Grain Supply to the Northwest during the Kang-xi 康煕 Era of the Qing Period
No full textIn the past, many scholars of Qing period economic history have focused on subjects like price fluctuations during the transition from the Kang-xi 康煕 to the Qian-long 乾隆 eras, in relation to market structure, commercial circulation and successful social policy over important administrative issues like grain storage. However, the research tends to consider mostly regions along the middle and lower Chang-jiang 長江 river and the southeast coast from the early economy to the prosperous conditions characterizing the late-Kang-xi period, thus not paying much attention to economic policy adopted in northwest China during the middle-Kang-xi period. Furthermore, scholars have concentrated on Chinese texts rather than the texts written in Manchu after the Kang-xi period which have been receiving more attention in recent years.Grain storage in the northwest was implemented in the 1690’s through the exchange of a palace memorial 奏摺 between the Kang-xi emperor and Manchu officials. From then on, Manchu-language palace memorials were widely used, and that is why it is important to examine the formation of the palace memorial system of the Qing Dynasty when discussing grain supply issues.In this paper, the author deals with the process by which Manchu officials dispatched to the northwest during the late 17th century were able to store grain and the characteristic features of the political process that kept the Emperor informed by means of Manchu-language palace memorials. Light is shed on the relation between actions like delivering grain to disaster-stricken areas and military policy concerning the Zunghar 準噶爾. Grain storage policy adopted in the those areas was necessary because of the tense political situation during the 1680’s and 1690’s. Given such circumstances, it is not surprising that such policy was implemented by the Qing Dynasty.For the reasons mentioned above and the tension brought on by military activity, the Manchu rulers felt that in order to keep their control through the Dynasty, it would be necessary to adapt their policies. That is why military activity in the northwest must be taken under consideration when we deal with the formation and expansion of the palace memorial system.journal articl
