Fragmentation in the Governance of EU External Relations:Legal Institutional Dilemmas and the New Constitution for Europe
No full textThe European Union, an Ongoing Process of Integration contains 27 original contributions authored by prominent EU lawyers from academia and practice and concentrates on the three main areas of European integration that mark the career path of Alfred E. Kellermann: institutional and constitutional aspects (part I), general principles and substantive aspects (part II), and new Member States and Eastern Europe (part III). The contributions included in this Liber Amicorum vary from thematic in-depth studies to studies of a comparative nature. Their themes cover, inter alia, the structure of the Union according to the Constitution for Europe, the changes and challenges with which the Union¿s institutions are faced, including the creation of the positions of the President of the European Council and the Union Minister for Foreign Affairs, the future paths of flexibility (enhanced cooperation, partial agreements and pioneer groups), the role of national competition authorities and national courts under Regulation 1/2003, the constitutional preparation for EU accession in the new Member States, and the influence of European integration on the development of law in Russia. All contributions have been written in honour of Alfred E. Kellermann. Born in The Hague, raised in Switzerland during the Second World War and having studied and trained at Leiden University and at the European Commission¿s Legal Service in Brussels in the founding years of the European integration process, Doctor Honoris Causa Alfred E. Kellermann is a European by nature and vocation. For almost forty years, Alfred E. Kellermann has worked for the T.M.C. Asser Institute in The Hague. For many, he has become the face of the Institute in the Netherlands and abroad. This is the result of his work as a lecturer and consultant in EU law in countless short and long-term projects all over Europe, including Russia. Perhaps his finest accomplishment in raising awareness and expertise in the law of the European Union concerns the organisation of the famous `Asser Colloquia¿ on EU law and the publication of their proceedings

The challenge of sound source localization in realistic environments has attracted widespread attention in the Audio and Acoustic Signal Processing (AASP) community in recent years. Source localization approaches in the literature address the estimation of positional information about acoustic sources using a pair of microphones, microphone arrays, or networks with distributed acoustic sensors. The IEEE AASP Challenge on acoustic source LOCalization And TrAcking (LOCATA) aimed at providing researchers in source localization and tracking with a framework to objectively benchmark results against competing algorithms using a common, publicly released data corpus that encompasses a range of realistic scenarios in an enclosed acoustic environment.
Four different microphone arrays were used for the recordings, namely:
Planar array with 15 channels (DICIT array) containing uniform linear sub-arrays
Spherical array with 32 channels (Eigenmike)
Pseudo-spherical array with 12-channels (robot head)
Hearing aid dummies on a dummy head (2-channel per hearing aid).
An optical tracking system (OptiTrack) was used to record the positions and orientations of talker, loudspeakers and microphone arrays. Moreover, the emitted source signals were recorded to determine voice activity periods in the recorded signals for each source separately. The ground truth values are compared to the estimated values submitted by the participants using several criteria to evaluate the accuracy of the estimated directions of arrival and track-to-source association.
The datasets encompass the following six, increasingly challenging, scenarios:
Task 1: Localization of a single, static loudspeaker using static microphones arrays
Task 2: Multi-source localization of static loudspeakers using static microphone arrays
Task 3: Localization of a single, moving talker using static microphone arrays
Task 4: Localization of multiple, moving talkers using static microphone arrays
Task 5: Localization of a single, moving talker using moving microphone arrays
Task 6: Multi-source localization of moving talkers using moving microphone arrays.
The development and evaluation datasets in this repository contain the following data:
Close-talking speech signals for human talkers, recorded use DPA microphones
Distant-talking recordings using four microphone arrays:
Spherical Eigenmike (32 channels)
Pseudo-spherical prototype NAO robot (12 channels)
Planar DICIT array (15 channels)
Hearing aids installed in a head-torso simulator (4 channels)
Ground-truth annotations of all source and microphone positions, obtained using an OptiTrack system of infrared cameras. The ground-truth positions are provided at the frame rate of the optical tracking system

WOZ Acoustic Data Collection For Interactive TV
No full textThis paper describes a multichannel acoustic data collection recorded under the European DICIT project, during the Wizard of Oz (WOZ) experiments carried out at FAU and FBK-irst laboratories. The scenario is a distant-talking interface for interactive control of a TV. The experiments involve the acquisition of multichannel data for signal processing front-end and were carried out due to the need to collect a database for testing acoustic pre-processing algorithms. In this way, realistic scenarios can be simulated at a preliminary stage, instead of real-time implementations, allowing for repeatable experiments. To match the project requirements, the WOZ experiments were recorded in three languages: English, German and Italian. Besides the user inputs, the database also contains non-speech related acoustic events, room impulse response measurements and video data, the latter used to compute 3D labels. Sessions were manually transcribed and segmented at word level, introducing also specific labels for acoustic events

No full textThe author shares his reflections on state of art in housing and urban planning, deficiencies, expectations and possibilities in the Sahel region of Africa. He notices, that the housing problem in Africa is one of the challenges, which should be solved in order to recover life dignity of African people and secure their rights to traditional family life in acceptable conditions. The paper describes the studies on the typical dispersed urban structures and the need to foster this type of settlement structure and proposals of introduction of new on light steel frame housing system in the area of Sahel, combining the traditional way of building houses with modern technology. The particularly analysed case, is the housing problem in the Republic of Chad. The author presents the basic discussion on this topic and his architectural proposals. Unfortunately, the gap between the needs and the financial feasibility of housing construction in this area, makes this project already at the starting point extremely difficult to be realized without external subventions.Problem mieszkaniowy w Afryce jest jednym z wyzwań, które należy rozwiązać, aby Afrykanie mogli odzyskać godność życiową i zabezpieczyć swoje prawa do tradycyjnego życia rodzinnego w akceptowalnych warunkach. W artykule opisano badania nad typowymi rozproszonymi strukturami miejskimi i potrzebą wspierania tego typu struktur osadniczych oraz propozycji wprowadzenia nowego systemu konstrukcji domów, opartym na lekkim szkielecie stalowym, łączącym tradycyjny sposób budowania domów z nowoczesną technologią. Przypadkiem szczególnie analizowanym jest problem mieszkaniowy w Republice Czadu. Autor przedstawia podstawową dyskusję na ten temat i swoje propozycje architektoniczne. Niestety luka między potrzebami mieszkaniowymi w Czadzie a finansową wykonalnością budownictwa mieszkaniowego w tym obszarze sprawia, że projekt ten, już w punkcie wyjścia, jest niezwykle trudny do realizacji bez uzyskania zewnętrznych dotacji
WOZ acoustic data collection for interactive TV

under the European DICIT project, during Wizard of Oz (WOZ) experiments carried out at FAU and FBK-irst laboratories. The application of interest in DICIT is a distant-talking interface for control of interactive TV working in a typical living room, with many interfering devices. The objective of the experiments was to collect a database supporting efficient development and tuning of acoustic processing algorithms for signal enhancement. In DICIT, techniques for sound source localization, multichannel acoustic echo cancellation, blind source separation, speech activity detection, speaker identification and verification as well as beamforming are combined to achieve a maximum possible reduction of the user speech impairments typical of distant-talking interfaces. The collected database permitted
to simulate at preliminary stage a realistic scenario and to tailor the involved
algorithms to the observed user behaviors. In order to match the project requirements, the WOZ experiments were recorded in three languages: English, German and Italian.
