ADAM SMITH'S OPTIMISTIC TELEOLOGICAL VIEW OF HISTORY
Adam Smith's four-stage theory provides the framework for his writings on history. The fourth stage is the commercial epoch; the culmination of history in this stage is a key component in the conventional interpretation of Adam Smith as a prophet of commercialism. In two historical case studies Smith shows the capacity of commercial society to regenerate itself. This potent capacity suggests that commercial society is inevitable. At a certain point in time it also overcomes the major obstacles to its permanence. Smith's philosophy of history anticipates the end of history views of Kant and Hegel.Political Economy,

La fixation centralisée des prix paramétriques en économie socialiste
Centralized Setting of Parametric Prices in Socialist Economy.
In the first part, the author points out the advantages of centralized price- fixing aimed at achieving the aspirations of the society as a whole through orientation of the macro-economic processes. Centralized price-fixing in this framework can play three roles: that of initiating economic processes, of defending the buyers interest (consumers and producers) and of controlling the producers' financial results. It must guarantee the parametric character of the prices in the sphere of production and consumption goods, expecially when fixing the price of a new product, in order to avoid inflationary rises.
The authors analyzes price-fixing as a process of communications before describing in detail the practice and procedures of price-fixing as related to different types of products. His description is mainly based on the Polish experiment, but he also presents examples taken from other socialist economies.
The article ends with remarks about automation of the price-fixing process (the growing use of sophisticated techniques) and analyzes the possible deficiencies of the information system (difficulty in obtaining the information necessary to fix the prices and of transforming this information into prices).Dans une première partie, l'auteur démontre l'intérêt de la fixation des prix par le centre, qui a pour tâche de réaliser les préférences de l'ensemble de la société par l'orientation des processus macro-économiques. Dans ce cadre, il peut jouer trois rôles : celui d'initiateur des processus économiques, celui de défenseur des intérêts des acheteurs (consommateurs et producteurs) et celui de contrôleur des résultats financiers des producteurs. Il doit garantir le caractère paramétrique des prix dans la sphère des biens de production et de consommation, surtout au moment de la fixation du prix d'un nouveau produit afin d'éviter les hausses inflationnistes.
L'auteur s'intéresse ensuite à la fixation des prix en tant que processus d'information avant de décrire, de manière détaillée la pratique et les procédures de fixation des prix en fonction des différents types de produits. Il se fonde surtout sur l'expérience polonaise mais présente également des exemples relevés dans d'autres pays socialistes.
L'article se termine par des remarques concernant l'automatisation des processus de fixation des prix (utilisation croissante de l'informatique) et l'analyse des déficiences possibles du système d'information (obtention difficile des informations nécessaires pour fixer les prix et difficultés à transformer ces informations en prix).Lipowski Adam. How Might Adam Smith Pay Professors Today?
Adam Smith’s proposal for paying professors was intended to induce increased faculty knowledge. If students have imperfect information about what they learn, and universities can only imperfectly measure the input of faculty time in student learning, publications may be used to measure faculty knowledge. If professors’ ability to publish is positively related to their ability to produce student learning, which universities can imperfectly measure, publications may be necessary to attract more able professors. Since research signals faculty knowledge, schools that do not value publications per se could require higher publication standards and pay higher wages than schools that value only publications.
ADAM SMITH'S VIEW OF HISTORY: CONSISTENT OR PARADOXICAL?
The conventional interpretation of Adam Smith is that he is a prophet of commercialism. The liberal capitalist reading of Smith is consistent with the view that history culminates in commercial society. The first part of the article develops this optimistic interpretation of Smith's view of history. Smith implies that commercial society is the end of history because 1) it supplies the ends of nature that he identifies; 2) it is inevitable; and 3) it is permanent. The second part of the article shows that Smith has some dark moments in his writings where he seems to reject completely such teleological notions. In this more civic humanist mood he confesses that commercial society does not supply the ends of nature, nor is it inevitable, nor is it permanent. Both views exist in Smith and the commentator is forced to choose between passages in Smith's work in order to support a particular interpretation of the former's view of history.Political Economy,
