I dilemmi dell’uomo delle certezze: l’offerta politica di Silvio Berlusconi
This paper concentrates on the meaning of the term “dilemma” and, on the one hand, it offers a discussion concerning Berlusconi’s main political choices (that is, those crucial choices that were made in conditions of uncertainty), and, on the other, it raises those questions that scholars have been addressing in the past few years. Amongst Berlusconi’s choices, the author lists, first of all, the decision to “enter the field”; then to form a coalition able to win the election within the new electoral system framework and the definition of his political programme. Then,once at the opposition, his firm strategy of bipartisanship and protest. Finally, in 2001, the redefinition of his relationship with his political allies. Amongst those questions that have, in the past few years, both raised the political scientists’ attention and constituted themselves dilemmas that are not easily solvable, the author lists: the reasons for Berlusconi’s political victory and personal success; the impact that television has on its viewers, Berlusconi’s relationship with his political allies
Le tipologie del comportamento elettorale in Italia
The article reviews the literature on Italian electoral behaviour in the light of the typologies of voting. Preliminarily, it offers a brief overview on the implications of some basic conceptual and methodological choices. Then it is divided into three parts. In the first, the author analyzes the contents and the interpretations of the well-known typology proposed by Parisi and Pasquino, who sub-divide among belonging, opinion and exchange voting. This typology is the only one that has been operationalized with both ecological and survey data. The analysis of the operazionalizations reveals some shortcomings, the majors of which consist of the difficulty in finding the opinion voter through ecological analysis and of the specular difficulty in finding the exchange voting through survey analysis. To overcome these problems, in the following two parts the article reviews the typologies focusing on individual voting behaviour and those focusing on political attitudes. The analysis of these sub-fields suggests to spoil belonging and opinion voting of their normative meaning and to consider them as attitudes that may exist in different degrees. The article also shows that the methodology has a profound impact on the content of the typologies proposed, thus confirming the necessity of conceptualization efforts for improving connotativeness, a step which is confirmed to be logically antecedent to empirical testing
Personalizzazione della politica e comportamento elettorale. Con una ricerca sulle elezioni comunali
The article is divided into three parts. The first part reviews the literature on the personalisation of politics, splitting this concept into five components (presidentialisation of institutions, leaderisation of parties, personalisation of political communication, political marketing, and the vote) and discussing the way into which politicians and parties interact with the media and the public. The second part concentrates on the literature on the personalisation of the vote in Italy before and after the electoral reforms of the Nineties. The third part presents empirical data on the personalisation of the vote in Italian local elections (424 cities). The direct election of the mayors and the opportunity to cast a preference voting give way to personalisation in all the country, but the concept denotes different empirical referents in different areas, namely in the Centre-North and in the South. In addition, the “personalisation” and “attraction” indexes, that aim at measuring the strength of the candidates vis-a-vis parties and the other candidates, show that incumbent mayors have a clear impact on the competition
Alla ricerca del consenso : il "mercato elettorale" visto dai parlamentari italiani
Drawing on international relations theory, law and historical analysis, this book compares European integration with the antebellum USA to assess what makes the EU viable despite contestation over the rules of the game of integration. It reveals that changing the system of representation is no shortcut solution for the EU's constitutional woes. This book presents a comprehensive analysis of the regulation of cross-border insolvencies in Europe. Council Regulation 1346/2000 on Insolvency Proceedings forms the natural focal point of such a study. However, while this book explores in detail the background, legal basis as well as the substance of the Regulation, it also contains an examination of the Regulation from two wider perspectives: that of international cross-border insolvency regulation and Community law. The approach adopted by the Regulation to the problems raised by cross-border insolvency forms part of a paradigmatic shift at the global level. The ‘struggle over jurisdiction’ - the natural state of affairs under the old principles of ‘universality & territoriality’ – is increasingly being replaced by co-operation between the jurisdictions involved. The Regulation must be understood against the backdrop of these new cooperative approaches, including the UNCITRAL Model Law and ancillary proceedings. Doing so, this book argues that the co-operative framework of the Regulation is limited and may ultimately not suffice to realise the efficient and effective cross-border proceedings it is aiming for. Although the Regulation is an exponent of this global shift towards cooperation, the legal context in which it operates is nevertheless very different. Community law, as an autonomous legal order, has limited the private international law autonomy of Member States and generated a comitas Europaea. This book argues that Community law and its comitas must be taken seriously. They are an important source of principles to guide courts in the interpretation and application of the Regulation and may reinforce and expand the co-operative mechanisms of the Regulation. Jona Israel obtained his LL.M. at the University of East Anglia, Norwich in 1994 and graduated at the University of Maastricht in 1995. From 1995 to 1998 he was researcher at the European University Institute in Florence, Italy. Since 1998 he has been lecturer at the University of Maastricht, teaching private international law, insolvency law and commercial law. Questo volume, che si colloca all'interno del filone di studi sul voto, costituisce il primo lavoro sistematico che cerca di rispondere all'interrogativo "che idea hanno i politici degli elettori e del mercato elettorale?". Mentre si sa molto su che cosa i cittadini pensano dei politici, dei partiti e del voto, più raramente ci si è interrogati su che cosa i politici pensano degli elettori, una tematica interessante per almeno due ragioni. La prima è che i politici sono certamente attenti (e preoccupati?) a quanto avviene nel mercato elettorale: l'autonomia delle forze sociali, la "nuova politica", il calo della partecipazione, l'incremento della mobilità elettorale, il successo dei "partiti anti-partito", la rilevanza dei mass media e della personalizzazione della politica, e così via. La seconda è che, soprattutto nei periodi di cambiamento politico-elettorale come nell'Italia dell'ultimo decennio, le percezioni degli attori hanno un ruolo rilevante nell'orientarne le scelte. Dopo avere discusso gli studi più recenti sull'evoluzione delle democrazie contemporanee e dei principali attori del mercato elettorale (partiti ed elettori), questa ricerca analizza le risposte a un approfondito questionario inviato ai parlamentari italiani, che ha per oggetto i loro atteggiamenti rispetto a diverse tematiche: come sta cambiando la democrazia italiana con l'integrazione Europea? Perché gli elettori sembrano incontentabili? Come resistere all'antipolitica? E' finita l'"età dell'oro" nei rapporti con i gruppi di interesse? Le riforme elettorali hanno sortito gli effetti auspicati? Quale è il ruolo del parlamentare di collegio? Che cosa significa rappresentare (e chi)? Quale è il ruolo dei mass media? Quali sono i legami con partiti e leader nazionali? Dalle risposte dei parlamentari il caso italiano emerge come un peculiare mix di superficialità, leaderizzazione, mediatizzazione, irresponsabilità. "And the winner is ...”: qualche considerazione sull’”election night” del 14 aprile
The article proposes some considerations on the “election night”, the tv programmes that, when polls are closed, present and discuss voting results and that constitute a crossroad for the consequences of the elections. After a discussion of the relationships between electoral reforms of the Nineties and Two-thousands and the “stake” of the election night, the article analyses some aspects of the election night of 14th April 2008: programme scheduling, availability and quality of survey and electoral data, interpretations of the vote. Then the article speculates on the reasons of such a massive programme scheduling, a difficult use of (not fully accurate) data, partial interpretations of the results. In conclusion, a different use of data (exit polls and surveys) is proposed in order to contribute to a more informed public discussion
