    Writing a Wikipedia Article on Cultural Competence in Health Care

    This article describes how librarians created a Wikipedia article on cultural competence in health care to support the medical school’s curriculum. Wikipedia, often considered not as reliable as scholarly articles, continues to be popular. Rutgers librarians conducted a Wikipedia project to improve its content to benefit students. The importance of cultural competency in health care is widely recognized due to increasingly diverse patient populations. Medical schools integrate cultural competency in curricula to train students to be culturally competent. Therefore, this topic was chosen for the Wikipedia Project. It is hoped that health sciences librarians and educators will benefit from their experience

    Preparing to Accept Research Data: Creating Guidelines for Librarians

    Rutgers University Libraries have recognized the need to expand their current research data services into a well-documented and well-supported service available to the Rutgers research community. In 2005, Rutgers University Libraries created RUcore, Rutgers University Community Repository, which has served as the University’s formal repository for institutional scholarship, special collections, and Electronic Theses & Dissertations. With the impetus of the 2010 NSF directive for research data sharing and preservation, RUcore development was extended to accept research data content. Ingest of pilot data projects began in 2010 via a librarian-mediated process. In order to provide a better defined workflow and mission for research data services, in July 2014, the Rutgers University Librarian organized a Task Force to investigate the evaluation process for technical, legal, and confidential issues involved in research data acceptance, and to establish an administrative and evaluation framework for the deposit of research data. After a review of 35 repositories using 34 criteria, the Task Force drafted a plan for research data acceptance which proposes wide-spread acceptance of mediated data projects, and prepares for future self-deposit in an online interface. This paper will discuss the issues addressed by the Task Force; acknowledging ownership of data through an institutional data policy, preventing exposure of confidential or sensitive data, establishing a reconfigured data team, requirements for storage capacity and funding, creating a workflow which includes collaboration with research offices, and offering guidance for both researchers and librarians working with research data

    Single-Anastomosis Gastric Bypass (SAGB): Appraisal of Clinical Evidence

    Single-anastomosis (mini-) gastric bypass (SAGB) was proposed by Dr. Robert Rutledge. Criticism and prejudice against this procedure was raised by surgeons who preferred a more difficult procedure, laparoscopic Roux-en-Y gastric bypass (RYGB). Increasing data indicates the procedure is an effective and durable bariatric procedure. SAGB has lower operation risks compared to RYGB. The weight loss is better after SAGB because of a greater malabsorptive component than RYGB, but SAGB had a higher incidence of micronutrient deficiencies. Randomized controlled trial and long-term data demonstrate that SAGB can be regarded as a simpler and safer alternative to RYGB. We propose this procedure to be renamed "single-anastomosis gastric bypass (SAGB)" because the key feature of SAGB is the "single anastomosis" compared with the two anastomoses of RYGB

    對市面上許多電子產品來說,縮小產品體積是目前發展的趨勢,而許多電子產品中都包含光學系統。因此,如何減小其中光學系統所占的體積是相當重要的一個環節。反射式光學除了具有低色散的特性之外,還可以透過折光的方式來使空間運用上更有效率。對於現在強調輕薄短小的光學系統來說,如何有效運用反射式光學在光學設計裡面,是很重要的課題。 在本論文中,主要可分為兩大主題,這兩個主題皆是結合反射式與折射式光學的影像系統。第一個主題是如何利用微機電系統技術所製造的可形變面鏡設計一個僅11mm厚的2倍變焦系統;第二個主題是如何使用單一訊號源設計一個同時具有抬頭顯示器功能與儀表板功能的汽車抬頭顯示器系統。Miniaturized imaging system is the modern trend in commercial products, such as mobile phones or PDA. Reflective optics is a technology not only can make the space application become more efficient and flexible, but also has the advantage that it induces low chromatic aberrations. For nowadays optical systems are asked to light weight and small size, it is an important topic to use reflective optics effective to achieve the goal. In this thesis, two image systems combining reflective and refractive optics are studied. The first system is a compact 2X zoom image system with MEMS deformable mirror that can cover a 5M pixel image sensor with pixel size 1.4μm × 1.4μm. It is only 11 mm in thickness. The second system is a compact head-up display (HUD) for automobile features both functions of head-up display (HUD) system and instrument panel with only one source

    我國原住民族生存於臺灣這片土地上,至少有六千年之久,在其漫長的歷史脈絡中,有其獨特的傳統文化及習慣。然而,這些少數族群的傳統文化習慣,不僅難以與我國多數漢人群體所建置、詮釋的法律規範相互交融,更可能有所牴觸。據此,當「部族傳統」與「現代刑罰」產生衝突時,一場部落與國家相遇的司法長期抗戰,即揭開序幕。在這場戰役中,此等原住民被告於刑事程序存在許多不利的特質,舉凡其接受法律諮詢及扶助機構的缺乏、文化與語言的隔閡、審判法官之專業性不足以及有欠妥適的審判方式等,均導致原住民被告於此抗戰中節節敗退,身處於困境的地位。 因此,本文將探討自刑事偵查程序之開啟,至審判程序之終結,原住民被告所面臨的通譯問題、偵查及審判階段中接受律師協助的辯護權等相關問題,以及現行原住民專業法庭的實行成效,並嘗試提出困境的解決模式。除此之外,現今對於原住民被告來說最重要的問題之一,就是在刑事司法中,職司追訴與審判的檢察官及法官,是否真的具備「同理心」去面對每一個原住民被告。 本文認為,除了立法者應深刻地考量原住民被告的司法權益,作出相關修法或訂定除罪化條款,執法者亦必須從部落的觀點出發,輔以其法律專業,作出尊重與維持原住民被告傳統文化習俗的決定,如此方能落實《憲法增修條文》第10條第11項、第12項及《原住民族基本法》保障原住民文化的意旨,達到真正的還權於「民」。Aborigines have been living on this island for over 6,000 years. In the context of their long history, Aborigines have their own unique traditions and customs. However, these aboriginal traditions and cultures, are not only incompatible with the legal norms, but also often cause serious conflicts. Accordingly, when the "Tribal Customs" collides with "Criminal Penalties", it also pulls the trigger of judicial war between tribes and state. In this battle, there are many adverse factors in the Aboriginal Defendants'' criminal proceedings. For example, the lack of legal resources and professional judges, aborigines'' cultural and linguistic barriers, and the improper conduct of trial mode, etc. These factors make Aboriginal Defendants retreat in the battle, and also make them trapped in quagmire. Therefore, this article will explore many problems faced by Aboriginal Defendants from the beginning of criminal investigation to the end of trial, such as Judicial Interpreter issues, Defense in Investigative Procedure, Mandatory Defense of Trial, and the implementation of Aboriginal Dedicated Court. And then attempt to put forward the corresponding solutions. Besides, one of the most important issues for Aboriginal Defendants, is whether judges or prosecutors have "empathy" to deal with every Aboriginal Defendant''s case. This article believe, legislators should profoundly consider the judicial interests of Aboriginal Defendants, and make several relevant amendments or decriminalization clauses. Moreover, the civilian law enforcers'' decisions should be made based on tribal perspectives, and supplemented by their legal profession.     61-GHz Dual-Feed Circularly Polarized Oversize Patch Antenna for Polarization Diversity Applications

    本論文提出一種以微帶線饋入之雙圓極化之超大型微帶天線,主要操作在61 GHz ISM頻帶。「超大型」之概念乃是有別於傳統操作在基頻的天線,由於操作在共振頻率較高的高階模態,天線的尺寸因此被等比例放大。因為毫米波頻段的特性,設計於61 GHz的傳統微帶天線大小與饋入傳輸線尺寸相當,造成阻抗匹配上的困難。本論文因而提出此大型微帶天線的設計,可有效解決此問題,不須要另外設計複雜的阻抗匹配電路。除此之外,由於天線尺寸相較於操作於基頻的天線較大,在61 GHz因製成技術的良率及製作誤差的容忍度可得到提升。 論文中的天線以截角方式實現圓極化,利用兩個正交微帶線饋入,使其擁有兩相互正交的極化方向,有效應用於極化分集。由於天線的面積較大,因此不須要使用天線陣列形式,其天線增益即可大於傳統微帶天線。此外,本論文採用深入饋入方式,增加兩個輸入埠之間隔離度之頻寬。所提出的天線為簡單的單層架構。 藉由實作在RO4003板材上,以設計於5.8 GHz ISM頻帶來進行實驗佐證,量測結果與模擬結果相近,天線饋入埠隔離度可達15 dB。在論文最後,未來會以此架構進行61 GHz之實作並量測。In this thesis, a dual-feed dual circularly polarized oversize antenna is proposed for 61 GHz ISM band application. The term “oversize” means that comparing to conventional patch antenna operated at the fundamental mode, the proposed antenna is enlarged due to implemented at the higher-order mode. In millimeter-wave band, the dimension of the antenna is close to that of the microstrip feeding line which causes the feeding difficulties. This problem can be solved by the proposed antenna without any complicated matching networks. Moreover, since the dimension of the antenna is enlarged, the manufacturing tolerances can be increased. The proposed circularly polarized rectangular patch antenna with is achieved by truncating its two corners. By exploiting two vertically placed microstrip feeding lines, the proposed antenna has orthogonal circular polarizations for polarization diversity applications. Owing to its enlarged size, the oversize antenna has higher gain than that of the conventional one without using array design. In addition, this design is fed by two inset microstrip lines that can enhance the isolation between the two ports. The proposed design has a simple and single-layer structure. This design is fabricated on the RO4003 simulated and verified at the 5.8 GHz band. The simulated and measured results are in good agreement. Up to 15 dB isolation are achieved. The simulation of 61 GHz version is provided for future experimental verification

    Novel Jacket Structure of Offshore Wind Turbines: Design, Analysis, and Experiment

    離岸風力發電塔架的支撐結構分為數種,主要依據水深以及海床土壤狀況而定,目前全世界風力發電的需求量不斷提升,所以越來越多離岸風力發電塔架也往更深的海域發展。目前較多的離岸風力發電都集中在水深25-50公尺之間,主要的支撐結構以單樁式為主,但是很多國家已經開始針對桁架式支撐結構進行研究與建設,故本研究的目的是希望針對台灣離岸風況還有海況去對5MW桁架式支撐結構進行設計、分析和驗證,希望可以藉此改善並提升台灣離岸風力發電的效率。 本研究參考了很多桁架式支撐結構相關的文獻後,針對目前現有的桁架式支撐結構進行改良,並自行設計出新型的三腳桁架式支撐結構。本文一共設計了14種支撐結構模型,這些模型的建構是使用SOLIDWORK工程繪圖軟體。而數值模擬分析的部分則是使用ABAQUS有限元素分析軟體。本文的數值模擬是針對建構出來的支撐結構模型進行梁元素分析,薄殼元素分析以及挫曲分析。 實驗部分是利用拉伸試驗機對縮小尺寸的試體進行載荷-位移曲線的量測,一共有2部分的實驗,第1部分是進行實心結構的挫曲實驗,試體的部分是採用自行設計出的新型三腳桁架式支撐結構。第2部分是進行空心結構的挫曲實驗,試體部分是採用圓柱狀空心鋼管結構。最後再將這2個實驗結果與數值模擬進行比對,驗證模擬數據的準確性。 由梁元素與薄殼元素分析的結果可看出本文自行設計出來的0°新型三腳桁架式支撐結構在相同負載狀況下會比其他桁架式支撐結構承受較小的應力,而挫曲分析的結果則顯示90°新型三腳桁架式支撐結構是4種新型三腳桁架式支撐結構中最好的。另外,從模型設計的角度上來探討,新型三腳桁架式支撐結構的桿件數量以及焊接點數量都是遠低於現在普遍使用的傳統四腳桁架式支撐結構,這可以減少施工上的麻煩也可以剩下不少的建構成本。There are several types of support structure in offshore wind turbine tower. How to choose them depends on water depth and soil situation of sea bed. Nowadays the demand of wind energy is increasing, so the development of offshore wind turbine has further expanded to deeper water depth region. Large fraction of wind turbine towers is built on the sea bed where the water depth ranges from 25 to 50 meter. Although most of the wind turbine tower structures in the world are monopole supported, many countries start to research on jacket structure. The purpose of present study is to design and analyses the most suitable support structure for 5MW offshore wind turbines in Taiwan. Based on reviewed literature, different types of general jacket structures model are built. New types of jacket structures are successfully designed, known as modified tripod jacket structures. In this thesis, 14 types of jacket structures models have been constructed using SOLIDWORK design software. The finite element analysis (Beam Element Analysis and Shell Element Analysis) and buckle analysis are performed using ABAQUS/CAE package software. In the experiment, MTS machine is used to perform the buckle test on small-scaled specimens. The experiments are conducted in two stages, first is to execute buckle test on the modified tripod solid structure. Second is to execute buckle test on steel hollow tube. The force-displacement data is measured and compared with the simulation results to evaluate the validity of the numerical method. CAE result shows that, 0°modified tripod jacket structure has better behavior under stress loading. In buckle test, 90°modified tripod jacket structure is good performed. These four designs of modified tripod jacket structures simplify the process of construction and reduce the construction cost. This is because modified tripod jacket structures have less braces and less welding points
