"No que você está pensando?" : o discurso do mal-estar Docente produzido no Facebook e a fabricação dos modos de ser professor na contemporaneidade
Esta Dissertação tem por objetivo investigar o discurso do mal-estar docente produzido no Facebook e como este vem incidindo nos modos de ser e exercer a docência na contemporaneidade. Para isso, apoio-me nos estudos pós-estruturalistas e em alguns conceitos-ferramentas de Michel Foucault, tais como governamento e processos de subjetivação. Analiso nessa pesquisa algumas postagens publicadas nas páginas "Professores Sofredores", "Professora Indelicada" e "Pedagogia da Depressão", durante o período de 2012 até junho de 2016, assim como os comentários dos professores feitos nessas páginas. A escolha por essas páginas deu-se devido ao maior número de seguidores. Ao selecionar meu material empírico, produzo cinco categorias analíticas, quais sejam: 1) Professor, o salvador da nação: práticas pastorais reconfiguradas ao exercício docente contemporâneo; 2) Mal-estar docente; 3) Medicalização docente: a proliferação de doenças físicas e psíquicas como produtores da Biodocência; 4) "Desculpe o desabafo": a sociedade da hiperconfissão como constituinte das "extimidades docentes" e 5) Entre a ironia e a contestação: possíveis movimentos de resistência e contraconduta. Ao analisar o primeiro eixo percebi que alguns discursos sobre a docência vinculam-se as práticas do poder pastoral, estudado por Michel Foucault. Nesses discursos encontramos expressões como missão, vocação, amor, renúncia, sacrifício, etc., que aparecem associados ao exercício docente. Na segunda unidade analítica apresento algumas contribuições deixadas por Esteve (1999) ao discutir sobre o mal-estar docente. Nesse estudo, o autor traça alguns motivos que vêm agravando o processo de mal-estar sentido pelos professores: problemas de relacionamento entre colegas de profissão, pais e alunos, desvalorização salarial, excesso de atribuições destinadas à função docente, etc., são alguns dos indícios analisados. Ao olhar para os discursos dos professores no Facebook percebi algumas recorrências, aproximando-se das discussões de Esteve. Já na terceira unidade venho discutindo sobre o processo de medicalização docente. Nesta, visualizo que algumas causas sociais são transformadas em patologias, em descrições médicas que precisam ser diagnosticadas e tratadas com o uso de medicamentos. Muitos professores afirmam não conseguir exercer a docência sem o uso de remédios, indicando uma preocupante constatação. Essa recorrência discursiva aproxima-se das discussões de Caliman (2013), pois a autora afirma que estamos vivendo em uma era das cidadanias biológicas em que os corpos dos sujeitos são marcados por doenças. Assim, produzo o conceito que venho sustentando nessa pesquisa de Biodocência, pois entendo que algumas doenças físicas e também psíquicas vêm marcando e constituindo as formas de ser professor na contemporaneidade. Na quarto eixo dessa investigação analiso alguns desabafos dos professores feitos nas páginas virtuais. São queixas e lamúrias de seu exercício docente que são confessadas publicamente, esmaecendo as fronteiras entre o público e o privado, aproximando-se das discussões de Sibilia (2008) sobre o conceito de extimidade. E na última seção mostro como algumas postagens e narrativas dos professores estão associadas a um movimento de contraconduta, discutido por Foucault. São discursos fortemente marcados por um tom de ironia, ou que se manifestam de forma contrária ao que está posto em certos memes, criados pelas páginas. Assim, em cada categoria analisada, fui percebendo que o discurso do mal-estar docente produzido no Facebook vincula-se a outros tantos discursos, como o da missão, o da medicalização, o da hiperconfissão e o da contestação, e que todos esses discursos vêm operando estratégias de governamento e agindo nos processos de subjetivação docente.This dissertation aims to investigate the teacher malaise discourse produced on Facebook and how it has been influencing the ways of being and practicing teaching in the contemporary world. To that end, I rely on post-structuralist studies and on some of Michel Foucault's concepts-tools, such as governance and subjectivation processes. I analyze in this research some posts published in the pages "Professores Sofredores", "Professora Indelicada" e "Pedagogia da Depressão, during the period of 2012 until June 2016, as well as the comments of the teachers made on these pages. The choice for these pages was due to the greater number of followers. Selecting my empirical material, I produced five analytical categories, which are: 1) Teacher, the savior of the nation: pastoral practices reconfigured to the contemporary teaching exercise; 2) Teacher malaise; 3) Teaching medicalization: the proliferation of physical and psychic diseases as producers of Biodocence; 4) "Sorry for the outburst": the hyperconfission society as a constituent of the "teacher extimacy"; 5) Between irony and contestation: possible movements of resistance and counterconduct. In analyzing the first axis I noticed that some discourses about teaching are linked to the practices of pastoral power, studied by Michel Foucault. In these discourses we find expressions such as mission, vocation, love, renunciation, sacrifice, etc, which are associated with the teaching exercise. In the second analytical unit I present some contributions left by Esteve (1999) in discussing teacher malaise. In this study, the author outlines some reasons that have aggravated the process of malaise felt by teachers: problems of relationships among colleagues, parents and students, wage devaluation, excess of assignments destined to the teaching function, etc, are some of the indications analyzed. Looking at the teachers' discourses on Facebook I noticed some recurrences, approaching Esteve's discussions. Already in the third unit I have been discussing about the medicalization process of the teacher. In this, I visualize that some social causes are transformed into pathologies, in medical descriptions that need to be diagnosed and treated with the use of medicines. Many teachers say they cannot do teaching without the use of medication, indicating a worrying finding. This discursive recurrence is close to the discussions of Caliman (2013), since the author states that we are living in an era of biological citizenships in which the bodies of the subjects are marked by diseases. Thus, I produce the concept of Biodocence that I have been supporting in this research, since I understand that some physical and psychic illnesses have marked and constituted the ways of being a teacher in the contemporary world. In the fourth axis of this research I analyze some of the teachers' reactions to the virtual pages. They are complaints and laments of their teaching that are publicly confessed, blurring the boundaries between the public and the private, approaching the discussions of Sibilia (2008) on the concept of eximality. And in the last section I show how some posts and narratives of teachers are associated with a counterconduct movement, discussed by Foucault. They are discourses strongly marked by a tone of irony, or that manifest in a way contrary to what is set in certain memes, created by the pages. Thus, in each category analyzed, I realized that the teacher malaise discourse produced in Facebook is linked to many other discourses, such as the mission, the medicalization, the hyperconfession and the contestation, and that all these discourses have been operating strategies of governance and acting in the processes of teacher subjectification
A Base Nacional Comum Curricular: um instrumento curricular contemporâneo de gestão pedagógica performativa
Dissertação (Mestrado)Esta Dissertação tem por objetivo investigar que entendimentos de currículo estão
presentes na Base Nacional Comum Curricular-BNCC, quais conceitos a sustentam e
que relação eles estabelecem com a sociedade contemporânea. Para isso, apoio-me
nos estudos pós-estruturalistas e em alguns conceitos ferramentas, de Michel
Foucault, tomando a governamentalidade como lente teórico-metodológica. Este
estudo está inscrito na linha de pesquisa Políticas Educacionais e Currículo e foi
produzido no âmbito do Grupo de Estudo e Pesquisa em Educação e In/ExclusãoGEIX. Analiso nesta pesquisa a última versão do documento da BNCC produzido
pelo MEC e mais dois materiais de apoio à implementação, o documento Dimensões e
desenvolvimento das competências gerais da BNCC, produzido pelo Movimento pela
Base Nacional Comum-MBNC e o Material complementar para reorganização dos
currículos produzido pelo MEC. A escolha desses materiais, me permitiram
desenvolver três grandes eixos analíticos: no primeiro – A produção do capital
competência: um investimento no saber “fazer” e no saber “ser” do sujeito –
apresento duas formas de compreensão da noção de competência tão central na
BNCC. A competência relacionada às formas de “saber-fazer”, que envolve uma
habilidade de um conhecimento aplicável: um capital prático, um capital produtivo; e
o “saber- ser”, que envolve uma habilidade de autoconhecimento, uma competência
como forma de vida exercitante capaz de autorregulação e autotransformação, ou seja,
capacidade de administrar e gerenciar seu capital emocional. No segundo eixo
analítico – BNCC(S) e inclusão escolar: a construção de uma sociedade mais justa,
democrática e inclusiva – mostro uma espécie de silenciamento, na BNCC, em
relação as especificidades da Educação Especial/Educação Inclusiva. Anuncio,
primeiramente, um apagamento progressivo de tais discussões a cada versão da Base
para evidenciar, posteriormente, uma ênfase moral e sensibilizadora que a última
versão atribui à inclusão. Discuto que a centralidade dos discursos inclusivos recai
sobre os sujeitos normais, tanto no que concerne a sua sensibilização para com a
diferença, quanto no que se refere a sua responsabilização pela formação de uma
sociedade mais justa e inclusiva. No último eixo analítico – Perfomatividade nos
discursos escolares: aprendizagem(s) e desenvolvimento para excelência acadêmica
– estabelecemos uma articulação entre direito de aprendizagem para todos, a
performance e o desempenho, por considerar que esses entendimentos se articulam na
constituição de um perfil subjetivo alinhado à BNCC. Dessa forma, compreende-se
que a BNCC funciona no interior de uma governamentalidade neoliberal, acionando
as noções de competência, inclusão e performatividade como instâncias de inscrição e
produção dos sujeitos contemporâneos.This dissertation aims to investigate what understandings are present in Base Nacional
Comum Curricular-BNCC (Common Core State Standards-CCSS), what concepts
sustain it and what relation they stablish with the contemporary society. For this
purpose, I base myself in post-structuralist studies and in some tool concepts from
Michel Foucault, taking his governmentality as the theoretical-methodological scope.
This study is registered in Políticas Educacionais e Currículo (Educational Policy and
Curriculum) research line and was produced under O Grupo de Estudo e Pesquisa em
Educação e In/Exclusão – GEIX (The Study and Research Group on Education and
In/Exclusion). I analyze in this research the last version of BNCC’s document
produced by MEC, and two other implementation support materials: Dimensões e
desenvolvimento das competências gerais da BNCC (BNCC’s dimensions and
development of general competences), made by Movimento pela Base Nacional
Comum-MBNC (Movement for the Common Core State Standards) and Material
complementar para reorganização dos currículos (Complementary material for
reorganizing curricula) produced by MEC. By choosing these materials, I was able to
come up with three great analytical axis: in the first one — The production of
competence capital: an investment in the subject’s know how “to do” and know how
“to be” — I present two ways of understanding the notion of competence that is so
important on BNCC. The competence related to the ways of knowing how “to do”
that involves the ability of an applicable knowledge: a practical capital and a
productive capital; and the know how “to be”, which involves an ability of selfknowledge, competence as an exercising way of life, capable of autoregulation and
autotransformation, that is, the capability of administrating and managing the person’s
emotional capital. In the second analytic axis — BNCC(S) and school inclusion: the
construction of a more just, democratic, and inclusive society — I present some sort
of silencing on BNCC regarding the specificities of Special Education/Inclusive
Education. I state, firstly, a progressive erasure of such discussions on each version of
the Common Core, secondly, a moral and sensitizing emphasis that the last version
attributes to inclusion. I discuss that the centrality of inclusive speeches falls on
normal subjects when it comes either to their awareness regarding difference, or to
their accountability for the construction of a more just and inclusive society. In the
last analytical axis — Performativity in school speeches: learning(s) and development
for academic excellence — I stablish an articulation between the learning right for all,
the performance, and the effectiveness, because I consider that these understandings
combine in the constitution of a subjective profile aligned to BNCC. Thus, BNCC
works inside a neoliberal governmentality, triggering the notions of competence,
inclusion and performativity as instances of registering and contemporary subject
production
Acelera Brasil : discourses of truth, regulation and desprofissionalization of teacher work
A presente dissertação tem por objetivo problematizar os discursos de verdade que sustentam o Programa Acelera Brasil, do Instituto Ayrton Senna, e como este opera sobre o trabalho docente. Na esteira das contribuições pós-estruturalistas, sobretudo do pensamento de Michel Foucault, fez-se uso de algumas ferramentas teórico- metodológicas, como governamento e biopolítica, para analisar os discursos do Programa. Tais discursos foram analisados a partir de alguns documentos produzidos pelo Instituto Ayrton Senna que compõem o material de análise da pesquisa. A partir das incursões nos materiais de análise, foi possível construir cinco unidades de análise, as quais denominei: "A estatística como ferramenta para conhecer e governar" na qual mostro de que maneira o Instituto Ayrton Senna se utiliza da estatística como um saber necessário para mapear os problemas da educação no Brasil e justificar sua existência. Na segunda unidade, "O capital humano como valor de mercado", mostro que as intervenções do Programa Acelera podem ser compreendidas como investimentos em Capital Humano, com o intuito de gerenciar o risco da improdutividade dos alunos não aprendentes. Na terceira unidade, "A aceleração como busca da normalidade", percebe-se que os sujeitos posicionados com problema de aprendizagem são alvos do programa, que pretende normalizá-los e torná-los aptos a participar do jogo neoliberal, cuja tônica é a concorrência. Na quarta unidade, "O caráter salvacionista do Instituto Ayrton Senna", compreende-se um viés salvacionista nos discursos do Instituto, pois o mesmo acena com a possibilidade de acabar com as mazelas educacionais, colocando-se como o agente principal para resolver os problemas da educação brasileira. Por fim, na quinta unidade, "Regulação e desprofissionalização do trabalho docente no contexto do Programa", aponto que o Programa analisado se utiliza de estratégias como capacitação e controle externo para regular o trabalho docente e conduzir suas condutas, o que configura os professores do Acelera Brasil como meros executores de encargos, ensejando um processo de desprofissionalização docente. A partir dessa problematização este estudo possibilitou compreender que o Programa Acelera Brasil desqualifica a ação docente e conduz as condutas dos professores que dele participam, ao mesmo tempo que os exclui do processo educativo.The present dissertation has as objective problematize the discourses of truth which hold the Ayrton Senna Institute's Acelera Brasil Program, and how it operates over teaching work . In the lines of poststructuralists contributions , mainly over the Michel Foucault's thoughts, was made use of some teoric - metodological tools, such as governance and biopolitics, to analise the program's discourses. Such discourses were analised over a few documents produced by Ayrton Senna Institute which compose the research analysis material. Over analysis material's incursions, was possible to construct five analysis units, which I've named it: "The statistics as tool to know and rule" in which I show in what manner Ayrton Senna Institute makes use of statistics as a necessary knowledge to map the problems in education in Brasil and justify its existance. In the second unit, "The Human Capital as market value.", I show that the intervention of the Acelera Program can be comprehended as investment in Human Capital, with the objective of manage the risk of non-learning studants' improductivity. In the third unit, "Acceleration as search for normality", is perceivable that the subjects positioned with learning difficulties are targets of the program, that intends to normalise and make them able to participate in the neoliberal game, whose tonic is competition. In the fourth unit, "The Salvationist character in Ayrton Senna Insitute", comprehend a salvationist bias in Institute's discourses, for the same waves with the possibility of ending education's adversities, putting itself as the main agent to solve the problems in brazilian education. To end, in the fifth unit, "Regulation and deprofissionalization of teaching work in the Program's context", I point that the analised Program utilise strategies as capacitation and external control to regulate teaching work and conduct its conducts, which sets teachers of Acelera Brasil as mere charges executors, giving rise to a process of deprofissionalization of teachers. Going from this problematization this study made possible to comprehend that the Acelera Brasil Program dequalify the teacher action and conduct the teachers conducts that participate in it, and exclude them from the teaching process at the same time
A inclusão como estratégia de governamento : a condução da conduta dos sujeitos normais
Esta dissertação tem por objetivo problematizar como os discursos da inclusão escolar, materializados em documentos oficiais, colocam em funcionamento estratégias de governamento que operam sobre os normais. Para tanto, esta pesquisa se pauta nas contribuições de autores pós-estruturalistas e nos estudos de Michel Foucault, sendo utilizados alguns conceitos-ferramentas, tais como: norma, normalidade e governamento. Os discursos analisados fazem parte de documentos oficiais produzidos pelo Ministério da educação, os quais são: O acesso de alunos com deficiência às escolas e classes comuns da rede regular (2004); Projeto escola viva: garantindo o acesso e permanência de todos os alunos na escola (2005); Educar na diversidade: material de formação docente (2006). Através da construção de dois eixos de análise este estudo possibilitou mostrar e problematizar que estes documentos colocam em operação estratégias inclusivas de governamento que agem sobre o sujeito docente, através da tríade convocação - sensibilização - condução, e sobre sujeito discente normal, por meio da tríade reflexão - simulação - colaboração. Tratando-se do docente, observou-se que este aparece nos documentos não só como alvo de estratégias que visam torná-lo um sujeito-parceiro do Estado, transferindo a ele a responsabilidade pela execução do projeto da inclusão; mas também de estratégias que o fazem refletir sobre si e sobre a sua prática pedagógica, estimulando-o à autotransformação por intermédio do investimento em si mesmo. Tratando-se do discente normal, observou-se este sendo alvo não só de estratégias de reflexão que visam familiarizá-los com casos e objetos utilizados por pessoas que possuam alguma deficiência, mas de técnicas de simulação pautadas na lógica da diversidade, que buscam despertar sentimentos de comoção, pena e tolerância. Além disso, o discente normal também aparece sendo alvo do que se nomeia como cultura da colaboração. A partir dessa problematização este estudo possibilitou compreender que ao promover a aceitação, tolerância e respeito para com a diversidade, os discursos inclusivos contribuem para a naturalização da presença do outro e, desta forma, para o alargamento da noção de normalidade.This dissertation aims to problematize how the discourses of school inclusion, materialized in official documents, put into operation strategies of gouvernment that operate on the normal. For this purpose, this research is based on the contributions of poststructuralist authors and in the studies of Michel Foucault, using some concepts-tools, such as: norm, normality and gouvernment. The speeches analyzed are part of official documents produced by the Ministry of Education, which are: O acesso de alunos com deficiência às escolas e classes comuns da rede regular (2004); Projeto escola viva: garantindo o acesso e permanência de todos os alunos na escola (2005); Educar na diversidade: material de formação docente (2006). Through the construction of two axes of analysis, this study made it possible to show and problematize that these documents put in operation inclusive strategies of governance that act on the teacher as subject, through the triad convocation - sensitization - conduction, and on normal student subject, through the triad reflection - simulation - collaboration. In the case of the teacher, it was observed that this one appears in the documents not only as a target of strategies that aim to make it a subject of the State, transferring to him the responsibility for the execution of the project of inclusion; but also of strategies that make him reflect on himself and his pedagogical practice, stimulating him to self-transformation through investment in himself. In the case of the normal student, it was observed that it is not only the target of reflection strategies that aim to familiarize them with cases and objects used by people with disabilities, but of simulation techniques based on the logic of diversity, which seek to arouse feelings of emotion, pity and tolerance. In addition, the normal student also appears to be the target of what is called the culture of collaboration. From this problematization, this study made it possible to understand that in promoting acceptance, tolerance and respect for diversity, the inclusive discourses contribute to the naturalization of the presence of the other and, in this way, to the extension of the notion of normality
A Pedagogia Hospitalar : uma estratégia para incluir e conduzir crianças hospitalizadas
Esta dissertação, vinculada a linha Espaços e Tempos Educativos, se constitui em um estudo acerca da Pedagogia Hospitalar, que busca problematizar as práticas recreativas-pedagógicas efetivadas na pediatria da Associação de Caridade Santa Casa do Rio Grande. Apoia-se nas contribuições da perspectiva pós-estruturalista, mais especificamente dos estudos de Michel Foucault, utilizando conceitos-ferramentas como governamento, capital humano, poder pastoral e poder disciplinar. Metodologicamente foi necessário recorrer ao passado utilizando-se de uma inspiração genealógica para poder compreender como o hospital se constituiu em um local de cura, bem como, contextualizar a Pedagogia Hospitalar no Brasil. Sendo um trabalho que inspira-se na cartografia social a partir da qual foram realizados dois movimentos: no primeiro, problematizei os discursos materializados em documentos oficiais que legislam sobre a Pedagogia Hospitalar no Brasil; o segundo movimento foi denominado de estar lá e congrega tanto "o olhar do pesquisador", composto pelas observações que foram registradas em um diário de campo quanto "a escuta do pesquisador", definida pelas conversas realizadas com diferentes sujeitos que transitam pelo hospital. As recorrências possibilitaram que o trabalho fosse dividido, para fins didáticos, em quatro dimensões problematizadoras: 1) A Pedagogia Hospitalar como uma forma de inclusão que investe em capital humano: percebeu-se por meio dos discursos que legislam sobre essa modalidade de ensino os investimentos que precisam ser desenvolvidos sobre os sujeitos infantis hospitalizados para que eles se tornem participativos do jogo neoliberal e, por isso, precisam ser incluídos nos processos educativos até mesmo em um momento de doença e/ou hospitalização. 2) A reconfiguração das práticas caritativas na Pediatria da Associação de Caridade Santa Casa do Rio Grande: problematizo esse viés caritativo percebido em algumas práticas presenciadas no meu estar lá. Práticas que fazem referência ao Poder Pastoral estudado por Michel Foucault. 3) O tempo para a criança e/ou adolescente hospitalizado: recorro a alguns excertos para elucidar a preocupação em preencher o tempo ocioso das crianças hospitalizadas, buscando, para isso, subsídios nos estudos de Foucault acerca das disciplinas e do poder disciplinar. 4) Pedagogia Hospitalar: os paradoxos entre os discursos legitimados e os achados no estar lá: verificou-se que não há, no hospital investigado, uma Pedagogia Hospitalar como prevista nos documentos e que as práticas ali efetivadas se constituem em ações isoladas desenvolvidas por pais, voluntários, professores, colegas e até mesmo por profissionais da saúde.This dissertation, linked to the line Spaces and Educational Times, is a study about Hospital Pedagogy, which seeks to problematize the recreational-pedagogical practices carried out in the pediatrics of the Association of Charity Santa Casa do Rio Grande. It is based on contributions from the poststructuralist perspective, more specifically from Michel Foucault's studies, using tools-concepts such as governance, human capital, pastoral power and disciplinary power. Methodologically it was necessary to resort to the past using a genealogical inspiration to understand how the hospital was constituted in a place of healing, as well as to contextualize the Pedagogia Hospitalar in Brazil. Being a work that draws on social cartography from which two movements were made: in the first, I questioned the discourses materialized in official documents that legislate on the Pedagogia Hospitalar in Brazil; the second movement was called 'being there' and brings together both the 'look of the researcher', composed of the observations that were recorded in a field diary as 'the listener's listening', defined by conversations with different subjects that transit the hospital . Recurrences enabled the work to be divided, for didactic purposes, into four problematizing dimensions: 1) Hospital Pedagogy as a form of inclusion that invests in human capital: it was perceived through discourses that legislate on this modality of education the investments which need to be developed about hospitalized child subjects so that they become participatory in the neoliberal game and therefore need to be included in educational processes even at a time of illness and / or hospitalization. 2) The reconfiguration of charitable practices in Pediatrics of the Santa Casa do Rio Grande Charity Association: I problematize this perceived charitable bias in some practices witnessed in my 'being there'. Practices that make reference to the Pastoral Power studied by Michel Foucault. 3) The time for the hospitalized child and / or adolescent: I use a few excerpts to elucidate the preoccupation with filling the idle time of hospitalized children, seeking, for this, subsidies in Foucault's studies on disciplines and disciplinary power. 4) Hospital Pedagogy: the paradoxes between the legitimized discourses and the findings in the 'being there': it was verified that there is no Hospital Pedagogy in the investigated hospital as foreseen in the documents and that the practices made therein constitute isolated actions developed by parents, volunteers, teachers, colleagues and even by health professionals
The project to believe is to invest : the in/exclusion processes and governance strategies in CAIC/FURG
Esta dissertação aborda o tema das políticas sociais, por meio da discussão e problematização acerca das estratégias de governamento presentes no projeto social Acreditar é Investir, desenvolvido no âmbito do Centro de Atenção Integral à Criança e ao Adolescente - CAIC. Utilizo como sustentação os estudos desenvolvidos por Michel Foucault e Alfredo Veiga-Neto e alguns conceitos-ferramenta como governamento, biopoder e biopolítica. Realizo uma volta ao passado para compreender o presente, analisando algumas políticas públicas que tornaram possível o surgimento do referido projeto, assim como as modificações ocorridas no mesmo até os dias de hoje. Com o objetivo de compreender os efeitos deste projeto e as estratégias efetivadas pelo mesmo na vida dos estudantes jovens realizei entrevistas semiestruturadas com os funcionários e ex-funcionários que acompanharam o referido projeto e redes de narrações com os adolescentes que participaram e participam do mesmo na condição de bolsistas ou aprendizes. A partir das análises, foi possível organizar quatro seções que discutem efeitos do projeto. Na primeira, Práticas de in/exclusão por meio da concorrência, analiso as práticas de in/exclusão e concorrência presentes não só na seleção, mas no decorrer do desenvolvimento do projeto analisado, pois a concorrência consigo mesmo e com os outros é constantemente convocada pelo mesmo. Na segunda seção, intitulada Estratégia biopolítica de gerenciamento do risco social: práticas de contraconduta, compreendo que o projeto atua dentro de uma estratégia biopolítica para gerenciar riscos futuros e que algumas contracondutas são percebidas dentro do mesmo. Percebeu-se que o projeto busca evitar determinados modos de vida, que possam ser supostamente prejudiciais à sociedade, colocando alguns comportamentos como sendo considerados mais adequados do que outros. No entanto, os sujeitos demonstram quando estão descontentes ao serem governados desta forma, buscando outras formas de vida e outras possibilidades por meio das contracondutas. Na terceira seção, Práticas discursivas salvacionistas: quem é o Messias na Contemporaneidade?, analiso, a partir do poder pastoral, algumas práticas que rondam o projeto e que se reconfiguram na Contemporaneidade. Por mais que o projeto se utilize de algumas técnicas desta forma de poder, foi possível perceber que existem algumas reconfigurações, que tornam este poder ainda mais insidioso e produtivo para o funcionamento do projeto analisado. Na quarta seção, Alargamento das funções da escola: as brumas do neoliberalismo, discuto acerca dos alargamentos da escola produzidos a partir da racionalidade neoliberal e suas estratégias. Tais estratégias visam um sujeito que seja capaz e desenvolva o desejo de entrar, permanecer e, caso saia, queira voltar para o jogo econômico, se tornando cada vez mais competitivo com os outros e consigo mesmo. Dessa forma, foi possível compreender o projeto Acreditar é Investir como estratégia biopolítica de gerenciamento dos riscos futuros, que age individualmente sobre as condutas dos sujeitos jovens a fim de gerenciar o risco social que os mesmos poderão produzir à população. Por meio de tais estratégias o projeto desenvolve ações de in/exclusão que alargam as funções da escola e visam a produção de sujeitos flexíveis e que possam concorrer no jogo econômico do neoliberalismo.This dissertation address the issue of social policies through discussion and questioning of governance strategies in the social project "Acreditar é Investir", developed within the Center for Comprehensive Care of Children and Adolescents (CAIC). As support, the studies developed by Michel Foucault and Alfredo Veiga-Neto are used, alongside tool concepts such as governance, biopower and biopolitics. A return to the past is made to understand the present, analyzing public policies that made possible the emergence of this project, as well as changes that have occurred in the project to this day. Aiming to understand the effects of this project and the strategies implemented by it in the life of young students, I conducted semi-structured interviews with employees and former employees who were involved in the project, and a narrative network with adolescents who took part with scholarships or as apprentices. From the analysis, it was possible to arrange four sections that discuss project effects. In the first, Practices of in/exclusion through competition, I analyze the in/exclusion and competition practices not only in selection, but also in the course of the project, because competition with oneself and others is constantly called upon by it. In the second section, Biopolitical strategy for social risk management: counter-conduct practices, I understand that the project acts within a biopolitical strategy to manage future risks and that some counter-conducts are perceived within it. It was realized that the project seeks to avoid certain ways of life that may be supposedly harmful to society, placing some behaviors as being considered more appropriate than others. However, subjects demonstrate when they are unhappy when they are governed in this way, seeking other life forms and other possibilities through counter-conduct. In section three, Salvationist discursive practices: who is the Messiah in the Contemporary world?, I analyze, from the pastoral power, some practices that surround the project and that are reset in present days. As much as the project uses some techniques of this form of power, it was possible to realize that there are some reconfigurations that make this power even more insidious and productive for the operation of the project analyzed. In the fourth section, Enlargement of school functions: the mists of neoliberalism, I discuss the enlargement of the school, produced from the neoliberal rationality, and its strategies. Such strategies aim at a subject who is capable and develops the desire to enter, stay and, if he leaves, wants to return to the economic game, becoming increasingly competitive with others and with himself. Thus, it was possible to understand the project "Acreditar é Investir" as a biopolitical strategy for management of future risks, which acts singly on the behavior of young people in order to manage the social risk that they may represent to the community. Through these strategies, the project develops actions of in/exclusion that broaden the functions of the school and aim to generate flexible subjects that can compete in the economic game of neoliberalism
A tríade Ciclo de Alfabetização-PNAIC-ANA como um Fluxo Biopolítico Circular que gerencia a alfabetização no Brasil
A presente pesquisa tem como objetivo analisar as atuais políticas públicas de alfabetização no Brasil, a partir da problematização de como a tríade- Ciclo de Alfabetização-PNAIC-ANA - opera sobre o professor alfabetizador e que efeitos produz nesse sujeito docente. Este estudo, de perspectiva pós-estruturalista ancorado nas contribuições de Michel Foucault, vincula-se à Linha de Pesquisa Espaços e Tempos Educativos, justamente por investigar as relações pedagógicas e formativas que se dão no espaço/tempo da escola contemporânea, focando o âmbito da docência na educação básica, sobretudo no Ciclo de Alfabetização. Os caminhos metodológicos percorreram algumas relações estabelecidas entre as atuais políticas de alfabetização, os processos de formação continuada dos professores alfabetizadores no município de Tavares - RS, a partir do PNAIC, e os modos dos professores reagirem a tais políticas. Nesse caminho foram contempladas duas etapas: 1) análise documental da legislação que envolve essas políticas; 2) entrevistas semiestruturadas com nove professores alfabetizadores que participaram das formações do Programa Pacto Nacional pela Alfabetização na Idade Certa e se mantiveram atuando no ciclo de alfabetização até 2017. A partir das análises, foi possível perceber um movimento que denominei de Fluxo Biopolítico Circular, o qual constitui-se numa estratégia da sociedade de controle para gerenciar os riscos da não alfabetização no Brasil. Tal fluxo opera por meio de três dimensões: do saber, do poder e da subjetivação, atuando sobre o sujeito docente por meio de processos de subjetivação e como efeitos produzem subjetividades docentes. No primeiro eixo - do saber - visualizou-se a produção do saber estatístico como uma forma de produzir verdades sobre a alfabetização no Brasil. No segundo eixo - do poder - analisou-se as formas de condução, de governamento do trabalho docente, e no terceiro eixo - da subjetivação - foi possível identificar como efeitos dobras e rasgaduras estabelecidas nas relações que o sujeito docente estabelece com essas políticas e consigo mesmo. O efeito dobradura é visualizado quando os professores alfabetizadores se curvam, se dobram às verdades produzidas no campo da alfabetização; já o efeito rasgadura aparece quando o sujeito docente rompe as relações estabelecidas, problematizando os discursos desse campo e mostrando que, onde há poder, há resistência. Assim, foi possível perceber três dimensões de uma biopolítica contemporânea (saber-poder-subjetivação), operando num fluxo complexo de relações que não só acomodam os discursos tomados como verdadeiros numa determinada época, mas também, e justamente pelos fluxos, possibilitam escapes, paradoxos, tensões e resistências à ordem instituída pelas políticas.The present research aims to analyze the current public literacy policies in Brazil, based on the problematization of how the triad - Literacy Cycle - PNAIC-ANA - operates on the literacy teacher and what effects this teacher produces. This study, from a poststructuralist perspective anchored in the contributions of Michel Foucault, is linked to the Research and Educational Times, precisely for investigating the pedagogical and formative relationships that take place in the space / time of the contemporary school, focusing the scope of teaching in basic education, especially in the Literacy Cycle. The methodological paths covered some established relationships between the current literacy policies, the processes of continuous training of literacy teachers in the municipality of Tavares - RS, from the PNAIC, and the ways teachers respond to such policies. In this way two steps were contemplated: 1) documentary analysis of the legislation that involves these policies; 2) semi-structured interviews with nine literacy teachers who participated in the National Pact Program for Literacy in the Right Age and continued working in the literacy cycle until 2017. From the analysis, it was possible to perceive a movement I called Circular Biopolitical Flow, the which is a strategy of the control society to manage the risks of non-literacy in Brazil. This flow operates through three dimensions: knowledge, power and subjectivation, acting on the teaching subject through subjectivation processes and as effects produce teaching subjectivities. In the first axis of the knowledge - the production of statistical knowledge was visualized as a way of producing truths about literacy in Brazil. In the second axis - of power - we analyzed the ways of conducting, governing the teaching work, and in the third axis - of the subjectivation - it was possible to identify as folds and rips effects established in the relations that the teaching subject establishes with these policies and with same. The folding effect is visualized when literacy teachers bow, fold themselves to the truths produced in the field of literacy; already the ripple effect appears when the teaching subject breaks the relations established, problematizing the discourses of that field and showing that, where there is power, there is resistance. Thus, it was possible to perceive three dimensions of a contemporary biopolitics (knowledge-powersubjectivation), operating in a complex flow of relationships that not only accommodate the speeches taken as true in a given epoch, but also, and precisely through the flows, tensions and resistance to the order established by the policies
A profanação dos discursos inclusivos nas políticas educacionais contemporâneas
Esta dissertação tem como objetivo analisar e problematizar a proliferação discursiva advinda
das políticas públicas educacionais sobre a inclusão, percebendo quais verdades sustentam o
processo de inclusão escolar atualmente e que efeitos são produzidos na escola comum. Para
tanto, inscrito sobre a linha de pesquisa: Políticas Educacionais e Currículo, este estudo foi
realizado sob a pauta das contribuições advindas do campo pós-estruturalista, sustentada pelos
estudos de Michel Foucault e demais autores alinhados com a teorização foucaultiana.
Compondo o exercício de profanar, ou seja, quebrar com as verdades inquestionáveis que
movimentam e sustentam o processo de inclusão escolar, como estratégias metodológicas,
foram utilizadas: o conceito de genealogia, enquanto inspiração para olhar para história, e os
conceitos-ferramentas, proveniência, emergência e ordem discursiva. Os discursos analisados
são provenientes das políticas públicas e das normativas educacionais inclusivas, publicadas a
partir da década de 1990 até o ano de 2020, assim como de entrevistas com professoras da
Educação Básica. Para isso, buscou-se realizar dois movimentos de análise: o de olhar para a
história da inclusão escolar e o de compreender seus efeitos no presente. Este estudo
possibilitou mostrar e problematizar esses documentos oficiais, no sentido de terem produzido
e ainda produzirem processos de in/exclusão no contexto escolar, tais como: a
individualização dos sujeitos público-alvo da educação especial, o fortalecimento do processo
de medicalização escolar e a intensificação do trabalho docente como resultado das
interferências na prática pedagógica. Tratando-se dos sujeitos com deficiência, foi observado
que, ao se tornarem alvo das políticas de inclusão, ao longo do tempo, eles passaram por
processos que os individualizaram frente às reorganizações do ensino, sendo que, no decorrer
da pesquisa, destaquei quatro movimentos: 1. o processo de individualização institucional por
separação; 2. o processo de individualização por complementação e suplementação; 3. o
processo de individualização por identificação e classificação dos sujeitos e 4. a
reconfiguração política do processo de individualização institucional por separação. Além
disso, também se evidenciou nas análises que a ênfase que se expõe sobre a identificação e a
classificação patológica produzida pelos laudos médicos na atualidade, produzem processos
de medicalização da vida escolar. No que se refere à intensificação do trabalho docente, foi
observado que as ações das políticas inclusivas, ao tornarem os sujeitos diagnosticados
público-alvo da educação especial, constituíram efeitos significativos na prática docente, a
qual, se realizada na ausência de um trabalho colaborativo entre atendimento educacional
especializado e sala de aula comum, acaba produzindo o aumento das atribuições pedagógicas
realizadas pelas professoras regentes. Diante das questões apresentadas, o exercício de
profanação apresentado enquanto uma atitude de problematização dos discursos inclusivos se
fez conveniente, pois cada vez mais se torna necessário desnaturalizar as verdades que
instituem a inclusão escolar como o lócus de um projeto verdadeiramente inclusivo e
inquestionável.This dissertation aims to analyze and problematize the discursive proliferation arising from
public educational policies about inclusion, noticing which truths support the current school
inclusion process and what effects are produced in the common school. Therefore, inscribed
on the research line: Educational Policies and Curriculum, this study was carried out under
the agenda of contributions from the post-structuralist field, supported by the studies of
Michel Foucault and other authors aligned with Foucaultian theorization. Composing the
exercise of profaning, which is, breaking with the unquestionable truths that move and sustain
the school inclusion process, as methodological strategies, the following were used: the
concept of genealogy, as an inspiration to look at history, and the tool-concepts, provenance,
emergence and discursive order. The speeches analyzed come from public policies and
inclusive educational regulations, published from the 1990s to the year 2020, as well as
interviews with Basic Education teachers. For this, we sought to carry out two analysis
movements: looking at the history of school inclusion and understanding its effects in the
present time. This study made it possible to show and discuss these official documents, in the
direction that they have produced and still produce processes of inclusion/exclusion in the
school context, such as: the individualization of the target audience of special education
subjects, the strengthening of the process of school medicalization and the intensification of
teaching work as a result of interference in pedagogical practice. In the case of subjects with
disabilities, it was observed that, when they became the target of inclusion policies, over time,
they went through processes that individualized them in the face of teaching reorganizations,
and in the course of the research, I highlighted four movements: 1. the process of institutional
individualization by separation; 2. the process of individualization through complementation
and supplementation; 3. the process of individualization through identification and
classification of subjects and 4. the political reconfiguration of the process of institutional
individualization through separation. Furthermore, it was also evidenced in the analyzes that
the emphasis that is exposed on the identification and pathological classification produced by
medical reports nowadays, produce processes of medicalization of school life. With regard to
the intensification of teaching work, it was observed that the actions of inclusive policies, by
making the diagnosed subjects a target audience of special education, constituted significant
effects on teaching practice, which, if carried out in the absence of a collaborative work
between specialized educational service and common classroom, ends up producing an
increase in the pedagogical assignments performed by the regent teachers. Given the issues
presented, the exercise of profanation presented as an attitude of problematizing inclusive
discourses became convenient, as it is increasingly necessary to denaturalize the truths that
establish school inclusion as the locus of a truly inclusive and unquestionable project
O líder em mim: uma nova estratégia neoliberal na escola e seus efeitos na condução das ações docentes
Dissertação (Mestrado)Esta dissertação tem por objetivo problematizar as estratégias que o Programa O
Líder em Mim desenvolve para conduzir a conduta do sujeito docente. Para isso,
baseio-me nos estudos pós-estruturalistas e em alguns conceitos do filósofo Michel
Foucault, especialmente governamentalidade neoliberal.O programa analisado é de
origem americana e é baseado em um livro chamado “Os sete hábitos das pessoas
altamente eficazes”,o qual foi adaptado para a área educacional e promete uma
transformação comportamental dos sujeitos participantes. Como metodologia,
realizo análise documental de quatro apostilas do programa que são destinadas aos
professores e também análise do site e do blog do mesmo.A partir disso foram
criadas duas unidades de análises, quais sejam: 1). A regulação da privacidade
Docente e 2) A regulação do trabalho Docente. Na primeira unidade evidencia-se a
que o programa conduz da privacidade do sujeito docente ao adentrar em cada
âmbito da sua individualidade. A forma como o sujeito fala, como se comporta e até
mesmo como lida com seus relacionamentos é conduzida a partir de princípios
empresariais e neoliberais que sustentam o OLEM. Já na segunda unidade,
observa-se uma condução do professor no seu âmbito profissional, já que o
programa determina o modo como o docente deve se comportar no ambiente
escolar e como conduzir suas aulas. Além disso, percebi que há uma disputa pelo
currículo escolar a partir do momento em que os 7 hábitos do programa se misturam
aos conteúdos escolares. Através das análises realizadas percebi que se trata da
entrada da racionalidade neoliberal no campo da educação. Essa forma de
governamentalidade ao buscar constituir o sujeito docente em sujeito-líder-docente,
tira do mesmo sua autonomia a partir de um processo de desintelectualização e
desprofissionalização docente.This dissertation aims to problematize the strategies that the O Líder em Mim
Program develops to guide the conduct of the professor subject. For this research, I
rely on post-structuralist studies and on some concepts by the philosopher Michel
Foucault, especially neoliberal governmentality. The analyzed program is American
and is based on a book called “The seven habits of highly effective people”, which
has been adapted for the educational area and promises a behavioral transformation
of the participating subjects. As a methodology, I perform an analysis of the
documentary of four handouts from the program that are addressed for the teachers
and I also analyze its website and blog. From this study, two units of analysis were
created, which are: 1). The regulation of teaching privacy and 2) The regulation of

professional teaching work. In the first unit, it is evident that the program leads to the
privacy of the teaching subject when entering each area of his individuality. The way
the subject speaks, how he behaves and even how he deals with his relationships is
guided by business and neoliberal principles that support OLEM. In the second unit,
there is a conduct of the teacher in his professional scope, since the program
determines how the teacher should behave in the school environment and how to
conduct his classes. In addition, I noticed that there is a dispute over the school
curriculum since that the moment the 7 habits of the program get mixed with school
content. Through the analysis carried out I realized that this is the entry of neoliberal
rationality in the field of education. This form of governmentality in seeking to turn the
professor subject into a subject-leader-professor, takes away his autonomy from a
process of disintellectualization and de-professionalization of teachers
