Guest post: Judicial review of parliamentary process in Dr Sunil Kumar Singh v. Bihar legislative council
In a recent Supreme Court judgment dealing with the determination of the Court’s power to review the decision of the Bihar Legislative Council to expel one of its members—Dr Sunil Kumar Singh—from the membership of the House on account of calling Nitish Kumar paltu ram, among other things, the Court made certain important remarks on the interpretation Article 212 of the Indian Constitution. Beyond the facts of this case and the question of expulsion—and punishment in general—of the members of legislative assemblies, these observations are of critical relevance to other matters concerning the relationship of the legislature with the judiciary and the scope of judicial oversight of legislative actions. One such matter is the scope of judicial review of the Speaker’s decisions, including that of certifying a bill as a money bill. In the following paragraphs, I show how the interpretative framework adopted by the Court to creatively delimit the boundaries of Article 212 could help it answer the question about its power to review the decisions of the Speaker in the affirmative
Management of Lichen Planus through Ayurveda
Lichen Planus is a papulosquamous disorder that may affect the skin, scalp, nails, and mucous membranes. The primary cutaneous lesions are pruritic, polygonal, flat topped, violaceous papules. In Ayurveda, all skin diseases are lined beneath the term Kustha Roga. Vitiated Dosha cause abnormal colour of skin and produce degenerative changes called Kustha. CASE REPORT A 50 year old female came to OPD of National Institute of Ayurveda, Jaipur having complains of black papules on her whole body for last10 years. Oral mucosa was also involved. Mahamanjishtha Kwatha, Trivrit Leha, Tikta Ghrita, Khadiradi Vati and a combination of Rasamanikaya, Shuddha Gandhaka, Manjishthadi Churna, was given orally, Eladi Taila was given for local application and Irimedadi Taila was given for Gandusha . RESULTS Patient got significant relief in itching and discolouration of skin. Ayurvedic principle of Kustha is effective in the management of Lichen Planus. Design and Analysis of Quantization Based Low Bit Rate Encoding System
The objective of this paper is to develop a low bit rate encoding for VQ problems such as real time image coding.. The decision tree is generated by an offline process.. A new systolic architecture to realize the encoder of full search vector quantization VQ for high speed applications is presented here. Over past decades digital video compression technologies have become an integral part. Therefore the purpose is to improve image quality in Remote cardiac pulse measurement using Adaptive filter. It describes the approach to be used for feature extraction from many images.. This paper presents a real time application of compression of the image processing technique which can be efficiently used for the interfacing with any hardware. Therefore we have used Raspberry Pi in compression of image. We have developed an algorithm that is based on the endoscopic images that consist of the differential pulse code modulation. The compressors consist of a low cost YEF colour space converters and variable length predictive algorithm for lossless compression. Self-ambivalence in obsessive-compulsive disorder
Deposited with permission of the author. © 2005 Dr. Sunil Singh BharAccording to the cognitive model, Obsessive-compulsive disorder (OCD) is maintained by various belief factors such as an inflated sense of responsibility, perfectionism and an overestimation about the importance of thoughts. Despite much support for this hypothesis, there is a lack of understanding about the role of self-concept in the maintenance or treatment of OCD. Guidano and Liotti (1983) suggest that individuals who are ambivalent about their self-worth, personal morality and lovability use perfectionistic and obsessive compulsive behaviours to continuously restore self-esteem. This thesis develops a model of OCD that integrates self-ambivalence in the cognitive model of OCD. (For complete abstract open document
Field day report: Village Dhobia, Datia (MP), Jhansi India
The farmer’s day at Jhansi District, India was organized on Friday, 21 November 2017. Attending the farmers’ day were Drs. Sunil Kumar, A. K. Misra, Shahid Ahmed, Palsaniya and Vikas Kumar representatives of ICAR (Indian Grassland & Fodder Research Institute, Jhansi), Drs. Ashutosh Sarker and Sawsan Hassan (ICARDA representatives), and 69 farmers. Of the farmers present, more than 50% were female farmers. Dr. Sunil Kumar, Head, Crop Production Division (ICAR - Indian Grassland & Fodder Research Institute “IGFRI”, Jhansi) highlighted the importance of cactus as green fodder for animal feed and as an ideal alternative to control water erosion. Mr. Dasarath, the pilot farmer who initiated the cactus plantation three years ago mentioned the importance of research institutes like IGFRI and ICARDA in providing new technologies then he gave participants on the farmers’ day a tour of his cactus plantation, where they could witness the growth and adaptability of cactus at first hand. Drs. Ashutosh Sarker and Sawsan Hassan explained ICARDA’s mission to target poor farmers in the dry areas in order to improve their livelihoods with objective to give full support to farmers. The farmers showed interest in planting cactus, and they thanked ICARDA and IGFRI for their efforts to introduce new technologies that will help them enhance their livelihoods

The forms and variations of pronouns in Manik Dutta\u27s poem Chandimangal/ মানিক দত্তের চণ্ডীমঙ্গল কাব্যে সর্বনাম পদের রূপ ও প্রয়োগবৈচিত্র
Till now, the poet Manik Dutta of Malda is considered to be the ancient poet of Chandimangal. Sunil kumar Ojha collected the main part of this poetry from the notebooks written by the singers in 1784 and published it as a book. As a result, the poetry edited by Ojha also depicts the contemporary language of the singers. The said poem by Manik Dutta is very important in the judgment of Bengali linguistics. The poem creates a bridge between the middle-ages and the modern era of Bengali language. And the thing that attracts the most attention while analyzing the language of Manik Dutta\u27s poem is the pronoun. The well-decorated, developed form of the pronoun in the Bengali language in the modern era seems to have its roots in Manik Dutta\u27s poetry
