Environmental NGOs in China - partners in environmental governance
This paper is a snapshot of the potential of Chinese environmental NGOs1 to effectively address environmental problems and needs, alone and in partnership with others. As environmental NGOs have only be on stage for the last ten years or so and as they undergo dynamic changes, a thoroughly conducted scientific analysis about the strengths, weaknesses, opportunities and risks is not possible yet. However, as the author has more than six years working experience with different Chinese environmental NGOs across the country, some empiric findings can be given, and some trends and tendencies be predicted. The paper starts with a look at the history of NGOs in China with a specific focus on environmental NGOs, followed by problems and chances caused by the present legal status of the groups. It then describes the main working areas of Chinese environmental NGOs, illustrating them by giving some representative examples. After a brief analysis, the paper proposes current trends and tendencies about the development of China’s environmental NGOs. The main trend is that Chinese NGOs, independently on their origin (grass root, semistate organizations or Government-organized non-profit environmental organizations) will gain more respect and influence in both environmental awareness raising and as competent partners in policy formulation and law enforcement, if the State institutions concerned will involve them in planning and developing processes in an early stage and assist them in their capacity building. --
Pengukuran Indeks Bias Air Melalui Eksperimen Kisi Difraksi Keping Compact Disc (CD)
Penelitian ini bertujuan untuk menentukan nilai indeks bias air menggunakan bantuan keping Compact Disc (CD) sebagai kisi. Keping CD terdiri dari dua jenis yaitu CD kosong dan keping CD yang terisi data penuh. Metode penelitian dimulai dari pembuatan tempat kisi, peyangga, tempat cairan, dan membersihkan lapisan CD. Untuk menentukan konstanta kisi dilakukan dengan cara menyinari kisi pada medium udara menggunakan sumber cahaya laser dan tampak pola gelap-terang (difraksi) pada layar. Jarak terang pusat terhadap terang pertama (yu) diukur menggunakan penggaris kemudian dianalisis menggunakan persamaan linier garis lurus yaitu dengan analisis regresi linier tanpa bobot. Pengukuran dilakukan dengan memvariasi jarak kisi terhadap layar pengamatan. Cara yang sama dilakukan pada medium air yaitu menyinari kisi pada medium air menggunakan sumber cahaya laser. Pola difraksi yang terjadi pada layar yaitu jarak terang pusat terhadap terang pertama (ya) diukur menggunakan penggaris. Nilai indeks bias air diperoleh melalui perbandingan hasil pengukuran rata-rata yu dengan rata-rata ya. Hasil penelitian menunjukkan bahwa indeks bias air pada keping CD kosong sebesar na = (1,24±0,02) dan pada CD dengan data penuh na = (1,15±0,02).

La science politique et l’innovation gouvernementale. À propos d’un texte de Yu Keping
Comme nombre d’intellectuels chinois, Yu Keping s’inscrit dans une tradition d’intervention des sciences sociales dans le débat public mais aussi dans le conseil au gouvernement. Son texte « Quel type d’innovation gouvernementale faut-il encourager et promouvoir ? », qui tire le bilan du Prix de l’innovation de la gouvernance locale, montre la voie que devaient selon lui emprunter les réformes politiques dans la Chine de l’ancien président Hu Jintao. Une démocratisation prudente, fondée sur les services rendus aux citoyens, l’efficacité, la modernisation de l’État et une plus grande transparence de son action ; et secondairement sur la justice sociale, la prise en compte d’une société civile plus indépendante, et la consultation des citoyens-usagers. Une réforme intégrant potentiellement les élections mais différant de la démocratie élective occidentale – une perspective aujourd’hui remise en question sous la présidence de Xi Jinping.Yu Keping is part of a strong tradition of Chinese intellectuals and social scientists who engage in the public sphere and advise governments. His article “Which type of innovation must be fostered and promoted?”, which assesses the Prize for innovation in local governance, indicates the path that according to him political reforms should have followed in President Hu Jintao’s China. A cautiously managed democratization, relying upon the services provided by local governments, efficiency, state modernization, increased transparency; and secondarily social justice, the recognition of a more independent civil society, and the consultation of citizens-consumers. This reform was supposed to include elections, but in a form that would have differed from Western competitive party elections –a perspective which is no more on the agenda under Xi Jinping’s presidency
Yu Takeuchi
Yu Takeuchi is serving for JAXA since 2007 and currently working as Associate Senior Administrator at Management and Integration Department of Human Spaceflight Technology Directorate. He is also working as Researcher at the Institute of Space Law of Keio University. He received LL.M. degree from the Institute of Air and Space Law of McGill University in 2015. His main interest is in international space law inter alia the legal aspects of space traffic management and sustainable space development. He is a member of the Air Law Institute of Japan, Japanese Society of International Law, and the International Institute of Space Law (IISL).

Intractability of Optimal Multi-Robot Path Planning on Planar Graphs
We study the computational complexity of optimally solving multi-robot path planning problems on planar graphs. For four common time- and distance-based objectives, we show that the associated path optimization problems for multiple robots are all NP-complete, even when the underlying graph is planar. Establishing the computational intractability of optimal multi-robot path planning problems on planar graphs has important practical implications. In particular, our result suggests the preferred approach toward solving such problems, when the number of robots is large, is to augment the planar environment to reduce the sharing of paths among robots traveling in opposite directions on those paths. Indeed, such efficiency boosting structures, such as highways and elevated intersections, are ubiquitous in robotics and transportation applications.Peer reviewe
