Contemporary trends in consumer protection on the financial services market and the regulations of consumer protection institutions: the Financial Ombudsman and President of the Office of Competition and Consumer Protection
The article deals with some issues related to consumer (client) protection on the financial market. Legal regulations constantly change in this area. New regulations are introduced, which makes the subject of consumer protection very topical and important, especially with many accompanying transactions on the financial market. The multiplicity of legal acts and the influence of European legislation, especially EU regulations, can lead to many misunderstandings in terms of terminology. An attempt was made to clarify the concepts of consumer and client on the basis of Polish legislation. According to numerous amendments to the regulation, the entities on the market using financial services should make efforts to conduct a correct assessment of its legal situation and the possibility of using the help of institutions. The range of protected entities differ depending on the legal act that is analyzed. The author draws attention to the ways in which the legislator created a definition of a protected entity and the areas in which it provides legal protection. The analysis also includes legal provisions concerning the competences of institutions performing consumer protection functions: the Financial Ombudsman and the President of the Office of Competition and Consumers, which is a body specializing in individual consumer matters, and a public administration body. Their competences and roles, which overlap in certain areas, have been the subject of lively discussion for a time. This was due to the proposed draft act of December 2020, the provisions of which abolished the institution of the Financial Ombudsman, and transferred his competences to the President of the Office of Competition and Consumer Protection. The paper presents the direction of legal changes in the institutional area of consumer protection of financial services, the ratio of such actions, as well as the outlined European legislator’s vision of adequate consumer protection

Some Notes on the Translation of De liberis educandis Made by S. I. Pisarev
The article covers the translation of Plutarch’s treatise De liberis educandis made by S. Pisarev,
which was the first Russian translation of Plutarch’s works from ancient Greek (1771). In trying
to find out what editions were used by Pisarev for his oeuvre, the author focuses on some
particular features of his translations, such as the use of italics in marking the poetic quotations.
Though the marking is not uniform, its style, as compared to the editions and Latin
translations of the treatise in the 16th — early18th century, allows supposing that Pisarev used
a bilingual edition, either within a collection of Moralia or as a separate book. Theoretically,
seven such editions could have been employed. Further analysis of variae lectiones in these
editions as reflected in Pisarev’s translation leads to the conclusion that we have to choose between
two editions that is, by Rivandrus (1583) and an authoritative Frankfurt ed. of 1599 reproduced
twice in the 17th century (1620, and then 1624, in Paris). Since the only discernible
difference between them turns to be an inverted word order in a poetic quotation, the author
analyses the word order in Pisarev’s text to finally decide in favour of the Frankfurt edition
Videogames as a Digital Attempt to Touch the Mythological
The article deals with the analysis of video games and the use of VR technologies in the gaming sphere. The trend towards increasing gamification of modern man's being is examined and problematized. The main question raised by the author is what is the actual status of video games in the existence of modern man.
The aim of the research is to study the ontoanthropology of video games, and VR games in particular, and search for their correlates with archaic practices. This, in turn, led to the consideration of the ontoanthropology of the virtual and the ontoanthropology of the game as its variety.
The author comes to a conclusion that video games are a substitute for initiation which is most fully and safely performed by means of immersive equipment and taking rite-ritual activity into virtual reality. The results of the study can be used for an expert assessment of video games, identifying the prospects for their implementation in pedagogical, psychological or other consulting activities aimed at achieving a sense of inner transformation of the person in the direction of greater completeness and authenticity of existential experience. The findings can form the basis for philosophical conceptualization of modern mechanisms of digital identity formation and contribute to the growth of socio-humanitarian reflection on the problem of human self-identification and methods of achieving a sense of ontological fundamentality and wholeness of being in a virtual reality
On role of General V.E. Borisov in the Stavka of the Supreme Commander in 1915–1917
This article examines the role of General V.E. Borisov in the decision-making process at the Headquarters of the Supreme Commander of the Russian Army in 1915–1917. General Borisov was a friend of General M.V. Alekseyev, and their contemporaries often characterized him as an unofficial advisor to Alekseyev, especially in military matters. When in August 1915 general Alekseyev was appointed as the Chief of Staff of the Supreme Commander and arrived at the Stavka in Mogilev, Borisov followed him, even though he did not have any official status at the time. Comparing the handwriting in Borisov's personal documents with the unsigned documents from the documents of Stavka, preserved at the Russian State Archive for Military History (RGVIA), this article concludes that Borisov in fact took part in the creation of several major notes on Russia's relations with the Allies in the Entente that laid the foundation for the Stavka’s strategic military decisions. In some cases he was the sole author of the documents, sometimes he wrote it together with Alekseyev. Borisov paid particular attention to Serbia and the Balkans, so this article analyses in detail the project of the allied offensive from Galicia and Salonika, developed by Borisov in November 1915. Confirmation of Borisov's participation in Stavka’s strategic activities improves our understanding of Stavka’s functioning and allows us to determine the ideological origins of the strategic decisions of the Russian high command, since, unlike General Alekseyev, Borisov left a vast theoretical legacy
Kamchatka in the fate of Irkutsk archpriest P. V. Gromov (1801–1880) and in his academic and memoiristic heritage
This article is devoted to archpriest Prokopy Vasilyevich Gromov from Irkutsk, the church historian and spiritual writer, the author of the fi rst general works on the history of Orthodoxy in the east of the Russian Empire. Gromov’s personality and scientifi c activity aroused steady interest among Siberian historians and experts in local history. However, a bibliography of his works and their study is not completed. In particular, a complex of works related to the topic of Kamchatka needs a systematic description. This article gives a bibliographic review and a brief analysis of these works. It provides data about their evaluation by the contemporaries (censors, reviewers) and looks at the attitude to them in current historiography of the region. The conclusion is that the specifi city of Gromov’s historical narrative is due to a combination of historical and memoiristic discourses, while the recurrent theme of works on Kamchatka is a narrative about St. Innokenty. Archpriest Gromov’s works are particularly signifi cant from historical and spiritual points of view because this narartive is based on his personal experiences. The article mainly draws on materials of East-Siberian periodicals and regional archives
