    Do Welfare Programs Damage Interpersonal Trust? Experimental Evidence from Representative Samples for Four Latin American Cities

    This paper argues that welfare programs are linked with the destruction of social capital, as measured by interpersonal trust in laboratory games. The paper employs experimental data for representative samples of individuals in four Latin American capital cities (Bogota, Lima, Montevideo, and San Jose), finding that participation in welfare programs damage trust. This result is robust to the inclusion of individual risk measures and a broad array of controls. The findings also support the notion that low take-up rates may be due to stigma linked with trust and social capital, rather than transaction costs.Experiments, Surveys, Social Programs, Trust, Stigma, Latin America

    This study of the City of San Jose’s Parks and Recreation General Obligation (GO) Bond Measure seeks to identify the politics-, management-, and planning-related lessons learned by the City as it developed its community facilities using the GO bonds proceeds. The study finds that these lessons include: be conservative in what you promise the residents; be prepared for changes in economic environment by identifying supplementary funding sources should the primary source not yield adequate funds; make sure that the jurisdiction is organizationally capable of handling the increased workload; and prepare detailed project plans prior to the bond issuance.Community Infrastructure and Services; Municipal Bonds; Public Finance

    Character and symbol in José Lezama Lima's 'Paradiso'

    This thesis explores the possibility of some degree of unity in Paradiso, which appears initially to be a work of poetic self-indulgence, lacking a coherent plot, credible characters and causality, and possessing seemingly extraneous chapters. In particular, the characters, with their one shared voice (Lezama’s) and apparently arbitrary appearances in independent scenarios, demand scrutiny. Lezama Lima's earlier works are devoted to his sistema poético, a working method aimed at a material representation of the mystical world of the Spirit in the "incarnate Word". Since the writer himself has defined Paradiso as a novela-poema, the novel is here examined as a poem, with the characters (recurring images) fulfilling symbolic roles. Luis Fernández Sosa’s reading of some of Lezama’s poems "anagogically" (following the terminology of Northrop Frye) is equally applicable to Paradiso, with its multiple levels of meaning. In Paradiso each act or incident is ritualized, suggesting that the characters are indeed symbolic and may attain the stature of archetypes. Characters derived from members of Lezama’s family circle acquire symbolic names and layer upon layer of additional imagery until they are expanded into archetypes. The recurring image of the (family) tree linking heaven and earth, continual emphasis on the cycle of birth/death/renewal and the main configurations, such as hero/princess/dragon/treasure, assist in the identification of the principal symbolic characters: Great Mother Goddess, Son/Lover, Dionysiac sacrifice, the questing Orpheus and the magnificent doomed Icarus. Each concept or character is a stepping-stone for the central auto- biographical figure, inspired by personal tragedy to seek self-perfection and accept his vocation. The stages on the journey --family relationships, the discovery and mastery of sexuality and creativity, the pursuit of infinite knowledge-- are presided over by a variety of tutors, not least Rialta, Cemí’s anima, poetic Muse and spiritual guide. Within Cemí’s heroic conquest of the Unconscious, the imagery of the quest yields much when interpreted in terms of Jungian archetypes. With his eventual assimilation of opposites, Cemí becomes actively contemplative, attuned to ritmo hesicástico and obedient to his calling. 'The analysis of character is the key to Lezama’s fictionalized autobiography, which emerges as a finely structured novel given precise form by its symbolic characters

    La contaminación del aire es el resultado de las emisiones de gases y material particulado a la atmósfera, procedentes de un conjunto amplio de actividades humanas y de procesos naturales que se dan en un determinado lugar. El presente trabajo de investigación trata sobre la evaluación de la contaminación del aire de la Universidad Nacional Tecnológica de Lima Sur (UNTELS), para el cual se realizó la identificación de las principales fuentes de emisión de contaminantes a la atmósfera y el monitoreo de la calidad del aire contemplando algunos parámetros que son nocivos para la salud de las personas, en este caso de los estudiantes de esta universidad. La contaminación del aire producido por fuentes naturales y antropogénicas, las cuales originan muchas dolencias y afecciones respiratorias a la población, animales y vegetación; por ello es importante evaluarlo a fin de plantear las medidas de control que permitan reducir o eliminar las emisiones, y consecuentemente tener una mejor calidad del aire. Las zonas cercanas a la universidad están expuestas a una serie de fuentes de contaminación atmosférica como el parque automotor, los mercados, el parque industrial; así como también las áreas sin pavimentar y sales marinas.
