    Naar een circulaire economie – manifest voor transitie en regeneratie (1) is een inspiratieboek. Geschreven in 2021 – na een jaar met corona. Geschreven met hoop en oog op de toekomst. Geschreven vanuit de ambitie naar een circulaire economie en een circulaire samenleving. Vanuit een breed perspectief. De wereld nadert een kantelpunt. De grenzen van de aarde lijken nabij. Grondstoffen raken op, het klimaat verandert, de zeespiegel stijgt en alom vervuilen lucht, water en aarde. De politieke doelstellingen leken aanvankelijk al ambitieus: Nederland vijftig procent circulair in 2030, honderd procent in 2050.     In spatial planning, there is an increasing awareness that uncertainty must be taken into account in decision-making. At the same time, it appears to be difficult to include uncertainty in decision-making due to the interaction between policymakers and other actors, and because of a changing environment during the decision-making process. This research examines the way policy makers deal with uncertainty in infrastructure planning under the influence of the aforementioned factors. To this end, the decision-making process for three area-oriented infrastructure projects is analyzed: the redevelopment of Airport Twente, the construction of a bypass of the IJssel River near Kampen, and the redevelopment of the provincial road N340 Zwolle-Ommen.The research shows that in their efforts to keep the decision-making process manageable, policymakers continue to strive for uncertainty reduction. They adapt their handling of uncertainty only gradually to their changing environment, and seem to do so mainly for opportunistic reasons or when they are forced to do so. In response to these efforts of policymakers for uncertainty reduction, opponents try to increase uncertainties so that alternatives are considered. The resulting 'contested community' makes it difficult to arrive at a broadly supported area-oriented infrastructure plan. On the basis of this research, it is recommended to break through the pattern of 'action-reaction' between policymakers and opponents in dealing with uncertainty through an early open dialogue and through 'joint fact-finding' in which there is room for uncertainty

    Learning to become adaptive: how hubs facilitate collective learning in project-oriented organisations in infrastructure planning

    The management of infrastructure networks in many countries faces challenges due to, for example, climate change, ageing infrastructure facilities, and demographic changes. Such challenges put the performance of infrastructure networks under pressure. In providing adequate infrastructure facilities for society, public infrastructure administrators often use a project management approach. These project-oriented organisations have to be adaptive to cope with the challenges that they face. Learning is considered an important element of adaptivity in literature. Although projects may support local adaptation, projects may operate relatively autonomous from their parent organisation and learning often remains confined within individual projects. However, learning between projects and between projects and their parent organisation is necessary for project-oriented organisations to become adaptive as a whole. This study uses frameworks for collective and organisational learning to understand how learning across projects and their parent organisation can be enhanced. This understanding may contribute to effective creation of adaptivity in project-oriented organisations in infrastructure planning. This study shows that interaction is essential for learning. The findings also show how interaction beyond the boundaries of individual projects and even beyond the boundaries of an organisation can be facilitated through hubs. In-depth case analyses of multiple infrastructure programmes, and inter- and intra-organisational communities of practice reveal the characteristics of these hubs and show how these hubs can facilitate collective learning. The results of this study are useful for public infrastructure administrators and other project-oriented organisations that aim to enhance collective learning across their organisation and, by doing so, enhance the adaptivity of their organisation

    Floating WIM Threshold Concept for Truck Weight Enforcement

    Weigh stations are the primary weight compliance checkpoints for commercial trucks. In the past several decades, states have used weigh-in-motion (WIM) technology to reduce delay and increase enforcement on overweight vehicles. This study offers a detailed analysis of weigh station systems and presents floating-threshold algorithms to improve the efficiency of WIM equipped weigh stations. This research evaluates weigh station design and operational parameters using queueing theory and found that WIM technology not only enhances the effectiveness and efficiency of weigh station operations but also largely reduces travel delay for trucking companies. The effects of truck demand, truck weight distribution, static scale service time, WIM accuracy, and sorting threshold on weigh station operations have been analyzed. The author shows the importance of transponders in a WIM mainline weigh station operation. The author also proves that the increase of storage spaces within a weigh station may largely increase truck travel delay and does not significantly improve weigh station operations. This research focuses on the development of floating-threshold algorithms. Since the number of trucks, particularly heavy trucks, has increased rapidly in recent decades, many weigh stations cannot meet the demand even when equipped with WIM systems. This problem is complicated by the fact that truck demands, truck weight distribution, and static scale service time vary by time of day and day of week. The author designed floating-threshold algorithms to automatically adapt to high truck demand and the varying of truck demand, truck weight distribution, and static scale service time, over time. When the queue at the weigh station is long, the threshold value is increased so as to avoid the closure of the weigh station while still catching the worst weight limit offenders. When the queue is short, the threshold value is lowered to increase the number of trucks inspected. Both the traditional fixed-threshold strategy and two floating-threshold strategies were modeled and tested using a microscopic simulation model. The results show that floating-threshold strategies are both more effective in weight enforcement and more efficient for heavy traffic flow and high-variance environments. The finding that different floating-threshold strategies have different effects indicates that it is necessary to make a further study on floating-threshold algorithms
