averaged diffusion equation for suspended sediment transport was analytically solved, and expressions for the mean SSC profiles were derived. The expressions involve several basic physical processes, including the effects of bed forms, stratification, hindered settling and mobile bed. Verification using a number of experimental datasets showed that the proposed expressions can properly calculate the mean SSC for silt and are applicable for sand as well. In conclusion, this research provides an approach to estimate the mean SSC for silty sediments under wave-dominant conditions, which is expected to be applicable for engineering practice and numerical modelling.Accepted Author ManuscriptCoastal Engineerin

    China's rural development challenges: land tenure reform and local institutional experimentation

    Despite its unprecedented achievements in rural development, China remains a lower-middle income country. Unsound practices in farmland use and management have contributed to farmland loss, rising social conflicts and deprivation of the landless, which perpetuates rural poverty and land tenure insecurity of the weak and poor. The current hybrid land tenure systems characterized by collective ownership and individual use rights exert both positive and negative effects on land governance. China’s approach to land laws, policies and institutional reforms is characterized by inherent weaknesses which impede the strengthening of peasants’ rights and collective action in the process. With the simplistic assumption on the importance of land tenure to facilitate its transferability and scaled agricultural production, the current reform is undergoing a risky transformation that may backfire. In this sense, the Chinese approach bears resemblances with other countries whose experiences have failed the poor and have produced unintended consequences. In essence, the failure to take into account the livelihoods of the poor especially from sustainable land use perspectives exemplifies their pursuit of short-term gains rather than longer-term solutions to complex rural development issues. The challenges confronting China’s rural development require a renewed understanding of what constitutes an appropriate land tenure system that suits the local conditions of a given community. This needs a holistic study of what kind of land tenure systems exist in China, how they have worked in the past, what their problems are, and how they can be redressed to suit the needs of the poor.     An empirical study on the influence of government transformational leadership on subordinates' job performance

    Since China implemented reform and opening up 38 years ago, the government has unanimously adopted opening-door policy, paying attention to drawing management experience from western developed countries, thus forming a set of administrative management system with Chinese characteristics, which promoted rapid development of Chinese society. Under this background, a large number of transformational leaders have emerged in civil servants of Chinese government, who have high degree, broad vision, are full of aspiration, courageous to make innovation, and care for subordinates. They have become main drivers of reform and opening up in China society. This thesis will combine researches in existing transformational leadership theory and characteristics of Chinese government transformational leadership, elaborate relationship among transformational leadership, leadership-member exchange, trust, and job performance in Chinese local governments, establish concept model and make structured questionnaire, and carried out questionnaire survey on leaders and staff in part of county or district governments in Sichuan Province, Chongqing Municipality, Gansu Province, Hunan Province and Guangdong Province of China. This research has adopted statistical software of SPSS 17.0 and LISREL8.5 and employed methods of factor analysis, correlation analysis and structural equation model (SEM) to verify theoretical model and research assumptions. The analysis shows that: (1) in this thesis, the proposed model is verified on the whole, well revealing the influential mechanism of transformational leadership on government employees’ job performance. (2) Transformational leadership, leader-member exchange, psychological empowerment and trust all have positive influence on job performance. (3) Four dimensions of transformational leadership exert positive impact on leader-member exchange and trust. (4) Four dimensions of transformational leadership generate positive influence on job performance through two variables of leader-member exchange and trust. Based on the research, this thesis argues that in order to improve job performance of government civil servants, local government leaders in China must learn from transformational leaders, and change traditional leading behavior ways; meanwhile, Chinese government should establish sound and perfect mechanism of transformational leadership selecting, cultivating and employing, and continue to enhance the overall management level of government leaders.Desde a implementação das reformas e abertura verificada na China há 38 anos,o Governo adotou uma política homogénea de portas abertas e incorporou nas suas práticas a experiência de gestão dos países ocidentais mais desenvolvidos, o que permitiu o desenvolvimento de sistemas de gestão dotados de características chinesas, o que ajudou a promover o rápido desenvolvimento da sociedade chinesa. Neste contexto, o Governo chinês viu emergir um acentuado número de líderes transformacionais, com elevada qualificação, uma visão ampla, com elevadas aspirações de desempenho, com a coragem para introduzir inovações e com propensão para se ocuparem dos seus subordinados. Estes líderes tornaram-se os principais motores da reforma e da abertura da sociedade chinesa. Esta tese combina pesquisa conduzida no âmbito da teoria da liderança transformacional com as especificidades da liderança transformacional existente no Governo chinês e elabora um modelo conceptual que relaciona a liderança transformacional, as trocas lideres-membros, a confiança e o desempenho no trabalho em unidades locais do Governo chinês. Um questionário estruturado medindo estes conceitos foi usado para recolher dados em líderes e em colaboradores (653 pares de lideres-subordinados) em unidades de Governo nacional ou distrital no município de Chongqing e nas províncias de Sichuan Gansu, Hunan eGuangdong, A análise de dados foi realizadas através dos programas SPSS 17.0 e LISREL 8.5, tendo sido usados métodos de análise fatorial, análise de regressão e modelação de equações estruturais, de modo a testar o modelo e respetivas proposições da investigação. A análise mostra que: 1) o modelo proposto encontra suporte empírico na sua quase totalidade, evidenciando a influência da liderança transformacional no desempenho dos colaboradores do Governo; 2) A liderança transformacional, as trocas lideres-membros e a confiança têm uma influência positiva no desempenho no trabalho; 3) quatro dimensões da liderança transformacional têm um impacto positivo nas trocas lideres-membros e na confiança; 3) quatro dimensões da liderança transformacional têm um efeito positivo sobre o desempenho no trabalho por intermédio da sua relação com as trocas lideres-membros e com a confiança. Com base no padrão de resultados obtido, esta tese propõe que o desempenho no trabalho dos servidores públicos poderá ser elevado se os líderes governamentais chineses desenvolverem as competências de liderança transformacional.
