    Large scale detection of half-flats in CAT(0)-spaces

    Let M be a complete locally compact CAT(0)-space, and X an asymptotic cone of M . For γ ⊂ M a k-dimensional flat, let γω be the k-dimensional flat in X obtained as the ultralimit of γ . In this paper, we identify various conditions on γω that are sufficient to ensure that γ bounds a (k+ 1)-dimensional half-flat. As applications we obtain: (1) constraints on the behavior of quasi-isometries between lo- cally compact CAT(0)-spaces; (2) constraints on the possible non-positively curved Riemann- ian metrics supported by certain manifolds; (3) a correspondence between metric splittings of a complete, simply connected non-positively curved Riemannian mani- folds, and metric splittings of its asymptotic cones; and (4) an elementary derivation of Gromov’s rigidity theorem from the combination of the Ballmann, Burns-Spatzier rank rigid- ity theorem and the classic Mostow rigidity theorem

    Rigidity of high dimensional graph manifolds

    We define the class of high dimensional graph manifolds. These are compact smooth manifolds supporting a decomposition into finitely many pieces, each of which is diffeomorphic to the product of a torus with a finite volume hyperbolic manifold with toric cusps. The various pieces are attached together via affine maps of the boundary tori. We require all the hyperbolic factors in the pieces to have dimension ≥ 3. Our main goal is to study this class of graph manifolds from the viewpoint of rigidity theory. We show that, in dimensions ≥ 6, the Borel conjecture holds for our graph manifolds. We also show that smooth rigidity holds within the class: two graph manifolds are homotopy equivalent if and only if they are diffeomorphic. We introduce the notion of irreducible graph manifolds. These form a subclass which has better coarse geometric properties, in that various subgroups can be shown to be quasi- isometrically embedded inside the fundamental group. We establish some structure theory for finitely generated groups which are quasi-isometric to the fundamental group of an irreducible graph manifold: any such group has a graph of groups splitting with strong constraints on the edge and vertex groups. Along the way, we classify groups which are quasi-isometric to the product of a free abelian group and a non-uniform lattice in SO(n, 1). We provide various examples of graph manifolds which do not support any locally CAT(0) metric. Several of our results can be extended to allow pieces with hyperbolic surface factors. We emphasize that, in dimension = 3, our notion of graph manifold does not coincide with the classical graph manifolds. Rather, it is a class of 3-manifolds that contains some (but not all) classical graph 3-manifolds (we don’t allow general Seifert fibered pieces), as well as some non-graph 3-manifolds (we do allow hyperbolic pieces)

    In her last book, Democracy without Shortcuts, Cristina Lafont advocates a demanding ideal of democracy as self-government in which all citizens must be able to participate in processes of public deliberation and shape the policies they are subject to as well as to endorse them as their own. In the arduous path towards such ideal, Lafont argues, there is no place for magical shortcuts that, under some interpretations, promise its automatic realization. In this comment, I distinguish between replacement shortcuts and complementary shortcuts, and argue that the latter are fully compatible with Lafont’s scheme. In regard to replacement shortcuts, I also argue that any plausible non-ideal theory of democracy must make room for them, even if under strict systemic democratic conditions.En su último libro, Democracia sin atajos, Cristina Lafont nos propone un exigente ideal de democracia como autogobierno en el que los ciudadanos deben poder participar en los procesos de deliberación pública con el fin de poderse apropiar e identificar por igual con las instituciones y leyes a las que están sujetos. En el arduo camino de aproximación al ideal, Lafont rechaza los atajos mágicos que prometen la realización instantánea del ideal, como los mini-públicos, bajo algunas de sus interpretaciones. En este comentario defiendo que hay dos tipos de atajos de representación institucional, los de sustitución y los complementarios, y que los segundos son totalmente compatibles con el esquema de Lafont. Con respecto a los de sustitución, argumento que cualquier teoría no ideal plausible de la democracia debería también hacerles espacio, bajo ciertas condiciones democráticas sistémicas estrictas
