    Central Platforms for Open Access Repositories – A case study of Publicly Funded Research Organizations in India

    OA movement is very helpful for developing country like India where society lacks free access to research information and is unable to afford sufficient subscriptions to journals. India's premier R&D organizations such as CSIR, DBT and DST have adopted OA policies to support the OA movement. However, the absence of proper initiatives, mindset of researchers, unavailability of dedicated IT resources, undefined standard practices and lack of skill set were the bottlenecks in the implementation of OA policies for these organizations. This presentation discusses a case study of conceptualization and implementation of two Central Platforms for hosting Open Repositories and Harvester services namely "CSIR-Central" and "Science-Central". This has helped CSIR, DBT and DST to overcome the initial barriers. These platforms provide repository-as-a-service, thereby, activities such as configuration, UI customization, support, maintenance, and backup are taken care centrally. The participating institutes need not worry about technical aspects and focus only on the content development and review processes on their respective IR. Case study presents status of 30 IRs hosted on these platforms and their global visibility and shows that despite of crossing initial hurdles, the true success of these initiatives depends on the content enrichment and exploitation of services by various stakeholders

    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    AbstractOver the past two decades, rapid developments in the field of information and communication technologies (ICT) have resulted in an increased reach and use of internet by the general public. Building on these advances, a rapid development of e-commerce has taken place which has resulted in the emergence of Internet as an important medium for advertising. Through a variety of technological advances, the Internet has allowed advertisers to address a targeted audience which in general was beyond the reach of traditional media. The Internet thus offers opportunities for advertisers to present advertisements to a captive audience based on various criteria. Intellectual Property Rights (IPR) on the other hand, help protect technologies via various means. The advancements made in field of information technology coupled with business methods can be protected by patents.Patent rights prevent others from practicing (making, using or selling) a claimed invention in a particular territory for a limited time during the life of the patent. Patents often are the first and many a times, the only source in which technology is revealed. Thus patents can act as important techno-legal documents, containing various different kinds of information related to technology and/or its advancements. In the present study, patents are used as source of information to understand how advancements in ICTs has influenced business and more particularly how the ICT is being used for internet based targeted advertising

    Why tech companies fail to jump the financial S-curve

In the Information Technology (IT) industry, starting as a new company with a new offering or business model, climbing the upward growth trajectory of financial results, and later getting stuck in a flat or declining graph has been a common pattern for many companies. Many of them have failed to jump the financial S-curve, create and climb a new one. To address this, I have referred to seminal works, have gained insights from experts, have captured inputs from corporate leaders, have consulted academicians, and have discussed with fellow Sloan Fellows. In this thesis, I analyze and discuss the phenomenon of failing to jump the financial S-curve. I argue that tech companies overlook the hidden S-curves. To respond to these hidden S-curves, companies must allocate resources to their powers of category, company, market, offer, and execution. Resources allocated to these powers must not be traded off under the pressure of performance. The leaders should create four different zones of performance, productivity, incubation, and transformation. As a recommendation to companies and their leaders, I offer a road map to successfully jump the financial S-curve, and climb a new one again and again.by Alok Ranjan Singh.M.B.A

DevOps is one of the proposed solutions to such pressure. The primary focus of DevOps is to increase the deployment speed, frequency and quality. DevOps is a mixture of different developments and operations to its multitudinous ramifications in software development industries, DevOps have attracted the interest of many researchers. There are considerable literature surveys on this critical innovation in software development, yet, little attention has been given to DevOps impact on software quality. This research is aimed at analyzing the implications of DevOps features on software quality. DevOps can also be referred to a change in organization cultures aimed at removal of gaps between the development and operations of an organization. The adoption of DevOps in an organization provides many benefits including quality but also brings challenges to an organization. This study presents systematic mapping of the impact of DevOps on software quality. The results of this study provide a better understanding of DevOps on software quality for both professionals and researchers working in this area. The study shows research was mainly focused in automation, culture, continuous delivery, fast feedback of DevOps. There is need of further research in many areas of DevOps (for instance: measurement, development of metrics of different stages to assess its performance, culture, practices toward ensuring quality assurance, and quality factors such as usability, efficiency, software maintainability and portability).
