The implications of foreign aid fungibility for development assistance
A foreign aid or foreign lending policy that focuses exclusively on project financing may have unintended consequences, report the authors. New research shows that aid intended for crucial social and economic sectors often merely substitutes for spending that recipient governments would have undertaken anyway and the funds that are thereby freed up are spent for other purposes. If the aid funds something that would have been done anyway, traditional ways of evaluating the aid's effectiveness are not really accurate. Ifaid funds are fungible and the recipient's public spending program is unsatisfactory, project lending may not be cost-effective. If the recipient's public spending program is satisfactory, perhaps the donor should finance a portion of it instead of financing individual projects. One solution to the problem of fungibility, then, is that donors could tie assistance to an overall public spending program (in the recipient country) that provides adequate resources to crucial sectors. To make this kind of reform operational, the authors propose a new lending instrument: a public expenditure reform loan (PERL). A PERL would tie an institution's lending strategy to the recipient country's achievement of mutually agreed-upon development goals. Everyone agrees that better donor coordination is needed, but it has been difficult to achieve because some donors tend to prefer projects (usually with the national flag flying over them). The public sector in the Caribbean : issues and reform options
The public sector's performance in the Caribbean varies, in reducing poverty and in creating an enabling environment for growth. Barbados and the Bahamas have been the high performers, Guyana and the Dominican Republic have been sluggish, and the other Caribbean countries fall in between. In the Caribbean region, the public sector is now the predominant provider of tertiary education and health services (university education and hospital-based curative care), which mainly benefit the nonpoor. Attempts must be made to recover costs from high-income users and use that revenue to improve the quality and quantity (as appropriate) of basic services. Lessons from experience suggest that most Caribbean countries need to encourage the private sector to participate more in providing infrastructure and need to provide a better regulatory framework. Foreign aid's impact on public spending
Using a model of aid fungibility, the authors examine the relationship between foreign aid and public spending. Based on a panel of cross-country and time-series data, their results show that roughly 75 cents of every dollar given in net development assistance goes to current spending and 25 cents to capital spending in the recipient countries. But concessionary loans - a component of development assistance - stimulate far more government spending. Their results also show that aid increases both public and private investment. To test aid fungibility across both public spending categories, they use a newly constructed data series on the net disbursement of concessionary loans. They find that concessionary loans given to the transport and communication sector are fully nonfungible. But loans to the energy sector are converted into fungible monies and part of the funds leak into transport and communications. Loans to agriculture and education are also fungible. There is no evidence of concessionary funds being diverted for military purposes. Their results show that total public spending in the health sector has no impact on reducing infant mortality, but concessionary loans to the health sector do. Public spending and outcomes : does governance matter?
The authors examine the role of governance-measured by level of corruption and quality of bureaucracy-and ask how it affects the relationship between public spending and outcomes. Their main innovation is to see if differences in efficacy of public spending can be explained by quality of governance. The authors find that public health spending lowers child and infantmortality rates in countries with good governance. The results also indicate that as countries improve their governance, public spending on primary education becomes effective in increasing primary education attainment. These findings have important implications for enhancing the development effectiveness of public spending. Retinitis Pigmentosa GTPase Regulator (RPGR) protein isoforms in mammalian retina:insights into X-linked Retinitis Pigmentosa and associated ciliopathies
Mutations in the cilia-centrosomal protein Retinitis Pigmentosa GTPase Regulator (RPGR) are a frequent cause of retinal degeneration. The RPGR gene undergoes complex alternative splicing and encodes multiple protein isoforms. To elucidate the function of major RPGR isoforms (RPGR 1-19 and RPGR ORF15), we have generated isoform-specific antibodies and examined their expression and localization in the retina. Using sucrose-gradient centrifugation, immunofluorescence and co-immunoprecipitation methods, we show that RPGR isoforms localize to distinct sub-cellular compartments in mammalian photoreceptors and associate with a number of cilia-centrosomal proteins. The RCC1-like domain of RPGR, which is present in all major RPGR isoforms, is sufficient to target it to the cilia and centrosomes in cultured cells. Our findings indicate that multiple isotypes of RPGR may perform overlapping yet somewhat distinct transport-related functions in photoreceptors
Boondoogles and expropriation : rent-sseking and policy distortion when property rights are insecure
Most analyses of property rights and economic development point to the negative influence of insecure property rights on private investment. The authors focus instead on the largely unexamined effects of insecure property rights on government policy choices. They identify one significant anomaly-dramatically higher public investment in countries with insecure property rights-and use it to make the following broad claims about insecure property rights; 1) They increase rent-seeking. 2) They may reduce the incentives of governments to use tax revenues for productive purposes, such as public investment. 3) They do so whether one regards the principal problem of insecure property rights as the maintenance of law and order, which government spending can potentially remedy, or as the threat of expropriation by government itself, and therefore not remediable by government spending. Government expenditures as a citizens'evaluation of public output : public choice and the benefit principle of taxation
Combining elements from the theories of public choice and benefit taxation, the author develops a framework in which private citizens can evaluate public activities. Why, and under what circumstances, do bureaucrats increase the size of the public sector and the amount of public spending in their own self interest? What does the private sector think public output should be, what is actual public output, and how does the private sector evaluate that output? The author applies the theoretical results of an attempt to answer these questions in four Central European countries (Czechoslovakia, Hungary, Poland, and Slovenia), using actual data for 1989-91 and projections for 1992. Interpreting indirect evidence, he shows that the private sector would prefer less government activity in all countries, from a low of 5 percent less public spending (in Poland) to a high of one-third less (in Slovenia). If those governments were to follow those guidelines, their spending-to-GDP ratios would more closely resemble the 1987-89 average for a selected group of European market economies. The author also introduces a more rigorous, if not necessarily more objective, approach to determining optimal government spending. This approach requires little information, but uses a static model and requires faith in the direction of causality for some key variables. An Investigation into Vehicle Acceleration Characteristics on Freeway Loop Ramps
Freeway loop ramps are the most restrictive common interchange ramp design, with sharp curves and low design speeds. Drivers utilizing these ramps can be forced to accelerate rapidly on entry ramps or decelerate rapidly on exit ramps. This thesis has several goals: to gain information about acceleration and deceleration on freeway loop ramps���both where it occurs and the magnitude of the speed change rate; to evaluate what ramp characteristics are most predictive of speed change rate and form models based off of these characteristics; to use the observed speed change rates to form a way to test for the adequacy of auxiliary lanes.
To accomplish these goals, the author uses a large dataset from the Strategic Highway Research Program 2 Naturalistic Driving Study (SHRP2 NDS). The dataset contains time-series vehicle dynamic data from nearly 2,000 vehicle trips on 20 freeway loop ramps in 5 states. The author supplemented this data set to be able to tie the dataset to physical locations and analyze the impact of various ramp characteristics on the speed change rates. The author uses two new terms, deceleration ratio and acceleration ratio to show where on the loop ramps deceleration and acceleration occur. Next, the actual deceleration rates and acceleration rates are shown and compared to the commonly used current rates. The author then models these rates using the most predictive ramp variables���radius of curve and speed limit of the adjacent freeway. Next, the author calls for updating the assumption of vehicle acceleration on ramps, suggesting that the rates of acceleration and deceleration may be closer than previously assumed and that acceleration may not be constant on loop ramps. Finally, the author introduces a method for determining the adequacy of auxiliary lanes on freeway loop ramps.
In this thesis, the author finds that much of the acceleration on entrance loop ramps and deceleration on exit loop ramps occurs outside of the loop ramp proper���on either the freeway or the auxiliary lanes���and notes the importance of adequate auxiliary lanes. The author finds that deceleration rates on exit loop ramps may be lower than previously thought and recommends that a lower rate be used for design purposes. The author finds that using the ���normal��� acceleration rate of 3.6 ft/sec^2, many of the studied ramps do not provide adequate room for vehicles to reach the freeway speed limit before they are forced to merge onto the freeway
