Kabale University Convocation Constitution
The Convocation Premises shall be at Kabale University, Kikungiri, Kabale Municipality. The Executive Committee shall carry out Convocation activities either in office space provided by the University or in premises built by Convocation on space allocated by the University. At an Annual General Meeting, the Convocation may decide to open branch office(s) in area(s) deemed deserving of such office(s).Whereas Kabale University Staff and the Alumni (hereinafter collectively referred to as the Convocation) are desirous of associating so as to provide a recognized platform for the members to take an active role in the affairs of Kabale University (hereinafter referred to as the University); Whereas the Convocation commit themselves to the pursuit of the University Vision, Mission, Motto and Core Values; whereas the Convocation represents the interests of the members nationally and internationally; whereas the Convocation is one of the stakeholders’ fora of the University aiming at contributing to the development of the University; whereas section 70 of the provides for the Convocation, the Convocation members do hereby subscribe to forming a Convocation; And whereas the Convocation undertakes to associate and execute the activities of the Convocation as laid down in this Constitution, the Convocation shall be bound to accord due respect to and shall comply with the provisions as stipulated herein.

Student Manual Kabale University
Kabale University began lectures on 21st October, 2002, with 42 students. The plan to establish the University had been conceived six years before in 1996. A Steering Committee headed by Hon Avitus Tibarimbasa was selected and started laying ground for the purpose. The Committee drafted the Kabale University Constitution which was officially adopted on, 13th December, 1998.The idea of launching a University in Kabale was well-received and supported by many people. On 5th September, 1997, the Kabale District Council passed a resolution over- whelmingly donating land for the Kabale University. This decision was subsequently followed by the signing and sealing of a commitment deed by the Kabale District Local Government, confirming its donation of 52 acres of land and any structures and properties on that land.The donation of land and other structures and properties to Kabale University inspired the Steering Committee to open an Administration Office at Kikungiri on 5th October, 2001. An application to operate Kabale University had been officially submitted to the Ministry of Education and Sports on 3rd August, 1999.After operating for about three years, Kabale University was granted a licence on 29th March, 2005, to operate as a private university (Licence No. UI.PL.003) by the National Council for Higher Education (NCHE). The University was, thereafter, gazetted by the government of Uganda on 6th May, 2005, as a private university with a legal notice Number 5 of 2005.July 2015, Statutory Instruments 2015 No.3, establishing Kabale University as Public University was gazettedAs the motto says, Kabale University is committed to creating and maintaining an environment conducive to students’ acquisition of the complex cognitive capacities they can use appropriately to be champions, the leaders and agents of quality socioeconomic changes that will benefit themselves, their families, their countries and society. Kabale University’s academic programs and instruction methods mainstream information literacy to under gird lifelong learning. Staff subscribe to Albert Einstein’s view that ‘it is the supreme art of the teacher to awaken in students, joy in acquisition of information for creative expression, knowledge and imagination” (web search). In line with its motto, the University believes, like one past great leader (Lincoln) that investment in knowledge has the highest rate of return” (web search). But as an African University in particular, we believe that increased knowledge and more local content are needed to solve public policy problems, enrich the teaching curricula, stimulate the private sector, invigorate civil society, foster good governance, strengthen the integration of African societies and economies, especially in the context of the intensely competitive global environment (AKNF Concept Paper, ECA 2000), and to support the foundation the information economy in Africa. All this to be achieved on the basis of a “university without wall” that builds partnerships with all stakeholders.
As the vision of the university, a sustainable vibrant Centre of excellence in teaching, learning,
research and community services in the Great Lakes Region and beyond. With a missin which is “to be a people-centered, efficient university that excels in generation and dissemination of relevant quality knowledge. It aims at skills development and attitudinal change for lifelong learning”. With specific objectives: a) Provide instruction to all those admitted to the university and to make provision for the advancement, transmission and preservation of knowledge and to stimulate intellectual life in Uganda, nationally, regionally and internationally. b)Preserve and foster the right of the University to determine the qualifications of who may teach, who may be taught, what may be taught, how it may be taught and the requirements to be admitted to study therein. c) Impact university education within Uganda, with particular emphasis on scientific, vocational and technological education and their application to development and for that purpose, to work with other appropriate bodies in the planned development of higher education. d) Conduct examinations for and grant degrees, diplomas, certificates and other awards in the manner provided by the rules of the university to mention but few. This is guide that helps students to understand the university’s set objectives, vision, mission.

Kabale University Directorate of Internal Audit
Kabale University has an obligation and commitment of ensuring systems, processes and
controls are effective and efficient. The Directorate of internal Audit is a key component
of the internal control system that is strategically positioned to contribute to the effective
functioning of the University. The internal Control system is part of the performance
management framework where audit reviews and assesses the level of performance and
compliance against agreed measures, targets and objectives.
The Internal Audit Manual provides a stop Centre for internal audit guidance which will
go a long way in assisting Management, Audit Committee and University Council in
ensuring effective, efficient, economical and ethical university operations. The reviews
and assessments carried out are preventative, corrective and deterrent measures aimed
at ensuring University objectives are achieved.In 2015, Kabale University was transformed from a private to a public University under Statutory Instrument No. 36 of 16th July 2015, under the Universities and Other Tertiary Institutions Act 2001 (as amended). Prior to this change in legal status, the University had obtained a Charter in 2014 (Certificate No. UI.CH.008) – the last stage of accreditation by the Uganda National Council for Higher Education. Kabale University is therefore a unique institution in Uganda, enjoying the status of being the first institution of its kind to transform from private to public. Kabale University has great potential of being the leading university in the Great Lakes Region, given its location and opportunity of offering quality education to the Anglophone and Francophone parts of the region, thereby enhancing social and economic integration. The authority of the internal audit function is enshrined in the Public Finance Management Act, 2015. The Directorate of Internal Audit derives its mandate and authority from the University Council. Its functions, activities and operations are defined in an internal audit charter. The University Council by policy establishes and supports Internal Audit as an independent appraisal function to examine and evaluate University activities/operations as a service to management and Council of University.

Kabale University Public-Private Partnership (PPP) Policy
WHEREAS Kabale University is a Public University established under the Universities and
Other Tertiary Institutions Act, 2001 (as amended) by Statutory Instrument No. 36 of July,
2015, with the main aim of becoming an efficient and effective University that excels in
teaching, learning, research, innovation and community engagement and to become a
sustainable vibrant University of academic excellence in the Great Lakes Region and
beyond;
AND WHEREAS the Government of Uganda enacted the Public Private Partnership Act, 2015
which establishes Public-Private Partnership (PPP) as a model and a framework of providing
efficient services and excellent quality public goods,
WHEREAS the Kabale University Council through this framework recognizes the increasing
involvement and importance of private sector in provision of excellent quality public goods
and services in a resource constrained environment as an alternative funding model for
acquiring and administering infrastructural projects and other related services on behalf of
the University in the medium to long-term;
AND WHEREAS, this policy targets to acquire and provide excellent quality public goods
and services to the University at competitive costs and utilize private sector expertise and
finance, and deliverables at reduced risks that are inherent in delivery of public
infrastructures and services.
NOW WHEREFORE this Policy is hereby enacted and shall become effective on the date

The Constitution of Kabale University Academic Staff Association (KABASA)
The General Assembly shall formulate and implement standing orders for the Association. The General Assembly and the Executive Committee of the Association shall determine, and vary, their own standing orders from time to time.Hereas Kabale University Academic Staff (hereafter referred to as the Staff) are in need for an opportunity to work as a team in the interest of the individual persons and/ or common good and /or in the interest of the University. Realizing that section 68(1) of the Universities and Other Tertiary Institutions Act, 2001 provides for an Academic Staff Association in each Public University; recognising that unity is strength and to associate is to create the necessary foundation for unity; understanding that it is through cooperation that the staff shall attain their objectives;
mindful of the need for collective bargaining when confronted by various challenges in the work environment; kabale university academic staff hereby resolve to form an Association to be known as Kabale University Academic Staff Association (KABASA).

Constitution of Kabale University Administrative Staff Association (KUADSA)
After the adoption and registration of this Constitution with relevant authorities and published as may be approved by the General assembly, no amendment shall be effected on any provision of this constitution unless: a) a KUADSA member has proposed and justified an amendment by written request submitted through the General Secretary
b) a written notice of at least thirty (30) days has been issued to the KUADSA members stating the subject matter of the proposed amendment
c) the amendment has been debated and adopted by a two-thirds (2/3) majority of paid-up members present and voting at an Annual General Assembly, or at an Extra-ordinary General Assembly convened for this purpose
d) within 30 days after the amendment, the General Secretary shall communicate the amendment to the University Authority.whereas Kabale University Administrative Staff (hereinafter referred to as the staff) need an opportunity for the staff to associate in the interest of the staff and the university; realizing that it is through cooperation that the staff shall attain their objectives; whereas the staff undertake to associate and/or execute the activities of the association, the staff shall be bound to comply with the provisions as stipulated herein. realizing that the universities and other tertiary institutions act 2001 (as amended) under section 68 provides for the existence of an administrative staff association in a public university; the staff hereby resolve to form kabale university administrative staff association (KUADSA).
