Subgenus Phalangomyia Dyar & Knab, 1914, revalidated Type-species: Culex apicinus Philippi, 1865 Phalangomyia Dyar & Knab, 1914, as genus; Dyar 1926, 1928, as subgenus. The three-letter abbreviation Pha. is recommended for this subgenus. Diagnosis. The subgenus Phalangomyia can be distinguished from all subgenera of Culex by the combination of the following characters, which are compared in Table 2. Adults: Proboscis longer than forefemur; scutum with narrow pale scales; wing with a patch of pale scales at tip. Male genitalia: Tergum VIII deeply emarginated; apicolateral area of gonocoxite with 8–20 strong setae; gonostylus with 5–8 subapical setae and an apical spiny crest; paraproct with small basolateral arm; usually 7–20 cercal setae. Pupae: Seta 13-III–VI usually present; paddle surface with minute spicules. International anti-corruption institutional standarts, it’s observation in Latvia and KNAB activity assessment
Mārtiņš Roķis. Bakalaura darbs „Starptautiskās pretkorupcijas iestāžu normas, to ievērošana Latvijā, un KNAB darbības izvērtējums”.
Pētījuma hipotēze: Starptautisko pretkorupcijas normu neievērošana un KNAB amatpersonu konflikts negatīvi ietekmē korupcijas līmeni Latvijā – darba pētījuma rezultātā ir daļēji apstiprināta.
Pētījuma mērķis: Izanalizēt KNAB darbību, pamatojoties uz citu valstu pieredzi.
Mērķa sasniegšanai definētie darba uzdevumi:
1.Izanalizēt korupcijas kontroles un pretkorupcijas orgānu teorētiskos modeļus, kā arī „labās prakses” principus Eiropā;
2.Pētīt starptautisko likumdošanu, kas Latvijai ir saistoša korupcijas apkarošanas jomā un likumdošanu, kas reglamentē KNAB darbību Latvijā, raksturot KNAB izveidošanu un šīs institūcijas darbību;
3.Izpētīt problēmas, kas pēdējā laikā kavē KNAB produktīvai darbībai, izstrādāt organizācijas SVID analīzi un priekšlikumus darbības uzlabošanai.
4.Apkopot galvenos secinājumus un priekšlikumus.
Izmantotās metodes: literatūras analīze, SVID analīze.
Saskaņā ar izvirzītajiem uzdevumiem, bakalaura darbs sastāv no 3 daļām. Darba pirmajā daļā raksturota korupcijas kontroles teorija un pretkorupcijas orgānu teorētiskie modeļi, kā arī „labās prakses” principi Eiropā (Lietuvas STT (Lietuvas speciālā izmeklēšanas dienesta)) darbība. Otrajā daļā pētītas starptautiskās pretkorupcijas iestāžu normas un to ievērošana Latvijā, likumdošana, kas reglamentē KNAB darbību, kā raksturota KNAB darbība, resursi, utt. Trešajā daļā raksturotas KNAB iekšējās problēmas, kas kavē kvalitatīvu korupcijas apkarošanas darbu Latvijā, izstrādāta organizācijas SVID analīze, kā arī, pamatojoties uz darbā gūtajiem secinājumiem, izstrādāti priekšlikumi KNAB darbības pilnveidošanai. Darba nobeigumā apkopoti galvenie secinājumi un izstrādātie priekšlikumi.Mārtiņš Roķis. The bachelor paper „International regulations of anti-corruption institutions, how they are followed in Latvia, and evaluation of the Corruption Prevention and Combating Bureau’s (KNAB) work”.
Hypothesis of the study: Non-adherence to international anti-corruption regulations and conflicts among KNAB officials leaves a negative impact on corruption level in Latvia – has been partially approved as a result of the paper’s study.
The objective of the study: To provide analysis of the work of KNAB basing on the experience of other countries.
The defined tasks for achievement of the objective:
1.To analyze theoretical models of corruption control and anti-corruption institutions, as well as „best practice” principles in Europe;
2.To study the international laws and regulations, which are binding for Latvia in the field of corruption combating, and the laws regulating the work of KNAB in Latvia, describe the development of KNAB and its activities;
3.To study the problems which have recently prevented an effective operation of KNAB, to develop the SWOT analysis for the organisation and the proposals for an improvement.
4.To summarize main conclusions and proposals.
The methods applied: literature analysis, SWOT analysis.
Subject to the defined tasks the bachelor paper comprises 3 chapters. The first chapter describes the corruption control theory and theoretical models of anti-corruption institutions, as well as „best practice” principles in Europe (STT in Lithuania (special investigation service of Lithuania) operation). The second chapter studies the regulations of international anti-corruption institutions and how these are followed in Latvia, the laws regulating the KNAB work, describes the KNAB activities, resources etc. The third chapter provides an insight in internal KNAB problems, which hinder a qualitative corruption combating work in Latvia; the chapter includes SWOT analysis of the organisation, as well as the proposals for improvement of KNAB work on the basis of conclusions made. The main conclusions and developed proposals have been summarized at the end of the bachelor paper
Otto Michael Knab's Fox-Fables
This book has introduced me to the writing of Otto Knab. Chapters cover his history, an introduction to his fables commentary, the fables themselves, notes on each fable, and two appendices. Knab was a Catholic who fled Nazi Germany in 1934 and spent the next four years in Switzerland writing as a journalist against Nazism for Catholics in Germany. His healthy reaction to the surprising turnabout of the Catholic hierarchy when Hitler came to power gives a sense of his values. One of the things he wrote was a series of twenty-one Fuchsenfabeln, which he published in the newspaper Deutsche Briefe. The fables are heavy on parody, satire, and irony, as his son Bernard, the translator, points out in the second chapter. Otto Knab planned to show by means of his fables how the Third Reich began and secured its power base, and how the various levels of society reacted to the totalitarian thrust (8). I find the fables well done. They are more from La Fontaine than from Aesop; they can at times also remind one of Reynard and of Krylov. The first fable is an excellent parody, a long speech by the Hitleresque Fox. I am your leader! I am your future! I am you! (21). The second does a fine job of satirizing von Papen as an ostrich, whom the fox uses and then discards. One of my favorites is Stewings and Doings among the Feathered-Folk (24), which comes perilously close to home against pacifists who let the ranks of the sane be divided and so only promote the insane. Fable 4's satire on Monsignor Kaas and the clergy is bitter and very effective! The next establishes that feeding comes from chirping Zeeg! First 'Zeeg!' then feed; first bow, then chow (27). The Weasel (28) is about Hitler's treatment of the Church in terms of the Concordat of 1933; for now the weasel may only suck the eggs dry, but later he will slit throats. It is not hard to see Goebbels in Jako, the parrot, who starts parrot schools everywhere (31). How the Fishes Were Rewarded (33) is an excellent comment on the silent majority. The Wise Owls displays ferociously the caving-in of the intellectuals (36). A first appendix gives a translation of Knab's article written July 14, 1934, the night before Knab escaped Germany. A second appendix gives the two fables that antedated the Fuchsenfabeln, with brief comments by Bernard Knab.
