    Agricultural Growth Deceleration in India: A Review of Explanations

    Since the inception of economic reforms, Indian economy has achieved a remarkable rate of growth. This fantabulous performance, to a large extent, was driven by service sector and improvements in the secondary sector. However, this growth process bypassed the agricultural sector, which showed sharp deceleration in the growth rate (3.62 percent during 1984/85 - 1995/96 to 1.97 percent in 1995/96 – 2004/05). Given the relevance of the sector for employment and rural development the declining trend in agricultural growth has emerged as a major concern for researchers and policymakers. A large number of studies have enquired into the growth process of agricultural sector and has criticised the neo-liberal policy regime for a general neglect of the sector. The sector has recorded wide variations in yield and productivity and there was a shift towards cash crop cultivations. Moreover, agricultural indebtedness pushed several farming households into poverty and some of them resorted to extreme measures like suicides. In this context, the present paper reviews the performance of the Indian agriculture since reforms and compares it with pre-reforms conditions. A systematic and critical review of literature is presented to comprehend the poor performance of Indian agriculture. The review focuses on the pattern and determinants (price and non-price) of agricultural growth and evaluates the influence of policy and environmental factors on its performance. This paper exclusively explains the following objectives. To explain the growth of agriculture in terms of area, yield and cropping pattern and findings that have taken place in the recent past. To understand the determinants that contributes to the changes in the sources of growth. To explore the influence of the policy factors and natural factors, which lead to changes in the growth of agriculture? The study identifies that, in the post reform period there has been an increase in prices of cash crops and the cropping pattern changes towards non-food grains have a significant effect on growth. The review also concludes that much of the slowdown in agriculture is caused due to other pertinent factors such as infrastructure, technology and environmental factors, lack of political commitment and poor implementation of policies.Q10

    Financial inclusion is the broad based delivery of banking and other financial services at affordable cost to the poorest sections of society. In India, financial inclusion emphasizes to include maximum number of people under formal financial systems. The most important part of financial services in a region is typically measured by number of people who have access to bank accounts. The present study investigates the drive to financial inclusion in the form of the growth in bank accounts of scheduled commercial banks and the changes in below poverty line population. The result suggests that the growth in bank accounts is not significantly associated with the reduction in below poverty line population across states. Providing banking services to maximum number of people is unsuccessful as a poverty reduction strategy. As a poverty reduction strategy, developing inclusive financial systems should give priority, which is financially and socially sustainable.banking, financial inclusion, poverty

    Characterization of TLB and page allocation behavior on modern processors

    Virtual memory support is prevalent in most modern processors and is facilitated through Translation Lookaside Buffers (TLBs) which play a major role in the overall system performance. TLB misses are costly since they require multiple high latency memory references to walk the page table and locate the desired Virtual Page Number (VPN) - Physical Page Number (PPN) mapping. This study improves TLB hit rates by taking advantage of any contiguity present in the pages allocated by the Operating System (OS). By contiguity we refer to cases where consecutive VPNs are mapped to consecutive PPNs. Traditionally, OSs use large or superpages to collapse hundreds of such contiguous entries, thereby using one TLB entry to represent them rather than hundreds of entries they would normally require. Unfortunately due to implementation complexities superpaging has not been universally successful in reducing TLB pressure. We show, however, that even without explicit superpaging, various OS virtual memory allocation activities lead to intermediate levels of contiguity that may be exploited to coalesce TLB entries and significantly improve hit rates. We verify the presence of contiguity by running benchmarks on a real system and checking the page allocations of the OS. The OS page allocation schemes depend on memory pressure and memory defragmentation daemons. Further, we find an average contiguity of 30 pages over all the benchmarks and configurations with superpaging turned on and about 10 with superpaging turned off. To verify the performance of a Coalesced TLB we have implemented a fully associative TLB with variable size and Least Recently Used (LRU) replacement policy. Our results show an average hit rate improvement of 25% by adding an 8-16 entry fully associative Coalesced TLB. The Coalesced TLB further needs no complex hardware to implement, hence providing to a low cost means to reduce miss rates.M.S.Includes bibliographical referencesby Viswanathan Vaidyanatha

    Conotruncal anomalies in the fetus: Referral patterns and pregnancy outcomes in a dedicated fetal cardiology unit in South India

    Objective: To describe the referral patterns and pregnancy outcomes of fetuses with conotruncal anomalies (CTA) from a fetal cardiology unit in South India. Methods: Records of 68 women identified to have diagnosis of CTA on fetal echocardiography (mean gestational age 26.8 ± 5.9 weeks; range 17-38 weeks) during the period 2008-2011 were reviewed. Results: The most common indication for referral was suspected congenital heart disease during routine antenatal scan (89.7%). The various CTA diagnosed included Tetralogy of Fallot (TOF, 44.1%), Double outlet right ventricle (DORV, 27.9%), Transposition of great vessels (TGA, 8.8%), TOF with pulmonary atresia (TOF-PA, 8.8%), TOF absent pulmonary valve (TOF-APV, 7.4%) and truncus arteriosus (TA, 2.9%). Extra cardiac anomalies were reported in 4 fetuses (7.1%). Pregnancy outcomes included pregnancies not culminating in live-birth (54.4%), delivery at term (41.2%) with 3 patients (4.4%) being lost to follow-up. Proportion of pregnancies not culminating in live-birth lesion wise include: TOF (53.3%), DORV (52.6%), TGA (50%), TOF -APV (80%), TOF-PA (50%), and TA (50%).Twenty-four babies (35.3%) received post-natal cardiac care with 5 (7.4%) undergoing neonatal surgical procedures. Seven babies (10.3%) died in neonatal period, including 2 who underwent surgery. The accuracy of fetal echo was 96.4% for primary lesion and 67.9% for complete segmental diagnosis. Conclusions: Pre-natal diagnosis of CTA, despite a high diagnostic accuracy, prompted utilization of post-natal tertiary cardiac care in a limited proportion of patients, including those with reparable lesions. Focus in developing countries should shift towards earlier referral, improving awareness about treatment options and a comprehensive evaluation for associated anomalies

This nature of research comes under the purview of the subject Public Administrations, which happens to be mine own discovery. Presently, there are huge problems in chalking out the yearly budget of the different countries in the present day world. Moreover, the countries which are in the arena of third world and underneath nations, this problem of framing of yearly budget has become a misnomer. The different Governments pertaining to such third world and underneath arena find the same, quite difficult in order to present their budget in thier respective Parliaments, or, before the Assemblies. In fact, there are no relevancies observed to-day, in between the different budgetary provisions (i.e. monetary provisions) and the resultant effects. Here, the Governments are meeting with their drastic failures in providing the people, which are very akin to maintain their lives and livelihoods towards, achieving a conducive sustenance. Here, Budget and its effects make no systematic impact in providing the people, their day to day necessities. Presently, most of the 3rd world and underneath nations are adopting the type of budget which are basically borrowed from the Britishers. During the colonial rule of the Britishers, they have imposed their ideas, their authority, responsibility, accountability, in the shape of forming the Governments, up to their own tastes. Unfortunately such Governments are not finding an outlet to be away from such unsuitable procedural ways as set up towards framing of the budget as made by the Britishers. Of course, partly the British system may have, some help to the capitalistic nations like U.S.A., U.K. and other European countries, but for the people of 3rd world and the underneath nations, this system only provides a distorted, hazy as well as quite an unsuitable order, in consideration to their geographical, social, political and anthropological behavioural orders.
