    ON THE PHENOMENOLOGICAL HORIZONS OF THE METHODOLOGY OF HISTORY OF A. S. LAPPO-DANILEVSKY

    The article problematizes the relatively recent tradition (initiated by O. M. Medushevskaya and picked up by a number of researchers) of a phenomenological interpretation of A. S. Lappo-Danilevskii’s historical and methodological work. The article aims to find out whether, and if so, in what sense (senses) it is possible to talk about the phenomenology of Lappo-Danilevskii. It shows the grounds on which this interpretation can, within certain limits, be accepted, and the moments of principal divergence between classical phenomenology and Lappo-Danilevskii’s methodology of history. The key point of these discrepancies is the phenomenological reduction, which is the essence of the phenomenological method, and, in the author’s opinion and contrary to the opinion of some researchers, is absent in the methodology of history of Lappo-Danilevskii. The theoretical positions that provoke the comparison of the views of Lappo-Danilevskii and Husserl are reduced to two main points: the problem of the psychological impenetrability of someone else’s Self and the understanding of the historical source as a construction of the historian. The article suggests that the “phenomenological motives” of Lappo-Danilevskii’s work are determined by the general philosophical and epistemological search of his time, perceived by Lappo-Danilevskii through the works of I. G. Droysen, Russian Neo-Kantianism and W. Dilthey, but hardly directly from Husserl’s philosophy, with which he could not be thoroughly familiar. The author suggests qualifying Lappo-Danilevskii’s methodological work as an original version of historical phenomenology, which was formed outside the direct influence of the classical phenomenology of Husserl. The article outlines the directions of further development of the problems laid down in Lappo-Danilevskii’s methodology of history, in particular, O. M. Medushevskaya’s “cognitive history,” A. L. Yurganov’s “historical phenomenology” and the sociological turn in the methodology of historical knowledge (turn from a subject to an actor) fixed by M. F. Rumyantseva. The latter, according to the author of the article, actualizes the key problem of the phenomenological tradition — that of intersubjectivity

    The profit of involving calendar holidays in the process of school children bringing up is proved in the article. The author confirms that there are many good customs and rituals with deep bringing up content. Ethnic Hutsul traditions had symbolic meaning and contributed their moral bringing up. The number of examples about children's upbringing in Hutsul families is given here, which helps in training them to religious and secular traditions. It is also said about holiday rituals, where small Hutsul children were involved. A lot of Hutsul customs and rituals have already been forgotten. But the author appeals to their renascence. The author is sure of it because customs and rituals form upbringing tradition, which proved its effectiveness during many centuries. Partly, it is important to meet children to new traditions of modern mountain schools of Hutsulshchyna (Hutsulland) to form true valuable orientation. Only this is the basis of the personality spiritual world. The author proposes to reveal the celebrations of ancient traditions such holidays as: Christmas, Easter, Trinity. During these holidays Hutsul people tried to do a lot of charity things, helping sick people, visiting ill, and making mention of the departed. That's why it is important that the modern pupils of mountain schools not only new, but followed public calendar traditions. It has to be not only following certain ritual actions, but it has to be the ability to the spiritual perception of Hutsul cultural heritage

    The article reflects the results of the empirical study of the problem of the young person’s spiritual values formation. The importance of the study of the person’s spiritual and valuable sphere of the future educator has been emphasized. The author has developed the determining criteria of high, efficient, medium and low levels of the spiritual values formation. The researcher offers a range of methods aimed at establishing the levels of spiritual values formation in students studying pedagogical specialties at university. Significant attention has been paid to the studying of the understanding dynamics by the students of the definition context “spiritual values”, the scope of students’ knowledge concerning components of the individual’s spiritual values, ranking factors which influence the formation of the individual’s spiritual values. The author proves that the raised problem becomes more current in modern pedagogy of the higher school. As the systematized study results have confirmed the hypothesis that a significant part of surveyed students do not have enough formed system of spiritual values.     The efficiency assessment of big cities social and economic development: a system dynamics approach

    This paper examines the actual problems of social and economic development of big cities. To assess the efficiency of this development, we have made a methodology, based on a system dynamics approach which meets the modern requirements. One of the main elements of the methodology is a system dynamics model of urban development. This model helps to determine the efficiency borders of this development, the cost of urban growth, tariffs on the urban infrastructure services. The results of such calculations by the example of St. Petersburg (Russia) are given in the paper. The author presents important issues of self-improvement of higher school students. The pedagogical factors create a thematic term in a student camp. The article states that the student camp should be focused on improving the system of personal spiritual values. Scientists suggest a thematic term programme “School for Spiritual Growth”. The following programme identifies the stages of implementation. The author tells about the importance of spiritual and moral education.     Deviņdesmito gadu sākumā tika īstenota pensiju reforma. Ņemot vērā Latvijas ekonomikas apstākļus, tika pieņemts lēmums izveidot trīs līmeņu pensiju sistēmu, lai ikviens Latvijas iedzīvotājs varētu rūpēties par savu pensijas apmēru, nevis tikai paļauties uz to pensiju, ko spēj nodrošināt valsts. Šobrīd pensijas kapitāla uzkrāšana kļuvusi ļoti aktuāla, jo valsts vecuma pensija nesniedz pietiekamu nodrošinājumu pensionāriem. Tāpēc ikvienam ir būtiski piedalīties visos trijos pensiju līmeņos. Maģistra darba tēma ir „Privato pensiju fondu attīstība Latvijā”. Darbā tiek pētīti visi trīs pensiju sistēmas līmeņi, analizēta to darbība un finansiālie rādītāji, kā arī vērtēta privāto pensiju fondu nozīme pensiju sistēmas attīstībā. Maģistra darbā ir pētīta Latvijas pensiju sistēma, darbs sastāv no trim nodaļām. Pirmajā nodaļā ir sniegts ieskats par pensiju sistēmas vēsturisko izveidi un attīstību, tiek apskatīta pensiju sistēmas reforma un tās nepieciešamība. Ir veikts aprēķins uz piemēra pamata aptuvenai vecuma pensijai. Autors izpēta detalizētāk pirmo un otro pensiju sistēmas līmeni, kas tiek pētīti gan no likumdošanas puses, gan no darbību raksturojošo rādītāju viedokļa Otrajā nodaļā autors sniedz informāciju par privātiem pensiju fondiem un to darbības shēmas aprakstu. Autors izpēta pozitīvus un negatīvus aspektus piedaloties privātā pensiju sistēmā. Trešajā nodaļā tiek detalizēti apskatīta privāto pensiju darbība, fondu veidi, pensiju plāni. Tiek apskatīta privāto pensiju fondu nepieciešamība, priekšrocības un trūkumi, kā arī analizēti privāto pensiju fondu darbības rādītāji. Izstrādājot šo darbu autore nonāk pie atziņas, ka tikai piedaloties visos trijos pensiju sistēmas līmeņos vienlaicīgi, topošais pensionārs var nodrošināt finansiāli neatkarīgas vecumdienas Maģistra darba kopējais lappušu skaits ir 82 lpp., darbs ietver 5 tabulas, 16 attēlus.The Pension Reform was implemented at the beginning of nineties. Taking into account the economic situation in Latvia, it was decided to establish three level pension funds so that every Latvian inhabitant could maintain his/her amount of pension, not relying on the pension that the government can ensure. At this moment saving of the pension capital is very topical because state old age pension funding is not satisfactory for pensioners. That is why it is very relevant for everybody to participate in all three pension levels. The theme of the present Masters Paper is "Development of Private Pension Funds in Latvia." The Paper investigates all three pension fund levels, analyses their activity and financial indicators as well as evaluates importance of private pension funds in the development of pension fund. The paper investigates Latvian pension fund, the paper consists of three chapters. The first chapter gives an insight in the historical development and establishment of the pension fund, examines the reform of the pension fund and its necessity. The calculation of the approximate old age pension is made on the basis of the example. Here the author studies more particularly the first and the second level of the pension fund that are examined both from the legislation side and from the view of activity characterizing indicator In the second chapter author gives information on Private Pension Fund sector in Latvia and how this sector works. Author makes analysis of positive and negative sides of participation in Private Pension Fund scheme. The third chapter deals with private pension activity, different kinds of funds, pension plans. The necessity of private funds, their advantages and disadvantages are examined as well as the indicators of the private pension funds are analysed. Having written the paper, the author comes to the conclusion that only participation in all three pension level together can provide the emerging pensioner with financially independent old age.
