    The External Dimension of EU Justice and Home Affairs: Tools, Processes, Outcomes

    This working document offers a conceptual framework for understanding the processes underpinning the external dimension of EU Justice and Home Affairs (ED-JHA). Practically, it defines how the export of JHA principles and norms inform the geopolitical ambitions of the EU, i.e. the use of space for political purposes, or the control and management of people, objects and movement. The author begins by investigating how the ENP reconfigures the ED-JHA, and then goes on to discuss various conceptual stances on governance, specifically institutionalism, constructivism, and policy instruments. To conclude he traces the evolution of this external dimension, emphasising, whenever possible, its continuities and bifurcations.     Patrimonialisation et typification de fromages « traditionnels » : une approche comparée de démarches de qualification

    Nous considérons qu’un produit « traditionnel » ne saurait être défini à partir des seules attentes des consommateurs et que le différentiel de prix qui joue parfois à l’avantage de celui-ci ne constitue pas la rémunération de sa seule notoriété. La spécificité des aliments « traditionnels » tient au contraire à l’incorporation de valeurs patrimoniales produites dans les territoires. Ces valeurs possèdent des attributs de biens collectifs et constituent d’authentiques ressources économiques qui suscitent rivalités et tensions. Ces biens ne peuvent être préservés et valorisés que dans la mesure où ils sont préalablement reconnus et spécifiés, appropriés et gérés. Dans ce sens, la patrimonialisation des ressources territoriales est étroitement liée à la construction de dispositifs d’appropriation collective destinés à fixer le partage des droits d’usage et de gestion et, pourquoi pas, à établir une responsabilisation de leurs dépositaires envers les territoires et la société. Nous abordons cette problématique à propos d’une catégorie d’aliments généralement marqués par un ancrage territorial fort : les fromages « traditionnels ». Le développement d’une démarche comparative, fondée sur les exemples du Mexique et de la Corse, nous conduit à mettre en scène des situations fortement contrastées et à explorer la question de la patrimonialisation dans ses multiples dimensions.Thierry LINCK, Patrimonialization and « Typicalization » of Traditional Cheeses: a Compared Approach of Qualification Projects We consider that traditional food cannot be defined only by consumer expectations, and that higher price sometimes associated to those products is not due to their reputation only. Specificity of traditional food involves also considering the heritage values coming from the territories. These values possess attributes of collective goods and constitute resources that trigger rivalries and tensions. They cannot be preserved and valorised only in the way that they are “well known”, specified, accepted and managed. In a lighter sense, the owning of territorial resources by people is tightly linked to the making of collective setup intended to fix shared rights of use and management. The final goal would be to keep responsive people of their duty to the territories and to the society. We will focus our problematic on one category of food that is associated with a deep anchorage with territories: traditional cheeses, in the examples of Mexico and Corsica. The development of a comparative thought process will allow us to stage contrasted situations and to explore the question of patrimonial aspects in their multiple dimensions
