Fragmented party system in Italy: nightmare or advantage for democracy? by Laura Lorello In building the newly-established democracy, the Authors of the Italian Constitution attributed a fundamental role to political parties. Therefore, the Italian political system comprises numerous political parties, often small in size, which have to coalesce to form a government majority. The resulting fragmented party system in Italy is generally considered a negative characteristic. Historically, it has been very difficult to reduce the number of political parties. Many attempts were made to modify the electoral system, from proportional representation to majority rule during the last thirty years. More recently, further attempts have been made to introduce more restrictive rules to form a parliamentary group in the Senate (one of the two Houses of Parliament). However, it can be said that the fact of having many parties is advantageous to the contemporary Italian and global contexts in preserving democracy from attrition, degeneration and self- destruction

He was a Whig and a member of the Liberal party in the House of Lords. Subsequently, he was part of the cabinet of William Gladstone as Foreign Affairs Secretary, in 1886. He became Prime Minister in 1894, because of Queen Victoria will, who trusted a lot in his abilities. He realized before his contemporaries the big challenges of the new century for the British Empire and the need for relevant transformations of British political system

This papers studies different issues related to minorities rights. After trying to define what should be intended as minorities in contemporary West societies and exploring if it is possible to make a difference between old and new minorities, the research focuses on the main issues that are at stake. In particular, the paper aims at discovering which are the rights involved and how such rights can be categorised, as human, cultural, individual or community rights. The research will show how new minorities are in need of having their own identities recognised and protected by our West societies. This requires the achievement of a real process of integration to be carried out through two combined factors: the implementation of international or supranational treaties or documents, and the effective efforts that have to be made by European governments and people

Nazionalismo e minoranze nella Scozia della devolution
Al termine di una lunga attesa, solamente nel 1998 la Scozia (che per secoli ha conservato caratteri nazionali fortemente radicato in una ben definita identità culturale, rimasta relativamente integra anche ad di là di quella fusione parlamentare con l’Inghilterra che nel 1707 diede origine al Regno Unito) ha visto la realizzazione di quel particolare regime di autogoverno, basato sul trasferimento da Westminster di poteri costituzionali e soprattutto legislativi, che si riassume nella nozione di devolution . In Scozia, sulla base della particolare formula devolutiva introdotta originariamente con lo Scotland Act 1998 e più di recente ampliata secondo una formula che ha decentrato ulteriori poteri e garanzie, si è venuta a configurare la più avanzata forma di grande decentramento territoriale introdotta nel quadro delle home nations del Regno Unito, ovvero delle parti costituenti che insieme a un’Inghilterra (in cui la devoluzione non ha trovato fortuna) concorrono alla formazione dello Stato unitario
